THE PAPER MILL (K4) CHP PLANT NOTICE PUBLICISING A PROPOSED APPLICATION FOR A DEVELOPMENT CONSENT ORDER (‘DCO’) SECTION 48 OF THE PLANNING ACT 2008 AND REGULATION 4 OF THE INFRASTRUCTURE PLANNING APPLICATIONS: PRESCRIBED FORMS AND PROCEDURE REGULATIONS 2009 (BOTH AS AMENDED) Notice is hereby given that DS Smith Paper Ltd of , , , ME10 2TD [“the applicant”], intends to apply to the Secretary of State under Section 37 of the Planning Act 2008 (as amended) for the above-mentioned development consent order [“the application”]. The application relates to the construction of a Combined Heat and Power Plant with a nominal power output of 68-73 Megawatts [“the proposed development”] within the site of the existing Kemsley Paper Mill, to the north of Sittingbourne in Kent. The proposed development will supply electricity and steam to the paper mill and will comprise a complex of buildings, including a gas turbine, a heat recovery steam generator with a stack up to 70m high, a dump condenser, a turbine hall, an auxiliary package boiler with a stack up to 35m high and other ancillary infrastructure, buildings and plant. The proposed development is an Environmental Impact Assessment (EIA) development as defined in the Infrastructure Planning (Environmental Impact Assessment) Regulations 2017 and the application will therefore be subject to an Environmental Impact Assessment which will be presented within the application through an Environmental Statement and an accompanying Non-Technical Summary.
