All offices for House of Representatives, State Senate and State Assembly are divided into districts. To find your appropriate district you can do one of the following:

1. Refer to your Sample Ballot that was mailed to you directly from your local County Registrar of Voters Office or County Clerk. It will list in order your House of Representative, State Senate and State Assembly candidates with their district numbers.

2. Refer to the Government Section listing (in the white pages) of your phone book and either find your elected officials with their district numbers OR refer to the County Section of the Government Section and look for your local Registrar of Voters or County Clerk’s office.

It is expected to cost $200 million a year for 40 years, totaling $7.8 billion. The state already spends about $5 billion a year for these types of programs. In 2002, voters approved a similar measure in Prop 40, authorizing the sale of bonds totaling $2.6 billion. Similarly, Prop 84 in 2006 for $5.38 billion and Prop 1 in 2014 for $7.5 billion, totaling $15.5 billion. How much more debt will we saddle our children and grandchildren with? VOTE YES ON PROPOSITION 69 Motor Vehicle Fees and Fuel Taxes Voters passed SB1 in 2017 raising gasoline and diesel fuel taxes as well as vehicle registration fees. This measure would prohibit The Legislature from borrowing or otherwise diverting these funds for any purpose other than for transportation projects VOTE YES ON PROPOSITION 70 Requires supermajority vote to use Cap and Trade funds If passed, The Legislature will be required to approve spending Cap and Trade funds with a two-thirds vote rather than the current simple majority vote that’s needed now. Prop 70 would require two-thirds of The Legislature to reach agreement in 2024 to evalu- ate if Cap and Trade funds have been spent wisely to benefit all Californians. VOTE YES ON PROPOSITION 72 Property Tax Exclusion for Rainwater Capture Systems Due to droughts and water rationing in the state, many California residents and businesses are installing systems to collect and store rainwater that falls on their property. Under current law, adding a rainwater capture system is considered a property improvement that leads to higher property taxes for the owner. Prop 72 would add rainwater capture systems to the list of improvements excluded from reassessment of property taxes. Current exclusions already exist for things like solar panels, fire sprinklers and seismic retrofitting. Property owners should not be penalized for installing rainwater capture systems that help all residents

15 EXPLANATION TO VOTERS Voting Procedures for State Elections Why You May Only Have Two Democrats or Two Republicans On Your Ballot In June 2010 California voters passed Proposition 14 which changed the way Primary & General Elections are held in California. New voting rules took effect in 2012. They still apply today for California’s General Election. All candidates from all political parties that are recognized in California are listed on the Primary Election ballot that takes place on June 5, 2018. For example, all Republicans, Democrats, American Independents, Greens, Libertarians running for the same office are listed for you to choose from.

The top two candidates with the most votes from the June 2018 election then go to the November General Election, which will be held November 6, 2018. This means that the top two candidates can be from the same party. It is possible that the top two candidates can be two Democrats or two Republicans or the two candidates can be from two different political parties. Several races for the November 6 General Election have candidates that are only two Democrats and only two Republicans. You will need to check your sample ballot.

“NO PARTY PREFERENCE” CANDIDATES Registered voters and candidates who did not want to be part of a political party used to be able to register as “Decline to State,” meaning they declined to state a party they wanted to belong to. These people were referred to as “independents.” Under the current voting procedures, these voters are now called “No Party Preference” voters. Candidates who are not part of a political party are now called “No Party Preference” candidates. There might be some No Party Preference candidates on your ballot.
