Times in brackets may be anticipated but should not be passed. xiii NOTES xiv BUSINESS BOARD A Guide to Assembly Procedure 1. Members of Assembly consist of all ministers in active duty or retired and some elders, ex officio, together with a representative elder from each established congregation plus other elders commissioned by Presbyteries to correspond with the number of ministers serving in special appointments. Deaconesses, representatives of the Women’s and Youth Movements and some others have now been invited to “sit and deliberate” as associates — i.e., to take part with members freely in debate but without voting. The Assembly quorum is fifty members. 2. While members should bear in mind any opinions or concerns of their Congregations, Kirk Sessions or Presbyteries, neither ministers nor elders attend as “delegates”, obliged to vote as instructed by any of these. The Assembly should be a gathering of fully responsible, free Christian men and women, always open to spiritual guidance and information on a Church-wide basis, not a device for counting up decisions already made elsewhere. 3. The Moderator is chairman of the Assembly, in charge of proceedings, but he should not take sides in debates. Former Moderators may deputise from time to time at his request, should he wish to take part in debate or to withdraw from the House. When the Moderator rises to speak at any point all other members must yield to the Chair. Members should stand when the Moderator enters or leaves at the beginning or end of proceedings. Members may enter or leave at any time during proceedings, but should do so with as little disturbance as possible. It is a courtesy in so doing to give a slight bow to the Chair. 4. With the changing composition of the Assembly the recommended form of address to the House is simply “Moderator” (not “Mr.” Moderator, etc.). Speakers should face towards the House and the microphones, not towards the Moderator. xv 5. Work for which the Assembly is responsible is generally entrusted to various permanent or temporary (“ad hoc”) committees. These must each present a report to the Assembly. Working Committees concerned with related matters are grouped under a supervising Board. A Commission of Assembly is a committee entrusted with the executive powers of the Assembly, within the terms of its appointment. Members of committees, etc., are appointed by the Assembly on the nomination of various bodies and have a Convener (i.e., executive secretary, in Irish usage) in charge. 6. Reports. While the Assembly is obliged to “receive” the report of each committee, etc., it does not “adopt” or accept responsibility for the contents of any report. Reports carry only the authority of the committee concerned and not of the Assembly. If found too unsatisfactory, the report may be received and referred back. Any matter to which the Assembly is to be committed must be stated in a specific resolution. Resolutions should be kept to conclusions, rather than include arguments in support such as are appropriate to speeches. Similarly, speeches in the Assembly carry the authority only of the speaker. 7. Reports, together with any appended resolutions, are first of all “presented”, usually by a Board or Committee Convener. There is then an opportunity for questions to be asked. These should quite strictly be asked only for further information or explanation, whether of something in the report or not in the report but for which the Board, etc., carries responsibility; they should not be rhetorical or debating “questions”, to score a point. 8. Questions, which should be written out and placed in the box provided in good time, will normally be limited to two per person and ten minutes in all, unless the Moderator judge that a particular subject merits an extension of these limits. 9.

    Issue 58 January 2020 Fr Paul Dempsey appointed Bishop of Achonry Diocese Pope Francis appointed Father Paul Dempsey, PP of Newbridge Parish in the Diocese of Kildare & Leighlin, as Bishop of the Diocese of Achonry on 27 January. Speaking in the Cathedral of the Annunciation and Saint Nathy, following the announcement, Father Dermot Meehan, Administrator of Achonry Diocese said, “Today, Father Paul Dempsey comes into our assembly as Christ’s messenger, having accepted his appointment by Pope Francis as pastor of the people and priests of Achonry. We warmly welcome his appointment and, on behalf of the priests, religious and people of the diocese, I thank him for accepting it. It is a reason for rejoicing for us in Achonry that a priest of Father Paul’s calibre and extensive experience in pastoral ministry in his native diocese of Kildare and Leighlin comes to us as our new bishop. We assure him of our prayers as he prepares for his new role and we ask God to bless him with joy, contentment and peace in his ministry among us.” Speaking to the congregation of almost 800, gathered in the cathedral for the announcement, Father Dempsey said, “I’m sure you can understand how daunting it is to take on the role of bishop in a new diocese. I’m conscious of my own unworthiness and sinfulness as I take on this role. I ask you to be patient with me as I endeavour to get to know the priests, people, deacons and religious of the diocese in the coming weeks and months.” The Episcopal Ordination of the new Bishop of Achonry will take place on 19 April 2020, Divine Mercy Sunday.

    T HE L EAFLET --- April 2018 Other news Whilst visiting Canberra in January, Jenny and Wallace Young The Leaflet made a trip across to Rosedale (Bateman’s Bay) to see Anne Coutts. Her late husband, Laurence, was Assistant Minister at No. 1069 Scots’ Church from 1994-96, and many members have fond April 2018 memories of their time amongst us. Late last year Anne had major surgery, but is well on the way to recovery, and sends her greetings to all. Anne Coutts with her rescue dog Charlie William Mackie, grandson of Gordon and Lois Taylor, has recently completed a major project for his Australian Scout Medallion (pictured). William will travel to Sydney in August for the presentation of the award, the highest in Scouting. Well done William! As each edition of The Leaflet goes to print we are aware that some of our members are suffering from illness, both in their immediate families or amongst close friends.     August 9 CNI Archbishop of Armagh revisits most southerly village in Ireland for parish’s 300 celebration Two former rectors of Kilmoe Union were also present on Sunday 6th August. At the Service were (l-r) Canon Nicholas Cummins, the www.churchnewsireland.org Page !1 August 9 Archbishop of Armagh, Canon Eithne Lynch, the Bishop, and Canon Trevor Lester. The Archbishop of Armagh, the Most Reverend Dr Richard Clarke, was the guest preacher at a service last Sunday marking Crookhaven Parish’s 300th anniversary. Archbishop Clarke preached on the Transfiguration which was highlighted in readings of the day. This was the Archbishop’s 27th visit to the church in the most southerly village on the Irish mainland. During the week beginning Sunday, 30th July 2017 and concluding the following Sunday, 6th August, the Parish of Kilmoe Union and the little village of Crookhaven, Co. Cork, where the rector is Canon Trevor Lester, were commemorating the 300th anniversary of the building of the Church of St Brendan the Navigator. It is a church which is open each summer Sunday evening for the Office of Compline. There is no electricity, so the Service takes place by oil lamp, gas light and candle light, as well as the evening light that comes through the windows of this coastal church which is within sight of the Fastnet Rock. On Sunday, 23rd July there was a reunion of people from the Diocese who, as members of www.churchnewsireland.org Page !2 August 9 Rabbi Baroness Julia Neuberger, Mrs Susan Colton and Dr Paul Colton at the West Cork History Festival the Youth Council in 1980s had travelled down for a weekend each year to make the church and churchyard ready for the summer season.

Foreword The Journal is the central, long-term, authoritative record of what the Parliament has done. The Minutes of Proceedings, which are produced for each meeting of the Parliament, do that in an immediate way, while the Journal presents essentially the same material but has the benefit of hindsight to allow any errors and infelicities of presentation to be corrected. Unlike the Official Report, which primarily records what is said, the Minutes of Proceedings, and in the longer term the Journal, provide the authoritative record of what was done. The Journal is required under Rule 16.3 of Standing Orders and contains, in addition to the Minutes of Proceedings themselves, notice of any Bill introduced*, notice of any instrument or draft instrument or any other document laid before the Parliament; notice of any report of a committee, and any other matter that the Parliament, on a motion of the Parliamentary Bureau, considers should be included. (* The requirement to include notice of Bills introduced was only added to Rule 16.3 in January 2003. However, such notices have in practice been recorded in the Annex to the Minutes of Proceedings from the outset.) Note: (DT), which appears throughout the Journal, signifies a decision taken at Decision Time.

    Conference Proceedings April 2009 Climate Change: Dealing with the Reality NORTHERN IRELAND ENVIRONMENT LINK CONFERENCE REPORT Foreword Scientific and international political opinion agree that climate change is happening, that it is largely caused by human activities and that the implications are far ranging and very serious. Although there are uncertainties around the speed of change, the severity of that change and the nature and extent of its impacts, we cannot delay action to address the issues. An internationally renowned group of scientists assembled in W5 (Odyssey Complex), Belfast for Climate Change: Dealing with the Reality on 20th January 2009 to discuss the issues; this document is a summary of their thoughts. There are opportunities for Northern Ireland to be in the vanguard of both adaptation and mitigation technologies, bringing strong economic benefits to local companies. There are also opportunities to adopt policies and programmes that address the social and economic consequences of climate change while bringing benefits to Northern Ireland’s citizens. Grasping these opportunities requires strong and mature political leadership and offers Northern Ireland an opportunity to establish itself as a serious international leader. Climate change is just one of the many challenges facing Northern Ireland at this time and therefore cannot be dealt with in isolation. It provides a context within which specific issues — such as the increasing role of local authorities, tackling waste, changes in agriculture and the economic recession — can be better understood and more effectively addressed.
