Project Overview and Existing Conditions The project involves replacing ten existing elevators in ten at the Coatesville, PA Veterans Administration Medical Center (VA). These buildings are numbers 2, 4, 5, 6, 7, 8, 38, 39, 57, and 58. Each building is three-levels with an attic, except Building 5 which has two levels, with level numbering , 1st , 2nd Floor, and Attic. The actual replacement will be by others and the focus of Apogee’s efforts will be mechanical, electrical, and architectural support for the ancillary systems within the affected buildings. The elevator machine for Buildings 4, 5, 7, 57, and 58 are on the basement level of the building, while the machine rooms for buildings 2, 6, 8, 38, and 39 are in the attic of the building, above the elevator shaft. None of the machine spaces and elevator shafts are fully compliant with current Applicable Standards and Codes, and the project will bring each elevator shaft to compliance. This involves demolition or relocation of equipment in machine spaces. PROPOSED DESIGN AND WORK REQUIRED FOR ELEVATOR REPLACEMENT Proposed general design and mechanical work required for each of the ten buildings is described below. Details are provided for cost estimation purposes. Elevator Sump Pump System in Pit Provide elevator sump pump system in pits for all 10 buildings. The existing pit will be re-used for Building 5. All other buildings will have new pits added. All pits will have a sensor to detect and differentiate between water and oil, and to disable the sump pump and annunciate and alarm at BMS workstation upon oil detection. An alarm will annunciate at BMS workstation upon pump activation for high water and at oil detection in the sump. The pumped discharge drain will be through the exterior with 45° elbow, turned down, at the discharge location. Elevator Lobbies Remodels Remove and replace the existing fire sprinkler heads, grilles, and diffusers in the remodeled areas of the various elevator areas in all building. Existing piping and ductwork will be modified as needed to slightly relocate the devices to fit within the remodeled . Elevator Machine Split System Heat Pump Each of the 10 Elevator Machine Rooms will have a Split System Heat Pump with Indoor Unit Fan Coil, mounted high on the wall with approximately 22,000 btu/hr cooling capacity, 28,000 Btu/hr heating capacity. The outdoor (air cooled) heat pump will be installed on an 18” high curb at nearest point available on roof or mounted near an exterior wall on a concrete pad and 18” high support frame. The controls for the systems shall be self-contained, but the rooms will be monitored by current building digital control systems. Where the buildings do not have a current digital control system, the equipment to hook to a future system will be installed. Shaft Ventilation Fan Replace existing shaft ventilation fan. Ductwork will remain. Provide new dampers and actuators in ductwork. Provide new ducted transition with flexible connections from existing 24x24 exhaust duct to new exhaust fan. Fire wrap insulation will be added to the ductwork to maintain a fire-rated assembly from the rated shaft to the exterior. Controls will be reconnected to activate from the replaced smoke detector in the top of the elevator shaft. Relocation or Alteration of Existing Systems within the Elevator Machine Rooms Many of the existing machine rooms are not enclosed in a room in accordance with ASME A17.1, a new room will be built around several of the existing machine spaces. This may require that existing piping and equipment be relocated outside or separated from this new machine room. A summary of the scope of work associated with each machine room, inclusive of relocating existing piping and systems is detailed below: Building 2

The machine room for Building 2 is located above the elevator shaft at the attic level. Specific work required is as follows:

• Install outdoor heat pump for split-system at roof level, near the machine room. • Install fan coil unit in machine room. Run condensate drain pipe to drain location on exterior of the building. • Remove existing Elevator Shaft Exhaust Fan in the attic. • Install new Elevator Shaft Exhaust Fan in attic. • Insulate the exhaust fan ductwork. • Relocate fire sprinkler heads, grilles, and diffusers on all three at the elevator lobbies. • Install new Sump Pit Pump with sensors, controls, and piping in the new Elevator Sump Pit.

Building 4

The machine room for Building 4 is located on the basement level. Specific work required is as follows:

• Remove existing exhaust duct and cap at penetration through wall. • Relocate / encapsulate existing piping running horizontally across . • Install outdoor heat pump for split-system at ground level, near the machine room. • Install fan coil unit in machine room. • Shaft Ventilation Fan is a centrifugal-style fan, will replace with an inline fan, mounted horizontally. • Insulate the exhaust fan ductwork. • Relocate fire sprinkler heads, grilles, and diffusers on all three floors at the elevator lobbies.

Building 5

The machine room for Building 5 is currently located on the basement level and will be moved to the 2nd Floor. A Room on the 2nd Floor will be demolished and the Elevator Machine Room will be constructed in this space. Specific work required is as follows:

• Demolish 2nd Floor Toilet Room • Construct Elevator Machine Room on 2nd Floor, in toilet room location. • Install outdoor heat pump for heat pump system on roof at attic level, near the machine room. • Install fan coil unit in machine room and route drain to existing lavatory drain from old Toilet Room. • Insulate the exhaust fan ductwork. • Install new Elevator Shaft Exhaust Fan in attic.

The machine room for Building 6 is located in the attic above the elevator shaft. Specific work required is as follows:

PROJECT OVERVIEW AND EXISTING CONDITIONS Project scope includes replacing ten existing elevators and renovating associated elevator lobbies in ten buildings at the Coatesville, PA Veterans Administration Medical Center (VA). Buildings numbers are 2, 4, 5, 6, 7, 8, 38, 39, 57, and 58. Each building has three-levels, with levels numbered B, 1, and 2. Each building is served by either a 1200A or 800A, 208Y/120V service with an emergency standby generator power. Each existing elevator is provided with emergency standby power. PROPOSED DESIGN AND WORK REQUIRED FOR ELEVATOR REPLACEMENT Existing lighting fixtures in elevator machine rooms and shafts shall be replaced by energy-efficient LED fixtures, in accordance with VA standards. Typically, each machine room contains 2-3 light fixtures and each elevator shaft contains up to 8 fixtures. Fixtures shall be added as necessary to provide appropriate lighting in each space. All lighting shall be recircuited to a dedicated circuit as necessary. Lighting in the lobbies will be replaced with architectural lighting. Power To comply with current codes, each elevator and all supporting circuits shall be supplied by a dedicated electrical panel located in the elevator machine room. New electrical panels shall be provided for buildings without an existing dedicated elevator electrical panel. Existing electrical panels that are already present shall be replaced. Each elevator machine room will have a lockable disconnecting means for the elevator machine and elevator cab. Each elevator machine shall be provided with a shunt-trip device controlled by a supervised fire alarm circuit, per ASME A17.1. Receptacles and lighting located in the elevator pit and elevator machine room shall be on dedicated circuits, per NEC 620. Each machine room and pit receptacle shall be GFCI type, per NEC 620, except for the pit sump-pump receptacle, which shall be non-GFCI simplex type, per ASME A17.1. Existing receptacles in machine rooms and shafts shall be replaced with GFCI devices. None of the pits currently have sump pump receptacles, therefore a new receptacle and circuit shall be provided. A new electrical circuit shall be provided for a new ductless split-system with a condenser and fan coil unit. The condenser will be supplied by a 208V, single-phase, 20A circuit and the fan coil unit power requirements will be served by the condenser. Existing shaft exhaust fans shall be removed. Many of the existing machine rooms are not enclosed in a dedicated room per ASME A17.1, a new room will be built around several of the existing machine spaces. This will require some electrical equipment to be relocated to be within this new machine room. BUILDING SPECIFIC PROPOSED DESIGN AND WORK REQUIRED The descriptions below are supplemental to or in addition to the general design and work required described above.

Building 2

The existing feeder serving the existing elevator panel is not adequately protected. The feeder or overcurrent protection devices will be replaced for the new elevator panel.

Building 4

The existing feeder serving the existing elevator does not contain a neutral. A neutral conductor will be added to serve the new elevator panel.

Building 5

Building 5 existing elevator machine room is not usable for the new elevator equipment and shall be relocated to the second floor. The existing ATS has not been provided with a neutral therefore a new neutral must be established for accessory elevator equipment loads. Therefore, a new mini substation with integral 208Δ-208Y/120V transformer and distribution panel will be provided from tap located in the new elevator machine room to serve accessory loads. A lockable enclosed circuit breaker with shunt trip will be provided from a tap located in the new elevator machine room to serve the new elevator machine.

Building 6

The existing feeder serving the existing elevator is not adequately protected. The feeder or overcurrent protection devices will be replaced for the new elevator panel.

Building 7

This building has a dedicated elevator panel in the corridor on the basement level. The existing panel shall be removed and a new panel will be provided in the elevator machine room.

Building 8

Supplemental electrical scope above and beyond the general design is not anticipated.

Building 38

PROPOSED NEW WORK FOR THE ELEVATOR REPLACEMENT

Each elevator machine room requires the following work:

• A 4 PR CAT 6 cable shall be run from the new elevator controller to the existing OIT room. • A second 4 PR cable shall be run for the 2 second elevator in buildings 2, 6, 57 and 58 • A new smoke detector shall be provided in the elevator . • A new fixed temperature heat detector shall be provided in the elevator equipment room. • New addressable modules shall be provided for: primary elevator recall, Alternate elevator recall, in cab notifications, emergency shunt power supervision and emergency shut off. • The elevator telephone shall be provided by the VA.

Each elevator shaft requires the following work:

• A new smoke detector shall be provided in the elevator shaft. • A new fixed temperature heat detector shall be provided in the elevator shaft.

Each elevator Lobby requires the following work:

• A new smoke detector shall be provided in the elevator lobby. • Protect existing speakers, fire Alarm AV equipment during construction. • Each elevator lobby shall be provided with IP ceiling mounted camera. • Each elevator shall be provided with in cab dome IP camera ( as directed by the VA)

Each elevator control panel shall be connected the the IT room to provide tone for each of the elevators telephone( Telephone shall be provided by the elevator manufacturer as directed by the VA)
