WHEN MUNICIPALITIES PLANNED A REVOLT

In April, 1990, a municipal tax revolt was brewing as taxpayers and municipal councils threatened to pull out of daycare, welfare and senior citizens' programs due to a provincial “pass the bill but not the buck” policy. Local governments were increasingly being forced to foot the bill for provincially mandated programs and pass the costs along to PaintPaint andand StainStain property taxpayers. Municipal spending went up 10.3 per cent a year since 1985 but unconditional grants to municipalities increased only 3.8 per cent. The threat evidently worked as Liberal Treasurer Robert Nixon said the province would include about $5 billion in the provincial NEW budget to provide municipalities in conditional and unconditional grants, an 8.2 per cent increase.
