CHAPTER Establishing OER Practice in India: The University of Madras V. Bharathi Harishankar Abstract Open educational resources (OER) are a nascent phenomenon in India, enabled by the growth of information and communication technologies and open source technologies. OER herald a context wherein knowledge and education are free in terms of content, teaching–learning practices and technology. OER also demand that there be freedom to access, use, modify and reuse. However, institutional policies, individual mindsets, copyright issues and restrictions of proprietary software hinder the actualisation of this collaborative ideal. At present, there are no clear exemplars of OER in India and no benchmarks either. The International Development Research Centre-funded PANdora sub-project, entitled, “Evaluation of the Effectiveness of RLO-Based OER in Enhancing Soft Skills of Students” and carried out at the University of Madras, is an attempt to design and create OER, assess them for their reuse potential and evaluate the impact on individuals (teachers and learners) and participating institutions. The underlying belief is that in India, OER cannot succeed only as a social responsibility but must offer frames for collaborative teaching–learning, and provide viable models and mechanisms for reuse. The present study records the different steps in the OER process, from conception to evaluation and reuse, which involve: • Assessing the readiness of individuals and institutions to embrace OER. • Devising collaborative mechanisms. • Matching technologies and pedagogies by creating templates. • Designing content that has the potential for the four Rs. Keywords: OER creation process, collaborative teaching–learning, collaborative mechanisms, reuse potential, open technology tools 207 Background The University of Madras (UNOM) is a 154-year-old liberal arts and science institution.

3 PRAYER FOR THE COLLEGE O Thou, who in days past didst put it into the hearts of good men to found this College; for the imparting of sound learning, the building of character and the spread of spiritual truth and knowledge of Thyself. Bless our College and Schools; may love, unity and brotherhood be learnt here; may industry, uprightness and courage grow here; and from this place may there be sent forth continually a stream of men and women who shall serve Thee faithfully in Thy world. Amen. PRAYER FOR THE ALUMNI O God, of whose gift alone it cometh that Thy faithful people do unto Thee true and faithful service. We pray Thee to follow with Thy blessing those students who have gone out from amongst us to serve in the wider arena of life outside these College walls. Strengthen them to meet victoriously all temptations, enable them for the faithful performance of their life-work and may they ever without fear of man follow steadfastly where duty, right and honour lead. Amen. 4 A BRIEF HISTORY OF MADRAS CHRISTIAN COLLEGE Madras Christian College traces its origin to the General Assembly School founded by the Rev. John Anderson, a Missionary from the Church of Scotland on 3rd April 1837. Anderson was a pioneer in introducing English medium education in South India. He was ably assisted by Rev. Johnston, Rev. Braidwood and Margaret Locher Anderson. Rev. William Miller who arrived in 1862 upgraded the school to a college by adding F.A. and B.A., courses in 1865 and 1867.

  • Driving the Change from Computers to Computerisation
Driving the Change from Computers to Computerisation Excerpts from the book Icons of Indian IT By by Anand Parthasarathy & S Sadagopan 2018 / 148 pages / Hardcover / Rs. 1995 ISBN: 978-8183284851 / Wisdom Tree Prof Mahabala never saw himself as just an academic, so while he helped to set up the first mainframe computers in India’s leading engineering institutions, he also assisted in opening them up for research and industrial use. At the Indian Institutes of Technology (IIT) at Kanpur and Madras (now Chennai) and at the Computer Society of India (CSI), he kick- started the computer revolution and ensured it permeated every facet of societal change in India. Fresh from Canada, where he had obtained his doctorate in Electrical Engineering, Mahabala together with V Rajaraman and HK Kesavan, played a pioneering role in shaping IIT Kanpur into a crucible of Computer Science. When Mahabala finished his doctorate in electrical engineering in 1964 at the University of Saskatchewan, Canada, he took a few days off to visit the IBM plant in Don Mills, Ontario. ‘I saw an IBM 1620 being tested prior to shipping. It carried a placard “CAWNPORE”. I was told that it was being sent to IIT Kanpur, and was, in fact, the first computer to be installed in an educational institution in India,’ he recounts. By one of those happy coincidences, Mahabala ended up in the same institution. He got a telegram from IIT Kanpur— ‘Come and join as an assistant professor’. He later found out this was the work of Prof HK Kesavan of the electrical engineering department, with whom he had interacted briefly on a previous short visit.

Times Higher Education (THE) has released its latest rankings of institutions in emerging economies. While China dominates the rankings this year with Tsinghua University, Peking University and Zhejiang University in the top three, Saudi Arabia and South Africa appears to be improving at a good pace with the highest average scores. 1/3 Of the total 56 participating universities, the rankings feature 11 Indian universities in the top 100 — marking its highest representation since 2015. This includes the premier Indian Institutes of Technology (IITs), Indian Institute of Science (IISc) and Institute of Chemical Technology (ICT). However, the surprise entrant was Coimbatore’s Amrita Vishwa Vidyapeetham, which also featured in the Eminence scheme of the Human Resource & Development ministry. It entered the top 100 for the very first time — crawling up 51 spots from last year. “There has long been a debate on the success of Indian universities in world rankings, and for too long they have been seen as underperforming on the global stage.

  • Issues While Developing a Corpus-Based Tamil-English Bilingual Electronic Dictionary for Modern Tamil
Issues while developing a Corpus-based Tamil-English Bilingual Electronic Dictionary for Modern Tamil Dr.K.Umaraj Assistant Professor, Department of Linguistics Madurai Kamaraj University, Madurai [email protected], www.umarajk.in , + 91 9487223316 ABSTRACT Technology has developed a lot in India. With the advancement in Technology, corpus based electronic dictionary is emerging as a standard format of dictionary instead of the traditionally valued paper dictionary. Corpus based electronic dictionary as well as other corpus based electronic dictionary resources like e-Wordnet , e-Thesaurus, e-Lexipedia , e-Glossary and e-Lexicon are of immense value. They form a basis of various aspects of Natural Language Processing (NLP). Keywords: corpus, bilingual dictionary, compilation of corpus based dictionary 1. INTRODUCTION A bilingual dictionary, as contrasted to a monolingual dictionary, deals with two languages. The lexical units of one language are defined or explained in another language. The basic purpose of a bilingual dictionary is to coordinate with the lexical units of one language with lexical units of another language which are equivalent in their lexical meaning 2. PREVIOUS WORKS Several websites are available for Tamil dictionaries which can be utilized for teaching learning purpose. For example www.sol.com.sg/classroom/dictioanry/html is a website for accessing the Tamil lexicon. Another website for an online web based English Tamil dictionary is www.geocities.com/Athens/Acropolis/8780. The University of Chicago has developed an online platform for accessing Tamil lexicon http://dsal.uchicago.edu/dictionaries/tamil-lex/. A website to access the Cre-A : dictionary of Contemporary Tamil ( on line version) is available in the following web page www.lib.Uchicago.edu/Libinfo/Subjects/SouthAsia/.
