Chapter III Economic Sector (PSUs) CHAPTER III ECONOMIC SECTOR (PUBLIC SECTOR UNDERTAKING) 3.1 Functioning of State Public Sector Undertakings Introduction 3.1.1 The State Public Sector Undertakings (SPSUs) consist of State Government Companies and Statutory Corporations. The SPSUs are established to carry out activities of commercial nature keeping in view the welfare of people and also occupy an important place of the economy in the State. As on 31 March 2015, there were 11 SPSUs in Manipur. None of these SPSUs was listed on the Stock exchange. During the year 2014-15, no SPSU was incorporated and none was closed down. The details of the State PSUs in Manipur as on 31 March 2015 are given in Table No. 3.1.1 below. Table No. 3.1.1 Total number of SPSUs as on 31 March 2015 Non-working Type of SPSUs Working SPSUs Total SPSUs 1 Government Companies 8 3 11 Total 8 3 11 The working State PSUs registered a turnover of ` 35.22 crore as per their latest finalised accounts and provisional figures given by the Companies as of September 2015. This turnover was equal to 0.22 per cent of State Gross Domestic Product (GDP) of ` 16,364 crore for 2014-15. The working SPSUs incurred an aggregate loss of ` 20.69 crore as per their latest finalised accounts as of September 2015. The overall losses of working SPSUs were mainly on account of heavy losses incurred by two power sector SPSUs (i) Manipur State Power Company Ltd. and (ii) Manipur State Power Distribution Company Ltd. as discussed under paragraph 3.1.15. The SPSUs had 3,501 employees as at the end of March 2015. As on 31 March 2015, there were three non-working SPSU, against which the State Government had invested ` 3.73 2 crore. The investments in the non- working SPSUs do not contribute to the economic growth of the State. Accountability Framework 3.1.2 Audit of the financial statements of a company in respect of financial years commencing on or after 1 April, 2014 is governed by the provisions of the Companies Act, 2013. However, audit of a company in respect of financial years that commenced earlier than 1 April, 2014 continued to be governed by the Companies Act, 1956. 1 Non-working SPSUs are those which have ceased to carry on their operations. 2 Does not include loans from Hindustan Paper Corporation and loans from financial institutions. 111 Audit Report for the year ended 31 March 2015 According to Section 2(45) of the Companies Act, 2013 (Act), a Government Company is one in which not less than 51 per cent of the paid up capital is held by the Central and/or State Government(s) and includes a subsidiary of a Government Company. The process of audit of Government companies under the Act is governed by respective provisions of Section 139 and 143 of the Companies Act, 2013. Statutory Audit 3.1.3 The financial statements of a Government Company (as defined in Section 2 (45) of the Companies Act, 2013) are audited by the Statutory Auditors, who are appointed by the Comptroller and Auditor General of India (CAG) as per the provisions of Section 139(5) or (7) of the Companies Act. These financial statements are subject to supplementary audit to be conducted by the CAG under the provisions of Section 143(6) of the Act. Further, the Statutory Auditors of any other company (Other Company ) owned or controlled, directly or indirectly, by the Central and/or State Government (s) are also appointed by CAG as per the provisions of Section 139(5) or (7) of the Act. As per the provisions of Section 143(7) of the Act, the CAG, in case of any company (Government Company or Other Company ) covered under sub-section (5) or sub-section (7) of Section 139 of the Act, if considers necessary, by an order, cause test audit to be conducted of the accounts of such Company (Government Company or Other Company ) and the provisions of Section 19A of the Comptroller and Auditor General’s (Duties, Powers and Conditions of Service) Act, 1971 shall apply to the report of such test Audit. Role of Government and Legislature 3.1.4 The State Government exercises control over the affairs of these SPSUs through its administrative departments. The Chief Executive and Directors on the Board are appointed by the Government. The State Legislature also monitors the accounting and utilisation of Government investment in the SPSUs. For this, the Annual Reports together with the Statutory Auditors’ Reports and comments of the CAG, in respect of State Government companies are to be placed before the Legislature under Section 394 of the Act. The Audit Reports of CAG are submitted to the Government under Section 19A of the CAG’s (Duties, Powers and Conditions of Service) Act, 1971. Stake of Government of Manipur 3.1.5 The State Government has financial stake of ` 55.47 3 crore in these SPSUs. This stake is of mainly three types: • Share Capital and Loans - In addition to the Share Capital Contribution, State Government also provides financial assistance by way of loans to the SPSUs from time to time. 3 Does not include loans from NABARD and other Central agencies, FDs etc. 112 Chapter III: Economic Sector (PSUs) • Special Financial Support- State Government provides budgetary support by way of grants and subsidies to the SPSUs as and when required. • Guarantees- State Government also guarantees the repayment of loans (with interest) availed by the SPSUs from Financial Institutions. Investment in State PSUs 3.1.6 As on 31 March 2015, the investment (capital and long-term loans) in 11 SPSUs was ` 55.47 crore as per details given in Table No. 3.1.2 below. This total investment consisted of 97.06 per cent towards capital and 2.94 per cent in long-term loans. The investment has declined from ` 111.48 crore (2010-11) to ` 55.47 crore (2014-15) during last five years as shown in Chart No. 3.1.1 below. The thrust of SPSU investment was in power sector which constitutes the highest percentage (36 per cent ) of total investment in SPSUs during 2014-15. This investment was due to formation of two power sector companies, viz., (i) Manipur State Power Company Ltd. and (ii) Manipur State Power Distribution Company Ltd. during 2013-14. The decrease of investment (91 per cent ) under manufacturing sector was mainly due to liquidation of three companies, viz., (i) Manipur Cement Ltd., (ii) Manipur Cycle Corporation Ltd. and (iii) Manipur Spinning Mills Corporation Ltd. during the period 2010-15. 4 ‘Other Companies’ as referred to under Section 139(5) and 139(7) of the Companies Act, 2013. 5 Includes investment of ` 0.02 crore in one working company under infrastructure sector. 114 Chapter III: Economic Sector (PSUs) The total Investment in finance sector decreased from ` 17.14 crore in 2010-11 to ` 12.66 crore in 2014-15. This was due to conversion of one working SPSUs 6 into a Society by dissolving it during 2011-12. Special Support and Returns During the Year 3.1.8 There was no budgetary outgo towards equity, loans, guarantees issued, loans converted into equity and interest waived in respect of SPSUs during the year 2014-15. Reconciliation with Finance Accounts 3.1.9 The figures in respect of equity and loans as per records of SPSUs should agree with that of the figures appearing in the Finance Accounts of the State.

    No. H-1601/6/2020-HD GOVERNMENT OF MANIPUR HOME DEPARTMENT ORDERS BY THE GOVERNOR Imphal, the 18 May, 2021 .Whereas, the State Government has been taking numerous actions to prevent the spread.of the COVID 19 infection in the State, by utilizing all the government resources at its command, with the ooperation of various Civil Society Organisations (CS0s) and Non Government Organisations (NGOs). Whereas, the unabated increase in number of infections and active cases in the State indicates that more necds to be done with increased participation of the people and its representatives. Now, therefore, the Governor ofManipur is pleased to constitute Village/Ward Level Task Force as detail d below: I. Constitution. A Village/Ward/ Gram Sabha (whichever applicable) Level Task Force will be constituted with 6-10 members. i. Villages in the remote areas with less than 150 houses should be clubbed together to forrn a Joint Task Force of about 200 households ii. The selection of the members and constitution of the Task Force will be notified by the Deputy Commissioner concerned after due consultation with the MLA of the-constituercy, reputed CSO/NGO active in the area and the local club(s). II. Assistance by Government. Task Force would be provided with PPE kit, sanitizers, masks etc. by the Health :Department through the Deputy Commissioners/ Chief Medical Officers i Each Task Force will be provided mobility support at the rate of Rupees 1000/- per day. No…………………………..: The Governor of Manipur is pleased to repeal the Manipur Health Service Rules, 1982 and its amendments so far made with immediate effect except in respects of things done or omitted to be done before such repeal. Further, in exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor hereby makes the following Rules regulating the method of recruitment and terms and conditions of the posts in the Manipur Health Service, namely:- 1. Short title and commencement:- (1) These Rules may be called the Manipur Health Service (Public Health & Medical) Rules, 2018. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Definitions:- In these rules, unless the context otherwise requires – (a) “Basic Public Health & Medical Qualification” means a recognized public health/medical qualification specified in any of the Schedule to the Indian Medical Council Act, 1956 (102 of 1956); (b) “Category” means any of the categories of posts included in various Grades in Schedule-I; (c) “Commission” means the Manipur Public Service Commission; (d) “Controlling Authority” means the Government of Manipur in the Secretariat: Health and Family Welfare Department; (e) “Departmental Promotion Committee” means a Group ‘A’ Departmental Promotion Committee specified in Schedule IV for considering cases of promotion or confirmation in Group ‘A’ posts of the Service; (f) “Duty Post” means any post, whether permanent or temporary, specified in Schedule II; (g) “Government” means the Government of Manipur; (h) “Governor” means the Governor of Manipur; (i) “Grade” means any of the grades specified in Schedule I; (j) “Schedule” means a Schedule to these rules; (k) “Schedule Caste & Schedule Tribe” have the same meaning as in clauses (24) and (25) of Article 366 of the Constitution; (l) “Other Backward Classes” means the Other Backward Classes as defined vide Govt.

Manipur, majority of the Muslims/Meitei-pangal inhabited in the Lilong assembly Constituency. The majority of the voters belong to Muslim/Meitei-pangal. This constituency is the only constituency cannot win by other community except minority Muslim. As we know, Manipur was started a real democratic form of Government in the year 1972. As such, peoples could participate into the political system of India. From Monarchial period to democratic form of government voters and political actors of Lilong constituency plays an important role in shaping a new Manipur. Voter of the constituency were not mere spectator in the political arena. The first Chief Minister of Manipur after statehood was from the Constituency. As such, apolitical actor of the constituency played very important roles to shape today’s Manipur.
