One oolution to this problem was to recruit skilled workers from other countries. lbis program was administered by the German Workers Front (OAF). The other oource of labor were citizens of occupied countries who were "drafted~ to work in German war industrics. 1bese workers went voluntarily, or thcy were rounded up and shipped to labor sites. Housed in sub-almps of K.L Wiemer-Buchenwald, K.L Neuengamme, etc., their wages and Hving conditions were minimal. It was a fine line that separated these workers camp from the concentration camp. "Guest" workers paid postage at the domestic post card or letter rate. Other postal sen-ices were paid at the international ratc.
