It was the responsibility of the submitting Author to ensure the document was viewable and without errors that would prevent the Conference from including the paper in the Digital Proceedings or Website. In the event a paper was submitted that could not be viewed or printed properly, the Conference elected to only publish the abstract of the paper in the Proceedings.

The Engineering in Medicine and Biology Society of the IEEE advances the application of engineering sciences and technology to medicine and biology, promotes the profession, and provides global leadership for the benefit of its members and humanity by disseminating knowledge, setting standards, fostering professional development, and recognizing excellence.

The EMBS field of interest is the development and application of engineering concepts and methods to biology, medicine and health sciences to provide effective solutions to biological, medical and healthcare problems. The field encompasses the development of mathematical theories, physical, biological and chemical principles, computational models and algorithms, devices and systems for clinical, industrial and educational applications.

Health Informatics is identified as one of the 14 Grand Challenges of The 21st Century by USA National Academy of Engineering. Biomedical and Health Informatics (BHI) is the interdisciplinary field that studies and pursues the effective uses of biomedical data, information, and knowledge for scientific inquiry, problem solving, and decision making, motivated by efforts to improve human health. Therefore, with the healthcare cost surging in almost all nations around the globe, it is critical to speed up the Biomedical and Health Informatics to improve health care with lower cost.

The mission of IEEE BHI 2016 is to continually foster this fast growing community by bringing together more academic researchers, clinicians, industrial representatives, research funding agencies, and government policy makers to identify top challenges and priorities, to present high quality research findings, and to share successful stories around the central theme “Integrative informatics for precision and preventive medicine.” This conference is devoted to translational healthcare, specially for precision and preventive medicine, that encompass both the integration and intersection of engineering, medicine, and healthcare, as the realization of innovative and high-impact ideas in healthcare can be better achieved through the involvement of multiple disciplines. This year, BHI 2016 is also co-located with the Healthcare Information and Management Systems Society (HIMSS) Annual Conference & Exhibition in Las Vegas, NV, USA.

The conference is organized into six main topics: Health/Medical Informatics, Bioinformatics, Sensor Informatics, Imaging Informatics, Public Health Informatics, and Theoretical Foundation of Informatics. It will cover diverse topics from cutting-edge biomedical and healthcare technology research and development, clinical applications, to biomedical education. We have a superb group of keynote speakers, workshops, special sessions, and oral and poster sessions. A great deal of effort was done to make sure that all sessions are highly interactive and of interest to our participants. We want to take this opportunity to thank the members of various BHI committees. Their hard work created the robust program that you can enjoy in these three days. RUSS B. ALTMAN, MD, PHD

Chairman, Department of Bioengineering, Stanford University

Dr. Altman is a professor of bioengineering, genetics, & medicine (and of computer science by courtesy) and chairman of the bioengineering department at Stanford University. His primary research interests are in the application of computing technology to basic molecular biological problems of relevance to medicine. He is currently developing techniques for collaborative scientific computation over the internet, including novel user interfaces to biological data, particularly for pharmacogenomics. Other work focuses on the analysis of functional microenvironments within macromolecules and the application of algorithms for determining the structure, dynamics and function of biological macromolecules. Dr. Altman holds an M.D. from Stanford Medical School, a Ph.D. in medical information sciences from Stanford, and an A.B. from Harvard College.

DOUGLAS B. FRIDSMA, MD, PHD, FACMI

President and Chief Executive Officer of American Medical Informatics Association, Arizona State University

Doug Fridsma, MD, PhD, FACP, FACMI, is the President and Chief Executive Officer of AMIA, a membership society representing 5000 professional and student informaticians and their interests and activities in academe, industry, government and nonprofit organizations.

Dr. Fridsma is an expert in informatics, interoperability, standards, and health IT (including meaningful use). His understanding of the science and application of informatics and experience as practitioner and policymaker give him a depth of knowledge well-suited to the critical challenge of transforming health and health care.

Prior to joining AMIA, Dr. Fridsma was the Chief Science Officer for the Office of the National Coordinator for Health Information Technology, responsible for the portfolio of technical resources needed to support the meaningful use program and health information technology interoperability. While at ONC, he developed the standards and interoperability framework to accelerate the development of technical specifications for interoperability, and in collaboration with the NIH and other federal agencies, was instrumental in establishing the key priorities in the PCOR Trust fund. Prior to ONC, Dr. Fridsma held academic appointments at the University of Pittsburgh, Arizona State University, University of Arizona, and Mayo Clinic, and had a part-time clinical practice at the Mayo Clinic Scottsdale. He has served as a board member of HL7 and the Clinical Data Interchange Standards Consortium (CDISC) where he was instrumental in developing standards that bridge clinical care and clinical research.

KARL FRIEDL, PHD, COL (US ARMY, RET.)

University of California San Francisco School of Medicine

Karl Friedl, Ph.D., is a Fellow in the ORISE Knowledge Preservation Program and also an adjunct Professor in the Department of Neurology, University of California, San Francisco. He retired from thirty years of active duty service in the Army as a Colonel in 2013, where he had last served as Director of the Telemedicine and Advanced Technology Research Center (TATRC) at the US Army Medical Research and Materiel Command. Dr Friedl received the M.A. degree in zoology from the University of California, Santa Barbara in 1979 and the Ph.D. degree in biology (integrative physiology) through the Institute of Environmental Stress in the University of California, Santa Barbara, in 1984. His research interest is focused on physiological modeling and monitoring technologies especially as applied to the limits of human performance. Dr. Friedl serves as Associate Editor of the IEEE Journal of Biomedical and Health Informatics. He is a Fellow of the American Institute for Medical and Biological Engineering (AIMBE).

MICHAEL MCCOY

Physician Technology Services, Inc.

Michael McCoy, M.D. has diverse experience as a practicing clinician, a physician executive in the electronic health record vendor community, a national consultant, and as a large faith-based IDN’s first Chief Medical Information officer. In that role, he collaborated with information services and the clinical transformation department in the effective implementation of computerized patient record systems, focusing on quality, safety, process improvement and ensuring that all clinicians are fully engaged in the entire process. He joined the federal government in a role as its first Chief Health Information Officer for The Office of the National Coordinator for Health Information Technology (ONC), departing that role January 31, 2016.

Dr. McCoy was a practicing OB/GYN for more than 20 years, and was an early adopter of EMR systems. He served as The American College/Congress of Obstetricians and Gynecologists’ national health information technology strategist, participated in CCHIT, IHE, HITSP and other SDOs involved in healthcare information technology and interoperability.

In addition to special interests in interoperability, he is passionate about consumer engagement, person-centered care, and privacy/security, and he serves on the Board of Directors of IHE International.

His contributions have spanned biomedical image/signal processing, neuroimaging, genomics, clinical informatics, biometrics, neuroscience, and multi- modal physiology. His goal is to generate insight and value by creatively exploiting data sets of all sizes and types and to work across boundaries to achieve project and institutional goals. Dr. Keshava’s background in signal processing is complemented by several years of in-depth technical and management experience and collaboration with many different academic, government, and commercial partners. He has served in a variety of leadership roles and enjoy defining visions and leading teams to achieve challenging goals.

EDWARD LIVINGSTON, MD

Deputy Editor, The Journal of The American Medical Association (JAMA)

Edward H. Livingston, M.D., F.A.C.S., A.G.A.F., has served as Deputy Editor for Clinical Content of JAMA, The Journal of the American Medical Association since July 1, 2012. Before that, he was a Contributing Editor at JAMA for 3 years.

Born and raised in Los Angeles, Dr. Livingston received his Medical Degree from UCLA. He completed a General Surgery Residency at UCLA and served as the Administrative Chief Resident for Surgery in 1992. After Residency, he remained on the faculty at UCLA eventually serving as Assistant Dean of the Medical School and Surgical Service Line Director for the VA Greater Los Angeles Health Care System. He also founded the UCLA bariatric surgery program.

In 2003, he moved to Dallas to become the Professor and Chairman of GI and Endocrine Surgery at the University Of Texas Southwestern School Of Medicine. During this time period, Dr. Livingston headed the VA’s national effort in bariatric surgery quality improvement. He was appointed as a Professor of Biomedical Engineering in 2007 at the University of Texas Arlington. Dr. Livingston became Chairman of the Graduate Program in Biomedical Engineering at UTSW in 2010.

Dr. Livingston has had peer review funding and has published in excess of 150 peer reviewed papers as well as numerous other scientific writings. He has also served on numerous local and national committees and is a past president of the Association of VA Surgeons. He continues to serve as a Professor of Surgery at UTSW.

Shankar Subramaniam is a Distinguished Professor of Bioengineering, Computer Science and Engineering, Cellular and Molecular Medicine and Nano Engineering. He was recently the Chair of the Bioengineering Department at the University of California at San Diego (2008-13). He holds the inaugural Joan and Irwin Jacobs Endowed Chair in Bioengineering and Systems Biology. He was the Founding Director of the Bioinformatics Graduate Program at the University of California at San Diego. He also has adjunct Professorships at the Salk Institute for Biological Studies and the San Diego Supercomputer Center. He was a Professor at the Center for Cardiovascular Bioinformatics and Modeling at Johns Hopkins University and was a Guest Professor at the Center for Molecular Biology and Neuroscience at the University of Oslo in Norway. Prior to moving to UC San Diego, Dr. Subramaniam was a Professor of Biophysics, Biochemistry, Molecular and Integrative Physiology, Chemical Engineering and Electrical and Computer Engineering at the University of Illinois at Urbana-Champaign (UIUC). He was the Director of the Bioinformatics and Computational Biology Program at the National Center for Supercomputing Applications and the Co-Director of the W.M. Keck Center for Comparative and Functional Genomics at UIUC. He is a fellow of the American Association for the Advancement of Science and the American Institute for Medical and Biological Engineering (AIMBE) and is a recipient of Smithsonian Foundation and Association of Laboratory Automation Awards. In 2013 he was elected as a Fellow of AAAS. In 2002 he received the Genome Technology All Star Award. In 2008 he was awarded the Faculty Excellence in Research Award at the University of California at San Diego. In 2011 he was appointed as a Distinguished Scientist at the San Diego Supercomputer Center. In 2014 he was appointed as a Distinguished Professor. His research spans several areas of bioinformatics and systems biology.

He worked at Stanford University and University of Illinois Urbana-Champaign before moving to UCSD. He received NSF CAREER Award, Alfred Sloan Fellowship, and NIH Pioneer Award. Prior to joining NIH he was an assistant professor at Case Western Reserve University Medical School conducting research on RNA processing and mobile genetic elements.

VALERIE FLORANCE, PH.D.

Director, NLM Extramural Programs, Heads NLM’s Extramural Programs Division, which is responsible for the Library’s grant programs. Coordinator for NLM informatics training programs.

Valerie Florance, Ph.D., is an Associate Director of the National Library of Medicine, NIH. There, she directs NLM’s Extramural Programs Division, with overall responsibility for research, training and resource grant programs in biomedical informatics and health information sciences. She serves as program director for NLM’s highly-regarded university-based training programs in biomedical informatics. Dr. Florance is a member of the Executive Committee for the NIH Big Data to Knowledge (BD2K) initiative. Before coming to NLM in February 2001, she spent 3 years leading a visioning project undertaken at the Association of American Medical Colleges (AAMC) to help the association’s members understand the power of computers and networks for managing health information. Before that, she held faculty and administrative positions at three U.S. academic medical centers. She has graduate degrees in medical anthropology and biomedical information sciences, and was elected to the American College of Medical Informatics in 2005.

DAN GALLAHAN, PH.D.

Deputy Division Director, Division of Cancer Biology, NCI

Dr. Gallahan helps lead the Division in its mission of supporting and facilitating basic cancer biology research. His primary focus at NCI is the application of integrated approaches, tools, and data sets to understanding cancer. He established and still oversees the Division’s efforts in cancer systems biology, the latest of which is the Cancer Systems Biology Consortium (CSBC). As Deputy Director, he also assists in planning and implementing the NCI’s overall efforts in genomics, proteomics, structural biology, and nanotechnology, and is a liaison with other government and commercial entities in the areas of technology and systems biology. Dr. Gallahan is a molecular and cancer biologist with broad expertise in the fields of systems biology, breast cancer, technology development, and science policy.

Wendy Nilsen, Ph.D. is a Program Director for the Smart and Connected Health Program in the Directorate for Computer & Information Science & Engineering at the National Science Foundation. Her work focuses on the intersection of technology and health. This includes a wide range of methods for data collection, data analytics and turning data to knowledge. Her interests span the areas of sensing, analytics, cyber-physical systems, information systems, big data and robotics, as they relate to health. More specifically, her efforts include: serving as cochair of the Health Information Technology Research and Development community of practice of the Networking and Information Technology Research and Development Program; the lead for the NSF/NIH Smart and Connected Health announcement; convening workshops to address methodology in mobile technology research; serving on numerous federal technology initiatives; and, leading training institutes. Previously, Wendy was at the NIH Office of Behavioral and Social Sciences Research (OBSSR).
