6. Highways – a) Overhanging branches at the Craggs North Bank - the owner informed the PC that he intends to trim the trees this week,& has permission from NCC. b) An email was received from Susan Oldham re parking : I have noticed that the road along Radcliffe Road was resurfaced a couple of weeks ago, however I thought it would have been white lined by now. Myself and many others have experienced difficulty driving along the road due to the disgraceful parking on both sides of the road. Cars are parked on a variety of different angles with cars being parked on both sides of the road. This is difficult to drive in a car never mind the public bus or school bus. What if a fire engine needed to get

through? I certainly think it would struggle. Cars parked outside the coop mean theres no room for the delivery vans and the disabled ramp is constantly blocked. I had to reverse back just to allow another car to fit through. This is an accident waiting to happen! c) An email was received from Abbie Oldham re parking : I’m writing this email to complain about the new parking system along Radcliffe Road. I think it I highly dangerous and an accident waiting to happen for both drivers and pedestrians. I was driving along Radcliffe Road from Haltwhistle and there was nothing coming, because of the bend and all the parked cars on the left you can’t see what’s coming and a car came flying towards me at high speed. I think this is highly dangerous and causes a massive inconvenience for many people. d) An email was received from Debra Burgess re parking : Today Sunday 1st July, around 5pm. I have just driven on Radcliffe Road and the parking is absolutely dreadful. Cars are double parked outside the Coop, whilst cars are parked on the other side of the road. Whilst driving east cars were reverse parking outside the Coop into so called car parking spaces!! Even the ramp for disabled access outside the Coop, was blocked. I appreciate the road required resurfacing, however the surface is a disgrace and there is no white lines in the middle of the road, so guessing the work is not complete, but should this not have been completed by now? What about the Coop delivery wagons too and the local buses? The schools also break up in a couple of weeks and more children will be out and about in the village, it’s a accident waiting to happen.

7. Lighting – To discuss lighting issues.

8. Planning applications –

18/02082/FUL Reinstatement of existing boundary walls damaged and / or removed due to flood damage in 2015 (retrospective) at Middle Lipwood Farm.

9. Accounts – as in budget.

10. Correspondence – a) A request for top 3 transport priorities for 2019-20 was received from NCC. b) Details of a consultation on the draft Statement of principles were received from NCC. The consultation period ends on the 14th of September. c) Details of a new grounds maintenance programme were received from Karbon Homes. d) A response from Northern to a letter regarding train fares from Haydon Bridge to Newcastle was received c/o Guy Opperman. This said “Generally season ticket prices are priced as a ratio against the standard day return. As part of our franchise we have an obligation to ensure we work towards standardising this ratio across the network. The ratio at Hexham – Newcastle and Haydon Bridge – Newcastle is not far of this standard ratio, however the ratio is currently slightly higher at Haydon Bridge (i.e. the season ticket price is as a proportion of the standard day return higher from Haydon to Newcastle than it Clerk : Mrs. C. is from Hexham). This historically may have been impacted by the less frequent operation from Haydon Bridge, however as Carole rightly points out, the service has now been extended.

As you’d expect we’ve conducted some analysis on the impact if we were to reduce the prices such that the ratio would meet the standardised ratio. Season ticket sales at Haydon Bridge are extremely low in comparison to other stations on the route and therefore we don’t see any reason to not make the amendments.

Therefore, from Sunday 2nd September (we only have defined dates at which we can make fares changes, September is the next one), we will be lowering the price of the season ticket from Haydon – Newcastle. On a weekly season ticket, this equates to a 1.6% reduction in price. We will look to do the same from Hexham at a later date.” The Clerk has responded to say that this is appreciated, but the standard day fare needs to be looked at. An email in support was also received from Haltwhistle Town Council. e) A complaint was received from Mr Easby about the state of his wife’s grave. The Chair and Vice-Chair had visited the cemetery, and the Clerk had apologised to Mr Easby and told him that the grave digger has been asked to rectify the situation as soon as weather permits.
