1. Wimborne Business Improvement District (BID)
Ian Faulkner, Chairman of Wimborne BID, outlined the background to the BID, which had been formed in 2011 and was now in the process of being renewed. It had originally been ydriven b four local business people on the back of a Halcrow report (funded by the County, District and Town Councils and the Chamber of Trade), which looked at ohow t move Wimborne forward by maximising its asset s and addressing eits w aknesses.
The BID has 320 levy payers, paying 1.5% of business rates, generating a total annual budgetf o approximately £115,000 (£90,000 in levies plus other income for Town Square bookings and contributions/grants etc.). Most businesses pay £170 per annum (50p per day). A third of the budget is nspent o marketing and advertising, a third on events and festivals and the other third on physical improvements and getting the best for businesses.
There had been a huge amount of work required to pset u the BID as there was a set government process to follow, which required identifying every business within an agreed boundary, documented consultation with at least 45% of levy payers, formulating a business plan and an operating manual with the organisation collecting the levy (East Dorset District Council). Ian currently spends about 3 days a week on the BID and there is one full time memberf o staff (although one day a week is for the Town Council and Town Square bookings and is re-charged).
fSome o the BIDs achievements include: i Creating a brand for the town i fFunding o Wimborne in Bloom (which includes litter picking)

i Improvements to the underpass from Allenview Car Park (including fixing lights and wall wrapping with photos and a map of the town) i Crime rates are lower i Town looks clean and tidy and is a nicer place to be i Occupancy rates are high (currently only 4 empty shops in the town) i Established a Shopwatch scheme i The town is now being marketed as a destination (somewhere to spend a whole day) i More events hosted and supported (new Christmas event) i New signage
The BID collaborates with the Town Council and the Chamber of Trade, and there is a shared vision for the town which ties in to the District Council’s Core Strategy.

There was now a need to focus on membership to generate oincome t progress some initial projects; a membership form was currently in production. It was noted that a new Facebook page (Ringwood Business Partnership) created by JS had generated interest from several local businesses.
It was AGREED that, although the initial focus would be on the town centre, it would also be necessary to involve businesses on the towns’ industrial estates, which could benefit from networking, access to local services, sharing news, listings on a website, collective lobbying and the town being more attractive to employees.
4. Bank Account
AH reported that it had not been possible to gain access to the Chamber of Trade bank oaccount t re-uset i for the Ringwood Business Partnership. It would therefore be necessary to set up a new not-for- profit organisation bank account – KC AGREED to follow this up.
AH returned the grant aid cheque of £500 as it was not possible to bank it at this time. It was AGREED that the invoice from Framptons for the Business Breakfast (£75) should be paid by the Town Council and the surplus of the grant be held by the Council until a bank account was established.
5. Brand New Forest Town of the Year 2016
It had been officially announced on 5th December that Ringwood had been named Brand New Forest Town of th e Year 2016. The Brand New Forest team would be carrying out campaigns during the year to promote the use of the BNF Card and increase the uptake of offersy b Ringwood businesses.
It was noted that Trevor Johnson (formerly of Paperview) was looking at septting u a gift voucher scheme for the town. He would be invited to speak at a future meeting.

6. Christmas Fair and Small Business Saturday – 5th December 2015
There was some very positive feedback on the event and congratulations were given to SN and his team. It was noted that the 2016 event would be organised by the Ringwood Events Committee.

PLANNING, TOWN & ENVIRONMENT COMMITTEE – 8 JANUARY 2016 HAMPSHIRE COUNTY COUNCIL RIGHTS OF WAY CUTTING LIST
1. Hampshire County Council is in the process of reviewing its Rights of Way Vegetation Priority Cutting List. The Town Council has been given the opportunity to review the list for Ringwood and suggest any alterations for the 2016 programme.
2. There are nine paths currently nincluded o the list, identified to be cut during the summer. These are:
15 – Narrow Lane 18 – Linford Road to A31 37 – Hightown Hill to Crow Hill 40 – Forestlake Avenue east 41a – Forestlake Avenue to Crow (south of Hightown Lake) 53 – Christchurch Road to end of Hampshire Hatches Lane 54 – Endf o Hampshire Hatches Lane to south of sewage works 82 – Green Lane east (south of Upper Kingston Farm) 83 – Green Lane to Crow (south of Hightown Lake)
In addition, the Avon Valley Path will be maintained throughout the year.

3. This year, Members are also asked to list the paths in priority order and to add comments to explain why one path should be cut over another, for example if it is used as a route to school.
4. sAs i normal practice, the Ringwood and Fordingbridge Footpath Society has been consulted on the proposals. No response had been received at the time of issuing the agenda, however it is hoped that the Society’s comments will be available at the meeting.
5. Members are askedo t consider approving the cutting list, as outlined in paragraph 2 above, and to prioritise these in order.
