The district is also divided into 16 CD blocks, viz, Achabal, Anantnag, Bijbehara, Breng, Chhittergul, Dachnipora, Hiller Shahabad, Khoveripora, Larnoo, Pahalgam, Qazigund, Sagam, Shahabad, Shangus, Verinag and Vessu for ensuring speedy and all-out development of rural areas.

Suba Chandran Deputy Director, IPCS, New Delhi This essay focus on two districts in the Jammu sub region of J&K—Rajouri and Poonch, along the Pir Panjal range of the outer Himalayas. The primary objective is to highlight the conflict transformation (both positive and negative) in this region during the recent years; to explore the opportunities of an Pir Panjal festival bringing the various communities together and build peace from below; integrate the border districts with the national mainstream; and improve the physical and psychological connectivity of the Pir Panjal region with the rest and remove the feeling of physical isolation. Idea of using a festival to promote tourism in J&K is not a new one; those who have witnessed the Ladakh festival, in all its colorful glory and culturally rich historical past, would agree how it has brought the region, its people and culture to the limelight. Of course, there are other places – from Dal lake to Gulmarg and from Bhaderwah to Basohli, which can easily boast the same – in terms of their rich culture, colorful people and beautiful places.     POONCH DEVELOPMENT AUTHORITY (TOURISM) 1. Introduction The District Poonch is popularly known as mini Kashmir and is one among the remote districts of the Union Territory of Jammu and Kashmir. It is the place of Rishis & Munis and is at distance of two hundred and fifty (250) Kms from Jammu connected by National Highway. The Poonch District comprising of six Tehsils i.e. Poonch (Haveli), Mandi, Mendhar, Balakote, Mankote and Surankote. It is bounded by the Actual Line of Control (LoC) from three sides. The LoC is about 103 Kms. from Tarkundi in Balakote to Sawjian in Mandi. Poonch has witnessed many historical events and has been ruled by outsiders and locals at different junctures till it became a part of independent India. In Poonch there are very attractive places/scenic spots which can be developed from the tourism point of view. Poonch is also famous for Border Tourism as the same is located near the LOC. Keeping in view, the importance of Poonch a separate authority namely Tourism Development Authority Poonch was established in the year 2005-06 vide Govt. Order No.209-TSM of 2005 Dated:-27-09-2005 and started functioning in 2006-07. Since the inception of the Tourism Authority of Poonch a number of Tourism infrastructures have been created and some of the projects are underway/in progress for completion. There are many scenic spots/tourist destinations which could be developed by way of installing chair lifts etc. In near future when the whole infrastructure from the tourism point of view will be developed the Poonch shall become a Model place for the tourists’ domestic/national/international to visit being located on the Border.

The Valley stood in the neighborhood of Kabul province which touched the borders of Central Asia. Multan and Lahore exist to its south and remained in connection with Punjab by various routes. The Valley experienced the rule of great rulers of the dynasty like Akbar, Jahangir, Shah-i-jahan and Aurangzeb. The occupation of the land by the Mughals ended its age long internal strife, provided uniform system of administration, abolished toll tax, improved and extended its routes, which together boosted the trade and commerce of the territory. Further the restoration of peace and noval changes introduced in the agrarian set up rehabilitated the shattered economy of the state. Though it immuned the rulers of the territory to spent their enormous wealth on the construction of monuments, gardens, development of health resorts and inns which in homogenous nature turned the land in the words of Mughal Emperor Jahangir a “Paradise on earth”, yet in the concluding epoch under its weak rulers e.g. Mohammad Shah (1719-1748) the Valley passed through agony especially the peasantry suffered due to the callous attitude of the revenue functionaries and the prevalent horrible taxation system.
