We have also been actively supported by groups such as (Northwestern Ontario Munici- pal Association (NOMA) and Association of Municipalities of Ontario (AMO) to help communicate our concerns and issues. However, a rel- atively new coalition has been having a significant and escalating im- pact on the Provincial Government over the past few years. The Lakehead Rural Municipal Coalition (LRMC) was created by the rural municipalities that surround the City of Thunder Bay. The team is comprised of representatives of the Municipalities of Shuniah, and Neebing, and the Townships of Gillies, O’Connor and Conmee. The heads of the councils, and the senior administrative staff of each community meet together monthly and collaborate on ideas, brainstorm cost saving measures and work together on con- cerns of mutual interest. The Coalition has been working hard to bring to the attention of our Provincial Ministers and their staff members, the concerns of small, northwestern Ontario municipalities like ours. Representatives from the Coalition recently attended the conferences of the Rural Ontario Municipal Association (in late January) and the Ontario Good Roads Association (in late February). While at the con- ferences, representatives met with the following Ministers:

Municipal Affairs; Community and Social Services; Community Safety and Correctional Services; Education; Tourism, Culture and Sport; Infrastructure; Finance; Environment and Climate Change; Natural Resources and Forestry; Transportation; and Housing At these meetings, issues that impact all of us are brought forward, and potential solutions to concerns are introduced and discussed. The Coalition maintains a compendium of issues of concern, organ- ized by Ministry. The compendium encompasses a wide range of top- ics, from the “zero waste Ontario” strategy, to taxation of landfill sites, affordable housing, and cannabis taxation revenue. The document is updated regularly and used to make our concerns known. Six mu- nicipalities speaking with one voice has proven to be an advantage for the Coalition members.

Of greater significance to Shuniah residents: • the impact of revised pupil accommodation review guide- lines on MacKenzie Public School • funding for auto extrication equipment for our Volunteer Fire Department for call outs on Provincial Highways outside our Shuniah boundary • hydro rates and the rates for shared services on hydro poles • the negative impact of using property assessment values to allocate our levies for land ambulance services paid to Supe- rior North Emergency Medical Services and social service levies paid to Social Services Adminis- tration Board • the reduction of provincial funding that is not offset with matching costs being uploaded to the Province The Coalition welcomes your suggestions and ideas, as well as any concerns that you believe are common to all of our communities. The Coalition Chair is Mayor Lucy Kloosterhuis of Oliver Paipoonge and the Vice Chair is Mayor Kevin Holland of Conmee. The Coalition’s recording secretary is Solicitor-Clerk Rosalie Evans from Neebing. The other heads of Council on the Coalition are: Mayor Ziggy Polkowski (Neebing), Reeve Rick Kieri (Gillies), Mayor Jim Vezina (O’Connor) and Mayor Wendy Landry (Shuniah). Feel free to contact any of the Coalition members or senior administration for more infor- mation, or to view a copy of the most recent compendium. The April 2018 edition of the LRMC Compendium is prepared in con- templation of the upcoming provincial election. It will be distributed to the local provincial candidates in the Thunder Bay-Atikokan and the Thunder Bay-Superior North ridings and to the leaders of each of the parties.

The Shuniah News, May 2018 page 3 Sudoku Puzzle Budget and Property Tax The object is to fill all empty squares so that the Levy for 2018 numbers 1 to 9 appear exactly once in each row, by Susan Moore, Treasurer column and 3x3 box The Council of the Municipality of Shuniah has passed the municipal budget for 2018 which sets out the new tax rates and provides the ap- proval for administration to move forward with various services and capital projects. Our goal is to minimize the impact of property tax in- creases while ensuring that services are properly funded. The Munic- ipality also sets aside reserves for future infrastructure projects, unforeseen expenditures such as flood damages, and to stabilize tax levy increases year over year.

The increase in the property tax levy for the year 2018 net of growth is 1.92%. While the capital and operating expenses have only increased 0.74% and 0.55% respectively, there are significant changes in provincial funding and land ambulance costs negatively impacting our budget. The OMPF funding we receive from the province has decreased by $107,700 and our land ambulance costs we pay to Superior North EMS has increased by $71,700. We would have to increase our prop- erty taxes by 3.96% just to respond to these two budget line changes. Fortunately, we continue to be in a healthy financial position with strong financial indicators that allow us to offset these increases. The Municipality of Shuniah prides itself in providing consistent and re- liable services to our community while maintaining a reasonable tax levy increase. One of the comparatives we use annually is a compar- ison of tax levy increases with our neighbouring communities:

(Note: This amount does not include the education tax levy which is collected by the Municipality and then transferred to the local school boards.) While property taxes per $100,000 of assessment in Shuniah are signifi- cantly lower than the above compared municipalities, we also need to factor in the different services that each municipality may offer that is not a service currently provided in Shuniah. Infrastructure Sustainability activities include the rehabilitation and paving of 2.2 km of Nelson Drive and a new culvert for Scott Drive and the ongoing maintenance and improvements of bridges and roads. The continuing development of our Asset Management Plan will bring forward an Asset Management Policy to assist with the uti- lization of assets in the community. The Municipality of Shuniah is committed to be compliant with Acces- sibility Standards and will be developing a new accessible website in the coming months. The new website will follow the Ontario Accessi- bility guidelines and will be compatible on portable devices (i-phones, tablets etc.)

Our enrolment is up for the second year in a row and we are excited to be growing! Come on in to the school and see what is new! The JK and SK students are in their new classroom with a brand new bathroom and learning room. We’ve made some changes and it is great! It has been a cold winter and it doesn’t seem that Spring will ever come. On the up side, the weather has not stopped the McKenzie students from enjoying the fun outdoors! From snow forts to sledding and snowshoeing, there is no other playground like ours.

Special days and special celebrations are commonplace here at McKenzie. Can you imagine the size of the Egg hunt we had! We are still finding eggs weeks later.

For the first time our school went skating at the Pass Lake Arena. Fabulous time and the volun- teers even opened the canteen. What a great rink and a fabulous opportunity close to home.

The Cedar materials have been ordered with expected delivery of the first week in May 2018. We also intend to rebuild the smaller west garden (4' x 8') into a larger (4' x 12') in keeping with all the oth- ers for a grand total of 36 gardens. Memorial garden box #1 will be refurbished to better reflect Josh Klukie's love of the Sunflower, while box #2 will be replanted in a "square foot" garden manner to grow "herbs only" produce which will be donated to the sup- portive food kitchens throughout Thunder Bay. Our two Shuniah Soil Mates "student gardeners" are in their final Roots to Harvest Class on "How to Garden like Boss". They are totally enjoying the back to school experience, and their in- structors, Marcelle and Brendan, from the SleepyG Farms of Pass Lake, sure know how to "pass" on their organic farming practices. I attended their workshop on Composting at the Wa- verley Library in mid April and can attest to that. The Thunder Bay Community Garden Collective Group is being reorganized and is now led by Vincent Ng, MPH, RD, from the Thunder Bay District Health Unit and a time and place is being set up for the first week in May to touch base and see how we can support one another as before. Spring is in the air somewhere and we are surely looking for- ward to warmer times.
