The index is calculated based on six variables: geomorphology, coastal erosion, slope, changes in sea level, wave height and tidal range. Basically, the emphasis on methodological aspects is related to: (i) the use of GIS techniques to construct, interpolate, filter, and sample data for shoreline networks, (ii) physical vulnerability calculations using the CVI method approach, and (iii) values CVI is applied in vulnerability maps using the GIS program by providing CVI ratings to three levels, namely low, medium, and high. The results of this study indicate that the coastal physical vulnerability of the North East Aceh region is dominated by a moderate level of vulnerability of 83.61% with 51 sub-districts, and then a low vulnerability of 9.84% with 6 sub-districts, and a high vulnerability of 6.56% with 4 sub-districts out of a total of 61 Districts in 10 Regencies / Cities on the North-East coast of Aceh. -

Warisan peninggalan tersebut dapat menjadi jembatan untuk menghubungkan memori kolektif masyarakat dan membangun kesadaran sejarah. Penelitian ini bertujuan untuk mengidentifikasi dan menelusuri jejak- jejak peninggalan masa lalu di wilayah Pesisir Aceh Bagian Timur dan bagaimana proses membangun kesadaran sejarah dengan memori kolektif. Penelitian ini menggunakan metode sejarah. Sumber data diperoleh dengan melakukan penelitian lapangan ke bangunan cagar budaya di wilayah Aceh bagian Timur. Untuk mendukung sumber tersebut, juga dilakukan studi arsip dan pustaka yang relevan dengan topik yang sedang dikaji. Dari hasil penelitian ini, telah dilakukan identifikasi terhadap peninggalan-peninggalan sejarah dan bangunan cagar budaya yang tersebar di wilayah Aceh Bagian Timur. Peninggalan tersebut istana raja-raja, rumah uleebalang, masjid kuno, dan makam keramat. Dari hasil identifikasi tersebut didapatkan adanya unsur memori kolektif yang ada dalam bangunan cagar budaya pada setiap wilayah di Aceh Bagian Timur, yaitu Kabupaten Aceh Tamiang dengan memori Melayu, Islam dan multikultural; Kota Langsa dengan memori masyarakat multikultur; dan Kabupaten Aceh Timur dengan memori Islam. -

The implementation of Islamic Shariah is not something new in Indonesia, especially in Aceh which has a long history of the entry of Islam and the application of its Shariah in Aceh. In 2001, when the regional autonomy was rolled out in all regions of Indonesia, Aceh has issued Law no. 18 of 2001 on the Status of Special Autonomy for Aceh Province by declaring the implementation of Shariah in Aceh. Moreover, through this law gave birth to another organic regulation that regulates Islamic Shariah in the operational level in Aceh called qanun. Implementation of qonun is also applied to those who live in the region of Aceh whether it is the majority of Muslims and religious minorities who are non-Islam. In order to achieve the expected results more focused, the authors use qualitative methods with the historical and sociological approach. In order for the sample of the population to be less extensive, the author narrows the area to be studied in the city of Lhokseumawe from enforcement as well as the implementation of the Shariah (qonun) regulation for the Acehnese people of Islamic nuance, and also measures how effective a law is applied to non-Muslims as a minority community in the province of Aceh against the implementation of the Islamic Shariah law. Sampai saat ini penelitian masih terfokus di pesisir timur dan pegunungan tengah Aceh, Pesisir barat Aceh belum pernah diteliti. Pesisir barat Aceh merupakan wilayah yang memiliki bentangalam kars cukup luas, dan memiliki potensi gua yang mungkin digunakan sebagai lokasi hunian pada masa lalu. Salah satu metode yang digunakan adalah memprediksi keberadaan gua dengan peta topografi, peta geologi, serta digital elevation model (DEM). Selain itu, hasil inventarisasi gua yang pernah dilakukan di wilayah pesisir barat Aceh juga digunakan sebagai data awal untuk memperoleh sebaran gua dan ceruk. Pada penelitian ini lingkup wilayah yang disurvei adalah Kabupaten Aceh Besar. Tiga parameter gua hunian, yaitu morfologi dan genesa, lingkungan, serta kandungan arkeologis, digunakan untuk memperoleh gambaran potensi masing-masing gua. Sebelas gua dan ceruk yang telah ditemukan menunjukkan adanya tiga buah gua berpotensi sebagai lokasi hunian dan diteliti lebih lanjut, empat gua berpotensi sebagai lokasi hunian tetapi tidak berpotensi untuk diteliti, dan empat gua berkategori tidak potensial sebagai lokasi hunian. Introduction Nanggroe Aceh Darussalam province is located at the tip at the northern tip of Sumatra island, precisely between 2° to 6 ° Latitude North and 95 ° to 98 ° West Longitude. The average altitude of the province is about 125 metes above the sea level. The highest elevation is 3.149 meters above sea level which is located at Lauser Mount, in Leuser Park situated in South East Aceh Regency. Geographically this region is adjacent to the Malacca Strait waters on the North and East sides, North Sumatra Province on the South side and with the Indian Ocean on the Western side The total area of the province is 57,365.57 Km2. This land area is divided into several types of uses. There are 35 mountains or peaks, and 73 main rivers that cups ties with into North and East coast of Nanggroe Aceh Darussalam Province. The total sea area of about 295,370 Km2 and included in this is an EEZ of about 238,807 Km2. 4 Administratively, Aceh province consists of 16 regencies, 4 cities, 216 sub-districts, 642 instances and 5,750 villages. NAD Province (besides the mainland) consist of small islands (119 units), distributed as a Free trade Zone and Freeport of Sabang (Sabang City and Pulo Aceh); Simeleu Islands, and Banyak Islands. -

Syamsul Maarif, Tajuddin Bantacut, Aji Hermawan Received: 06 March 2017 Accepted: 21 October 2017 Published: 30 November 2017 ABSTRACT Purpose: The purpose of this study is to perform an assessment on the innovation potential of Gayo coffee agroindustry, as a basis of policymaking as an effort to promote agroindustry and to increase the revenue. Methodology/Approach: Innovation potential assessment was performed with “Map of the Company Innovation Potential” through a stakeholder survey by using questionnaire and confirmation. Findings: The result of the study shows that innovation potential of Gayo coffee agroindustry is good enough to be developed by considering today’s reality and condition, based on innovation potential assessment that had been performed. This condition is very possible for the development of innovation activity in the form of work and the agroindustry program of Gayo coffee becomes more serious concern, so that the potential of innovation improvement can continue to grow and evolve by involving various parties to create a synergy in supporting innovation development. Research Limitation/implication: This study describes the condition of innovation potential of Gayo coffee agroindustry in six aspects of assessment, which are: strategy and planning, marketing, technological process, quality and environment, logistic and human resources. Originality/Value of paper: This article is according to field data from an interview with the stakeholders, field trip, and quantitative analysis. This study is very helpful for the policy maker in expanding Gayo coffee agroindustry, and become a contribution to analyze innovation potential in other agroindustry. -

Policy of Educational Budget Aceh Policy of Educational Regency Budget Aceh Regency Naidi Faisal, Nurhafni, Putri Murdiana and Zulhilmi Faculty of Social and Political Sciences, Universitas Malikussaleh Lhokseumawe 423 City, Aceh, Indonesia Abstract Purpose – This research analyzes and describes the implementation of the North Aceh Regency education budget policy for improving the quality of education in relationship to the impact of the special autonomy budget. Design/Methodology/Approach – This research uses qualitative research, descriptive-qualitative analysis methods, and qualitative explorative methods. Findings – The results show that the implementation of the special autonomy education budget policy of North Aceh Regency to improve the education quality has not run optimally. The main obstacle is the inadequate human resource issue, including the leadership problems of regional heads who should prioritize the development. Based on field data of the actors involved in the formulation of the education quality improvement program in Aceh Utara District, especially the legislative branch (namely BAPPEDA), the education office and members of the Aceh legislative team, the post-conflict Aceh representation of the legislature at the provincial level, the DPRA and DPRK at the district level / in the field of political will produced. The resulting program does not focus on the pattern of improving the quality of education, the policy is more rhetorical, and the program implementation is often adapted to the wishes of political actors. Research Limitations/Implications – Given the fundamental differences in the root causes of primary and secondary education in Aceh, further research is needed to determine whether similar results will be obtained in other parts of Aceh. -

General 1. Since the establishment of diplomatic relations in 1949, the overall Indonesia and Australia ties have been rock-solid and based on the principles of mutual respect, mutual understanding and mutual benefit. It is to be noted that with vast socio-political differences, the two neighboring countries have occasionally encountered a number of ups- and-downs in their relations. 2. The relations between Indonesia and Australia nose-dived when both countries confronted with internal as well as external pressures, which inter alia related to issues of human rights, good governance, democratization, self-determination, and terrorism. The roughest being the period after the popular consultations held in East Timor, which resulted in the separation of East Timor from Indonesia in 1999. Another issue that created formidable hurdles in Indonesia - Australia bilateral ties was the Afghani and Iraqi refugee's crisis, better known as the Tampa crisis. The leaders of the two neighboring countries had also differed on the US-led invasion of Afghanistan following the September 11 terrorist attacks. 3. The current relations between Indonesia and Australia have swung back to its springtime. A strong commitment to put bilateral relations on the right track was shown by the successful outcome of the 5th Meeting of the Australia - Indonesia Ministerial Forum (AIMF) in Canberra on 7 - 8 December 2000, attended by sixteen Australian and Indonesian ministers. -

This research focuses on the strategies used by the MAPESA Community (Masyarakat Peduli Sejarah Aceh) in introducing Aceh's history to the community, as well as the obstacles faced by the MAPESA community in preserving Aceh's historical heritage. The purpose of this research is to find out what strategies the MAPESA Community uses in introducing Aceh's history to the community as well as the obstacles that mapesa communities face as long as they preserve historical relics in Aceh, especially in Banda Aceh and Aceh Besar. This research uses a qualitative approach using the Laswell Model strategy theory. In order to obtain accurate data and informant, data collection techniques used are observation, interview, documentation, and literature studies to find additional references to the problems studied. The results showed that the strategy used by the MAPESA community in introducing Aceh history is two ways, namely through direct communication (meuseuraya and expedition activities) and through media communication (books and social media). And there are two obstacles that MAPESA faces, namely in terms of delivering messages to the community and also technical obstacles ranging from secretariats, budgets, tools, and resources that are still minimal.
