Is a Community Alcohol Partnership (CAP) right for your area?

Community Alcohol Partnerships (CAP) tackle underage drinking and associated problems in local communities via a partnership approach that brings together a wide range of partners including but not limited to police, trading standards, public health, youth services, education providers and retailers. By providing advice, guidance and resources, CAP supports communities in developing their own capacity to deliver a co-ordinated, localised response to underage alcohol misuse. CAP addresses both the demand and supply side of underage drinking through enforcement, education and public perception. Evaluation is mandatory for all CAPs and we offer support and guidance on effective evaluation.

CAP is a Community Interest Company with an independent Chairman and Board drawn from the retail sector, police, trading standards and the voluntary sector. It is entirely funded by the alcohol industry. To date over 80 CAPs have been set up across the UK. We are currently working to offer CAPs in all Local Alcohol Action Areas (LAAAs) and any areas in the UK with evidence of an underage drinking problem.

If any of the following apply to your area then a CAP might be right for you:  Evidence of underage drinking - as indicated by alcohol specific hospital admissions, alcohol related anti-social behaviour or alcohol litter in public spaces frequented by young people  Perception by residents or businesses that underage drinking and associated anti-social behaviours are a problem in the community  Test purchase failures in the area and/or evidence that proxy purchase is a problem locally

How can CAP help you to tackle underage drinking?

The CAP approach is unique, easy to develop, flexible and readily adapted for local needs, will not cost you any money and has been shown to work. Some further benefits are:  Support from a team of experienced CAP Officers who will provide expert guidance throughout the lifecycle of a CAP (not confined to the LAAA project timeframe)  Access to the CAP “toolkit” which contains useful templates for managing and evaluating your CAP. The toolkit has been refined over 7 years and is designed to simplify administration whilst providing a solid framework for developing and managing the CAP.  Free CAP campaign materials (including posters, flyers and banners) which can be tailored for your CAP at no additional cost  Access to high quality age appropriate education, teacher training support and parental advice and guidance  Support (in the form of ideas and some funding) for diversionary activity for young people  Help and support in setting up a steering group for the CAP which includes a wide range of relevant partners  Opportunity to join a network of like-minded people from other CAP schemes who collectively have a wealth of experience and knowledge of what has worked elsewhere.
