CONCEPTUAL PLAN

3.0 INTRODUCTION

This project is proposed by M/s Smart Kalyan Dombivli Corporation Limited (SKDCL). Kalyan city and a municipal corporation with its headquarters located in Kalyan, , Maharashtra. Smart Kalyan-Dombivli Corporation Limited (SKDCL) has planned various area based development projects and plan city solutions for Kalyan smart city. The planning for the improvement & redevelopment of the Kalyan station precinct is proposed to improve the west side of the station. So, the major objective of this project is to redevelop the west side and to decongest the Kalyan Station precinct by improved pedestrian access, improved vehicular access through grade separation / rerouting of traffic etc. measures, improved parking, hawking zones and other civic amenities, application of urban design elements to improve accessibility to pedestrian users and other urban planning.

The main features of the master plan are as follows: 1. Development Plan objective are achieved by increasing the right of way. 2. 2 legged grade separators are proposed to reduce traffic volume in the precinct. 3. Proposed height of the grade is 12 M. 4. Proposed KDMC Bus stand at 12 M level in front of Railway Station, over the land of MSRTC. 5. Proposed MSRTC Bus stand at ground level in front of Railway Station. 6. Proposal of 2, one-way 9 M wide grade from Mahatma Phule Chowk to allow separate entry and exit to the bus stand area at 12 M level. 7. Proposal of 2, one-way 9 M wide grade from Bail Bazar Chowk to allow separate entry and exit to the bus stand area at 12 M level. 8. Bus from Shivaji Chowk will route towards bail bazaar Chowk to get access to grade. 9. 2 Bus Bays are proposed over MSRTC land to provide stoppage for buses from Gurudev Chowk (via Bail Bazar Chowk), Mahatma Phule Chowk and Bail Bazar Chowk with 7.5 M Carriage way for each bay.

10. Separate Bay is provided for Taxi and Private Vehicles for all direction with 7.5 M Carriage way. 11. Bus stops are provided in front of railway station with 3 stop bays. 12. Separate Bay is provided for Taxi and Private Vehicles from Gurudev Chowk, Mahatma Phule Chowk with 3 M Carriage way. 13. A separate lane of 3.5 M is proposed for through Vehicle. 14. A 12 M wide New Road is proposed to get access to platform 1 via theatre area. 15. As per suggestions of the Stakeholders to cover the storm water Drain (Nallah) with concrete slab and construct Road / Vending zone over it, we have shown the draft lines on the drawing, but the same will only be considered once reviewed and approved by the competent authorities. We are of the opinion not to close the Nallah, instead we have suggested for the cleaning and barricading. 16. Proper circulation for all vehicles in all direction over Grade has been considered. 17. Commercial building is proposed with Bus stand with total 15188 square meters’ area. 18. 12 M wide road is proposed to connect Bail Bazar to the station allowing access to the auto and Private vehicles including 2 M Cycle Track on one side. 19. 15 M wide road is proposed to connect Mahatma Phule Chowk to the Station Area to allow access to the auto and private vehicles including 2 M Cycle Track on both sides. 20. 15 M wide and 9 M wide road is proposed to connect Gurudev Hotel Chowk to the Station Area to allow access to the auto and private vehicles. 21. 7.5 M wide road is proposed to connect MH Ali Chowk to the Station Area to allow access to the auto and private vehicles. 22. 2 M to 5M wide Footpath is proposed between Mahatma Phule Chowk to Bail Bazar Chowk in both directions. 23. 3M to 5M wide Footpath is proposed between station and Gurudev Chowk. 24. 1.5 M wide Divider with Green Plantation is proposed on the access road from Mahatma Phule Chowk to Bail Bazar Chowk. 25. 2 M Wide Divider is proposed with Green Plantation on the road in front of Railway station. 26. Proper circulation flow for all vehicles in all direction on ground is planned.

27. Separate conflict free circulation for auto and respective separate parking is proposed in front of railway station. 28. Footprints of Grade are placed so that it will be on the area proposed for divider throughout the road layout. 29. Vending Zones are provided along with the footpath on the roads of all three directions. 30. Vending Zone at level 7.5 connecting sky walk is proposed over Existing Badminton Court. 31. Waste collection bins are proposed in multiple points for waste free station precinct. 32. Seating Bench and Toilet are proposed at bus stand area and auto stand area. 33. Existing Sky Walk are removed from few stretch and new sky walk are proposed at several point with multiple dispersal point. 34. A new sky walk of 8 M width at level 7.5 M connecting Grade at 12 M with Escalator and Stairs is provided to enter the railway station. 35. Future extension of sky walks near Gurudev Chowk for connecting Metro. 36. Least dismantling of sky walk i.e. only 60 M is required. 37. To achieve the proposed layout a total of 2.70 hectare of land is required to be acquired from different stake holders.

4.0 SITE LOCATION AND SURROUNDINGS

The proposed project is located at Kalyan (West), District Thane, Maharashtra. All the roads towards the station and outwards in station precinct are included in the study. Site mark on toposheets (i.e. 500m, 2 Km, 10 Km & 15 Km respectively) is attached as Annexure I-IV.

6.0 AREA STATEMENT

Taking into consideration the volume of traffic and pattern of movement, for decongesting the Kalyan Station Precinct the grade separated flyover, retrofitting of foot over bridge, road widening, redevelopment of existing Kalyan bus stand, multi-level parking, ground parking, footpaths, drain and electrical lighting are proposed. The major component of improvement proposal includes the following:

3. Redevelopment & Improvement of Roads 4. Flyover from Bail Bazar to Phule Chowk

DESCRIPTION: 1. Redevelopment of Kalyan Bus Stand  All existing buildings and workshop in existing bus stand/depot to be dismantled and new bus stand facility to be built as per the proposed concept plan.  Commercial building (size 86 m X 40 m approx.) includes G+4 floor, ground floor as bus stand, first floor as vending zone, second floor as parking, 3rd and 4th floor shall be for commercial exploitation.  Rigid pavement is proposed for the bus stand.  In commercial building at bus stand three vertical lifts and three stair case, public utilities, connection from flyover to foot over bridge is proposed.  Suitable Bus bays, parking and other facilities are planned at ground level for buses and customers.  Administrative office, other office blocks, food plaza area, public amenities, rest area etc. are planned at ground level for passengers commuting from bus stand.  All the busses shall be allowed only to move on the flyover and enter/exit the bus stand via ramp.  No buses shall be allowed to enter or exit to bus stand through at grade roads, this will ease out the traffic congestion and also improve pedestrian movement. The layout plan of bus stand is attached as Annexure V. The area statement for buildings is given in Table 2. 2. Parking, Second floor – Bike Parking, Third Floor – Car parking, Fourth Floor – Car Parking  MLP near Cinema Hall (Kalyan west)-to be developed in future when the land parcel is available  Car parking at 12m in Bus stand Building (Kalyan west)  Two parking are proposed near station at ground level for Auto (Kalyan West)

For MLCP near Deepak Hotel G+4 (Kalyan west), the concrete structure is proposed for parking building, the parking shall be ramp based with automated car parking arrangement within the individual floors. Two-layer car parking can be accommodated in single floor with the help of steel frame with mechanized system. The RCC structure of the building shall be constructed under this project and the operation and maintenance shall be done by the parking operator. The steel frame and mechanized system shall have to be installed and maintained by the parking operator. The proposed layout plan is attached as Annexure VI . 3. Roads widening and new road construction  At grade roads are redesigned as per the available development plan lines, suitable footpaths, drainage, utility box, electrical lighting and other public amenities are proposed.  For Kalyan west, existing road are widened with concrete pavement. 4. Flyover from Bail Bazar to Phule Chowk  The elevated flyover is kept at 12m height to utilize the existing foot over bridge which is at 7.5m level. The existing foot over bridge shall be connected to the flyover for pedestrian movement.  The two separate lanes are proposed for up and down movement, however in central part flyover is common with a roundabout.  For bus stand a separate ramp 15m wide (single ramp for both up and down) are proposed for entry and exit for buses only.  Width of flyover shall be 2X 9 m =18 m, left and right lane flyovers are separate in part of length and common in central part. For each side flyover (up and down ramps) the 8 m carriageway and 5m crash barrier on both sides are provided.  The total length of flyover shall be 1110 m, individual typical span is 30m, 25m, 15m to 20m, 10m are proposed.  The flyover is on structure except for a small length on either ends. Earthen ramps with earth retaining structures on sides are proposed beyond the abutments on either side. Minimum vertical clearance of 5.5m is proposed from the at grade road top to the bottom of deck at the obligatory span locations at all junctions.  At grade road of 7.0 m width is proposed on either side of the flyover as service road for local and turning traffic. 8.0 PROJECT COST

The total estimated cost of the proposed project is Approx. 400 crores which includes the developmental cost.

9.0 WATER REQUIREMENT

The water requirement for the Kalyan Station Precinct Improvement is as given in Table-7

10.0 RAIN WATER HARVESTING

The storm water disposal system for the premises is self-sufficient to avoid any collection/stagnation and flooding of water. The amount of storm water run-off depends upon many factors such as intensity and duration of precipitation, characteristics of the tributary area and the time required for such flow to reach the drains. The drains are located near the carriage way along either side of the roads. Taking the advantage of road camber, the rainfall run off from roads shall flow towards the drains. Storm water from various blocks is connected to adjacent drain by a pipe through catch basins. As the ground water level in the area is below approx. 3.5 meters bgl. So, according to the CGWA norms Rainwater Harvesting tanks (1m dia & 6 m depth) has been proposed on the site. No. of proposed RWH Tanks - 4 in Bus Station (Terminal Building) & 2 in Multi Level Car parking (MLCP)

12.0 POWER REQUIREMENT & DETAILS OF D.G SETS

The power supply shall be supplied by Maharashtra State Electricity Board (MSEB). The Power requirement is estimated as 2880 KVA.

DETAILS OF D.G SETS

There is provision of 2 no. of DG sets of 1000 KVA capacity each for power back up in the Project. The DG sets will be equipped with acoustic enclosure to minimize noise generation and adequate stack height for proper dispersion. The details of D.G sets are given in Table 10.

13.0 SOLID WASTE GENERATION

 The project will adopt a systematic approach for solid waste collection and disposal. Solid waste generated from the project will be collected properly and will be managed as per Solid Waste Management Rule, 2016.It is estimated that maximum solid waste generation would be about 567.3 kg/day. Solid waste generation rate considered is given in Table-11.

 Collection and Segregation of waste 1. A door to door collection system will be provided for collection of domestic waste in plastic bags from household units. 2. The local vendors will be hired to provide separate colored bins for dry recyclables and Bio-Degradable waste. 3. For commercial waste collection, adequate number of colored bins (Green, Blue, and Dark Grey bins separate for Bio-degradable and Non Bio-degradable) are proposed to be provided at the strategic locations of the commercial area. 4. Litter bin will also be provided in open areas like parks etc.  Treatment of waste

 Bio-Degradable wastes 1. Bio-degradable waste will be subjected to Organic Waste Converter and the compost/resultant will be used as manure. 2. Horticultural Waste is proposed to be composted and will be used for gardening purposes.  Recyclable wastes 1. Grass Recycling – The cropped grass will be spread on the green area. It will act as manure after decomposition. 2. Recyclable wastes like paper, plastic, metals etc. will be sold off to recyclables.  Non-Recyclable wastes Non-Recyclable wastes will be disposed through Govt. approved agency. Hence, the Municipal Solid Waste Management will be conducted as per the guidelines of Municipal Solid Wastes (Management and Handling) Rules, 2000 and amended Rules, 2016.  E- waste E-waste management will be conducted as per the guidelines of E-waste (Management) Amendment Rules, 2018
