I strongly oppose the proposal to build a new A’s Stadium at the Laney Peralta site. I’m glad the A’s are committed to staying in Oakland after almost 50 years, and I want home runs for our team, but announcing Peralta as the preferred site on September 13, without conducting any impact studies or meaningfully engaging directly impacted stakeholders, is a strikeout and a loss for the home team.

Placing a stadium in the middle of two vulnerable cultural districts already facing major displacement of small businesses and affordable housing for families, Eastlake and Chinatown, will wreak further havoc on these Southeast Asian, Chinese, immigrant, and low-income neighborhoods and is the least equitable option of the three sites considered, so I am dismayed that the A’s are completely disregarding serious and widespread concerns from neighborhood stakeholders who have built up these cultural districts over the last century.

To put it simply, this stadium could quickly wipe out one of the most diverse neighborhoods in Oakland and the heart of our Asian immigrant community.

Placing a ballpark next to would also seriously disrupt the learning environment at the college, the most affordable and accessible higher education resource available to our low-income students, and nearby public schools. A stadium at this small site would create severe noise disturbance both at the time of construction and during games and events, traffic congestion, senior and youth pedestrian accidents, air pollution, light pollution, trash blight, and a significant impact on strained college facilities with crowds streaming through a campus serving sensitive populations such as re-entry, newcomer, and high school students. I also believe that Peralta would be in violation of the California Surplus Land Act, which states that any public agency must prioritize the sale or lease of land for affordable housing first.

The Measure DD Community Coalition, an alliance of Oakland residents and organizations with broad community wide interests, is sanctioned by the to monitor the projects and expenditures of the $198 million 2002 Bond Election. Of 56 Measure DD projects, approximately 45 have been successfully completed. Moreover, the Coalition has coordinated with City staff on projects in the vicinity of Peralta's Administrative Offices, specifically the new Blvd, Amphitheater Park, new bridges at E10 St and E12th St, restored marsh areas, and continuing water quality improvements of the Lake Merritt Channel and its accompanying sculpture-park walkways along each side of the Channel from the Lake to the Estuary.

At the Coalition's meeting on Monday, September 18, a report was received of the Oakland A's September 12 announcement of the team's desire to construct a new baseball stadium at the site of the Peralta College District Administrative Offices. In response, this communication was directed.

The Measure DD Coalition is delighted that the A's have chosen to remain in Oakland. The team is a welcomed entertainment, economic, and social asset to the city, and the Coalition wishes the team success in Oakland for many years into the future.

As the Channel itself and 100 ft. at both sides of the adjacent parkway that borders the Peralta parcel are “protected” property of the City of Oakland and are also projects of Measure DD Bond improvements, the Coalition has serious concerns for the negative impacts of a 35,000 seat mega- stadium project adjacent to the Channel. Among these concerns are:

• increased pedestrian traffic through the sculpture-park's walkways along the length of the Channel from the Lake to the Bay will produce maintenance and expense burdens on park facilities and under-staffed crews. • trampled landscapes, crowd management, and overburdened hardscape accompanying victory celebrations -- as example, each of the Warrior's 2015 & 2017 victory celebrations centered at the Lake Merritt area cost the city approximately $1.5 million -- the unbudgeted costs of which are only now being partially compensated. • as the nation's oldest nationally-designated bird and waterfowl refuge, Lake Merritt is host to tens of thousands of some 200 protected species of birds and waterfowl. A mega- stadium will be a direct intrusion on the migratory flyway.

• amplified music, fireworks, and noise of the stadium's crowds and PA systems can frighten migrating birds causing disruption of habitats, abandoned nests, and shortened lives of fowlings. • increased vehicular traffic along the few streets in the vicinity of the Lake Merritt Channel will deposit harmful pollutants and toxins in the recently restored Channel, posing health risks to both wildlife and humans. • trash emanating from stadium fans, blowing winds, pedestrians and vehicles along the roadways and bridges is unsightly and is dangerous to fish and wildlife, and will pollute the Channel and its parkways. Moreover, discarded food scraps will attract rodents and scavengers that spread disease and prey on birds, their nests, and wildlife that live along the Channel. • the bright lights of the ballpark, scoreboard, parking areas, and associated buildings can disrupt the flyways of migrating birds, disturb bird and animal sleep patterns, and disorient birds that migrate or fly at night. • increased air, water, noise, and environmental pollution will compound the existing negative impacts of freeway truck and commuter traffic; freight, rail, and train movement; and vehicular surface traffic. • intense commercial and high-density residential development of adjacent neighborhoods invariably accompanies a ballpark installation, which will transform and degrade what is currently a human-scale, wildlife-friendly, contemplative and relaxing green area of the city into a hyper-active thoroughfare.

The Measure DD Coalition mutually shares with the Audubon Society concerns for the potential negative effects on Lake Merritt, its water quality, wildlife, the Bay Trail, and the Channel connecting to the Bay. The toxic impacts to air and water and by the noise and lighting of the proposed stadium on the lives and qualitative habitation of humans and wildlife all serve to undermine the enormous investment for which residents, elected officials, city staff, and contractors have worked so long and hard, and for which the residents of the city will be paying for years into the future.

In the event that the proposed stadium project should proceed at the Peralta site, the Coalition requests that comprehensive physical, social, and environmental analyses be undertaken early in the process, and that the Coalition be informed and provided with findings and proposed mitigations that impinge on the above listed concerns.

Dear Oakland Leaders;

We were heartened to hear the recent news that the Oakland A’s have re-confirmed their commitment to remain in Oakland. While in office at the City of Oakland, we did everything possible to keep the A’s in Oakland. We met frequently with Lew Wolff. We then convinced of the importance of keeping the A’s in Oakland and the viability of our proposals for the construction of a new ballpark. Had the Governor not killed Redevelopment in 2011, it is highly likely that the A’s would already be playing in their new ballpark.

We fought to keep the A’s in the past. We continue our commitment to the A’s.

At the same time, we believe there are legitimate community concerns about potential negative impacts of a new Oakland A’s ballpark located on the Peralta Community College site, not far from the Chinatown and Eastlake neighborhoods. We strongly recommend that you address these community concerns with full respect and include community representatives in your planning process. The history of Oakland Chinatown is unfortunately replete with misguided development decisions that disrespected the Chinatown community and displaced residents and community institutions. It is our great hope that the Oakland A’s new ballpark development does not add to this ignoble history.

We also recommend that you undertake a rigorous socio-economic impact analysis of the Peralta site, as well as other site options, that includes study of potential market force displacement and pedestrian safety impacts. Wise decision-making about the future site for the Oakland As, a beloved community asset, should be informed by a full understanding of both potential community benefits and impacts. An effective impact analysis is critical to your ability to balance economic development and community preservation and pedestrian safety priorities for Oakland, as well as to develop meaningful community buy-in and support.

And, the proposed abandonment of the large coliseum area (over 150 acres according to Dave Kaval) would be a shame, especially when the freeway and airport & BART station access were excellent for a large event venue and streams of patrons.

Are the A’s "Out" to Destroy Oakland?

While the Oakland community strongly supports the Oakland A’s and urges the team to remain in Oakland, the team’s response has been to “kick dirt” in the City’s face. The team’s leadership has repeatedly lied to the community. The secretive decision recently revealed threatens the existence of Chinatown and the low-income Eastlake residential neighborhoods; will cause abandonment of highly popular Laney Community College and its working-class body of students; will overtax the only two local streets that serve the area; will destroy the wildlife and ecology of Lake Merritt and the Channel to the Bay, and will turn the communities surrounding Peralta and Laney over to speculators, land-grabbers, and gentrifying boutique and luxury developments.

On September 12, with great fanfare and a splashy video, the Oakland A’s announced their decision to abandon the Oakland Coliseum and to construct a new baseball stadium at the 13-acre Peralta Administration parcel. The timing of the announcement was both a surprise and a denouncement of pledges repeatedly made to residents, stakeholders, and interest groups. The selected location also adjourns the Lake Merritt Channel and will threaten the life-line of Laney Community College.

The A’s announcement culminated a series of lies to City leaders and residents. A’s president Dave Kaval repeatedly assured the city that the organization would engage in extended “listening tours” to hear opinions from all areas of the city before a decision on sites would be made.

At an A’s-hosted “listening tour” on August 30 at La Estrellita Restaurant in the Eastlake district, Kaval stated that the A’s were still in the information-gathering stage and a decision on location was months away. To the contrary, just the day before on August 29, Kaval delivered a 4-page letter to Peralta trustees and Chancellor Jowel Laguerre announcing that the A’s had selected the Peralta site and requested the opening of negotiations. This misrepresentation was followed on Sept 12 with release of Kaval’s public announcement and video.

Councilmember Abel Guillén – whose district includes the selected location -- published that District 2 constituents were about 75% opposed to an A’s stadium at the small Peralta Administration Offices parcel, with a similar majority favoring the A’s remaining or rebuilding in the present Coliseum area, and with a slight majority leaning toward the Howard Terminal site on the Bay near . Similar results are routinely expressed throughout the city.

The off-repeated “month’s-away-to-decision” declarations were belied by the splashy A’s video immediately released Sept 12 together with the premature announcement. Persons featured in the video are developers; out-of-area business owners; commercial associations promoting new stores and restaurants (as though no displacement is necessary to make room for the envisioned new establishments); construction unions promoting “jobs, jobs, jobs” (as though forgetting the number of jobs is the same irrespective of location); and certain city policymakers (who immediately renounced their statements probably recorded weeks before). No area residents are featured and the councilmember’s retractions testify that the video announcing the selection of Peralta was made weeks if not months before the actual announcement. At the same time as the A’s selection was announced, the public was still being mislead that the decision was “months away,” and that the community hearing process will continue. Lies, lies, lies !

Selection by the A’s of the Peralta site lacks logical justification. Superimposing the A’s own “bare-bones” stadium option on the site reveals that the parcel can barely contain a 35,000 seat stadium and bleachers, with little to no remaining area for offices, accessory buildings, service vehicles and storage, off-street parking, or gathering space. A more desired A’s rendering depicting a circular stadium surrounded by bleachers has absolutely no chance of fitting on the small parcel. It is unbelievable that the A’s would not be aware of the unexpandable limitations of the Peralta site.

In addition to the Peralta site being too small, it is inconceivable that the ecological and environmental impacts highlighted by The Audubon Society and The Measure DD Community Coalition on birds, fish, wildlife, and humans can ever be mitigated. Also unstoppable once approvals for the stadium are obtained will be real estate vultures that will swoop into Chinatown and the Eastlake buying up low-rise buildings, single-family homes, and ethnic businesses to be replaced by high-rise luxury hotels and condominiums. Displacement of the areas’ 22,000 present residents will be total. In Oakland’s current out-of-control housing market, once an existing resident is displaced from their housing, only 2 choices are available: get-out-of-Oakland, or, join the growing thousands of homeless who populate the streets and sidewalks of neighborhoods throughout the city.

It is difficult to blithely ignore the natural fit and ‘rightness’ of the Coliseum area for the A’s new mega- stadium. Even if the A’s want no part of the present joint-use Coliseum, practically unlimited and unencumbered land exists there to choose from. BART already serves the area with a generous station, pedestrian overpass, and bus-transit cener; the rail connector to Oakland Airport is convenient and accessible; generous unoccupied city land is present to accommodate any desired parking configurations; all needed utilities exist in the vicinity; no housing or commercial establishments exist to be impacted; little if any environmental challenges to mitigate; no residents to be displaced; and land galore throughout the area that literally “begs” for compatible housing, commercial, technological, industrial, and office developments for various futures and visions. The vast Coliseum area is ripe for immediate development. Thoughtful planning could assure an equitable “win”-“win” solution for the Oakland A’s team and organization as well as for the greater East Oakland community and for the whole of the City of Oakland.

Stadiums across the country have accelerated displacement, spiked land prices, and decimated cultural districts. Oakland deserves better. There is no amount of mitigation that can stop displacement from a project this huge, and it’s irresponsible for the A’s to make an announcement without real engagement or buy-in when they know that speculators will immediately begin to push-out the existing community. As Oaklanders, we pledge to fight this plan that furthers the displacement that is already making Oakland less diverse, driving out families and closing schools, and diminishing the vibrant neighborhoods that make Oakland an incredible town. We demand that the Oakland A's choose another site, and pledge to boycott A’s games and all Major League Baseball products if the project moves forward at Peralta.

We urge Mayor Libby Schaaf not to back down from her publicly stated concern about the Peralta site’s impacts on our small businesses, and to advocate and vote against city approval. We urge our Councilmembers, Planning Commissioners, BART Directors, and State Officials to protect our neighborhoods by not approving land use and planning permits for the Peralta site, and passing immediate legislation to stop current displacement. And we urge our elected Peralta Trustees not to sell off or permanently lease public land for private profit. Now is when we need our public officials to stand up for our neighborhoods, our students, and our working class families.

Education, not gentrification! Public land for public good, not private profit! Don’t upROOT Eastlake and Chinatown!

We must preserve the lives of the animals that live in this precious wetland. People also will lose out when the gorgeous creatures who are their companions will die out.

The lack of consultation of the neighborhood also is deeply offensive and shows the true colors of how this development would proceed without regard for the people and creatures who live here.

Find a neighborhood that has open space, not this dense urban and wetland neighborhood.

Moreover, how would selling district property to a private, for-profit entity further the mission of the PCCD and especially the mission of Laney College? Yet another issue to distract us from fulfilling our mission. Why can't the board say "no" now, so we can move on to addressing the core challenges facing our campus?

On September 12th, A's President Dave Kaval announced his preferred site for a new baseball stadium on public Peralta land without regard for surrounding neighborhood. This announcement of a new stadium and planned mega-development threatens the survival of the vibrant, diverse, and working-class communities of the Chinatown and Eastlake-San Antonio neighborhoods already facing displacement. It also obstructs the learning environment at Laney, the most affordable higher education resource accessible to low-income students and nearby public schools.

This rally is a part of the Nation Renter Week of Action & Assemblies, calling for renters, low-income homeowners, homeless folk and communities everywhere to protect our neighborhoods and small businesses, and assure development of affordable homes for all and community control over our neighborhoods.

Friday, September 15, 2017 Oakland A's Going to College? After months of speculation, the Oakland A’s surprisingly announced its preferred location for a new ballpark in a letter to the Chancellor of the Peralta Community College District last night.

Why Peralta?

Because the district’s 13-acre administrative office site is where the A’s want to build its new 35,000 seat .

It was a blow to the Oakland-Alameda County Coliseum Joint Powers Authority which operates the A’s present facility. According to sources, OACC was hopeful it could compete with other locations. This is now in doubt.

So is the likelihood of the so-called Laney College site (Laney is across the street). It’s a 9-ball shot. The Peralta Community College Board governs the district and has nine elected members representing districts including Alameda, Oakland, Berkeley, Emeryville and Piedmont. This board – not the chancellor – must approve any sale or lease of the property (likely lease, since the state gets the money from sale of public property).

There will be mounting pressure against a ballpark. Chinatown merchants and residents believe their community would, as some have voiced it, "disappear”. Many of the residents surrounding the college are renters. Tenant displacement will be argued – in fact Mayor Schaaf has already expressed her opposition.

A huge uproar will likely ensue when the affected neighborhoods will become a sea of cars on game days – that's a total of 81 game days between April and September. The fact that all existing freeway on-ramps and exits serving the area are substandard makes the scenario even worse.

On the flip side, it’s no secret the Coliseum is a less desirable location to attract investors. As is the specter of repeating the fiasco over the Raiders move to Vegas. The city and Coliseum are 50-50 owners in the Coliseum, yet the mayor’s office always takes an approach that is different (and often contrary) than the OACC commission.

Alameda County has grumbled for years over the city’s freelancing in OACC affairs. This might be the final issue that forces the sale of the county’s portion of the debt to the city. (Is it possible the county could sell its share to a private investor, business or land developer?)

As you know, the Oakland Athletics have been hard at work over the last year to identify a site for a new ballpark in Oakland that can be privately financed. During this process, we launched our Rooted in Oakland campaign, reaffirming our long-term commitment to Oakland. After intensive analysis, we are pleased to announce that our preferred location for a new ballpark and related mixed-use development is the Peralta Community College District Offices site (the “Peralta Site”). Enclosed is a letter to Peralta District Chancellor Laguerre that conveys this choice and outlines our proposed process going forward.

This project represents a historic opportunity for the City of Oakland. In addition to building a state-of-the-art baseball venue, we plan to explore mixed-use development that will create important public benefits including a stronger Peralta and Laney, new housing opportunities (including affordable housing), workforce training programs, living wage jobs, and quality public open space. Over the next nine to twelve months, we want to pursue a deep collaboration with public officials, stakeholders of the four Peralta colleges and the surrounding neighborhoods – especially Chinatown and Eastlake/San Antonio – to establish shared project goals and specific development plans for the Peralta Site and other adjacent sites.

In announcing our new ballpark location, we recognize the urgent need to protect existing residents, small businesses, and cultural institutions against growing displacement pressures. We have already offered proposals for interim land use controls and other protective measures, and we encourage City Council’s action on these issues. Through our planning process, we will focus on developing an inclusive set of community benefits that protect Chinatown and the Eastlake/San Antonio neighborhoods so that residents and small businesses will stay rooted in their communities and share in the benefits that a new ballpark will bring.

The A’s will be privately financing the new ballpark. In order to provide essential improvements to utility, transportation and other public-serving infrastructure, we would like to work with the City of Oakland and the County of Alameda on infrastructure financing strategies that could include the creation of an Enhanced Infrastructure Finance District (EIFD) or other “public-private partnership” approaches.

While the A’s are excited about the prospect of a new downtown , we are also committed to the long-term future of the Coliseum neighborhood. We believe the Coliseum site can be redeveloped with a more dynamic and economically sustainable mix of uses that includes community sports facilities, mixed-income housing, and commercial activity. We hope to enter into a partnership with Oakland Alameda County Coliseum Authority to begin planning for the Coliseum’s future now.

In addition to building a state-of-the-art baseball venue, we plan to explore mixed- use development that will create important public benefits including a stronger Peralta and Laney, new housing opportunities (including affordable housing), workforce training programs, living wage jobs, and quality public open space. Over the next nine to twelve months, we want to pursue a deep collaboration with public officials, stakeholders of the four Peralta colleges and the surrounding neighborhoods – especially Chinatown and Eastlake/San Antonio – to establish shared project goals and specific development plans for the Peralta Site and other adjacent sites. In announcing our new ballpark location, we recognize the urgent need to protect existing residents, small businesses, and cultural institutions against growing displacement pressures. We have already offered proposals for interim land use controls and other protective measures, and we encourage City Council’s action on these issues. Through our planning process, we will focus on developing an inclusive set of community benefits that protect Chinatown and the Eastlake/San Antonio neighborhoods so that residents and small businesses will stay rooted in their communities and share in the benefits that a new ballpark will bring. The A’s will be privately financing the new ballpark. In order to provide essential improvements to utility, transportation and other public-serving infrastructure, we would like to work with the City of Oakland and the County of Alameda on infrastructure financing strategies that could include the creation of an Enhanced Infrastructure Finance District (EIFD) or other “public-private partnership” approaches. While the A’s are excited about the prospect of a new downtown Oakland ballpark, we are also committed to the long-term future of the Coliseum neighborhood. We believe the Coliseum site can be redeveloped with a more dynamic and economically sustainable mix of uses that includes community sports facilities, mixed- income housing, and commercial activity. Dear Chancellor Laguerre, Since 1968, the Oakland Athletics have been proud to call the City of Oakland and the Oakland-Alameda County Coliseum our home. Playing at the Coliseum, we’ve brought six pennants and four World Series titles to Oakland. However, after nearly 50 years, the A’s need a modern venue so that we can put the most competitive product on the field and provide the best experience for our fans. In order to support the continued success of the A’s franchise, we are ready to move forward with a process to build a new home for the team in Oakland. In planning for our future, we’re also honoring our Oakland history. The A’s are Rooted in Oakland, and we are committed to building a distinctly Oakland ballpark for our fans and our community. Over the past twelve months, we considered many potential ballpark sites and eventually short listed the Coliseum, Howard Terminal, and the Peralta District Offices Site (the “Peralta Site”) for more detailed evaluation. After analyzing these three sites across a range of feasibility variables, beginning to engage stakeholders in each neighborhood, and inviting an expansive array of community input, we have a clear priority: the Peralta Site. We firmly believe that the Peralta Site represents the best opportunity to keep Oakland’s last professional sports team in Oakland for the long term. Within walking distance of BART, City Center, Uptown, and Lake Merritt, this site is the most transit-friendly of all the options and will allow the A’s to create an authentic ballpark that celebrates the best of Oakland. Planned responsibly, we believe a ballpark and related mixed-use development at this site can strengthen Laney, the three other Peralta colleges, and the surrounding neighborhoods of Chinatown and Eastlake/San Antonio. For this to work, we must leave Laney College and the Peralta District stronger than they are today, and we must address the forces of displacement already at work in the surrounding neighborhoods by preserving existing affordable housing and creating new housing (including new affordable housing), creating living wage jobs, and supporting existing residents and small businesses to ensure that they stay rooted in their neighborhoods. We came to this decision to prioritize the Peralta Site through careful evaluation of each site, centering on three main questions: 1. Will the site enable the team to privately finance the ballpark without taxpayer funding? 2. Will the site and any ancillary new development have a positive impact on the neighborhood and Oakland as a whole? 3. Will the site create an amazing fan experience, including providing great transit access, walking/biking connectivity, a comfortable climate, and a strong connection to neighborhood amenities? In order to answer these questions, we engaged a team of engineering, planning, architectural, environmental, and economic experts. And we went on a listening tour. In forums, office hours, and community meetings, we met with over 800 hundred residents, workers, local business owners, union representatives, and community/political leaders. We walked the streets, hosted focus groups, and conducted phone and online surveys that generated over ten thousand responses. At Laney College we held three open forums – one each for faculty, students, and staff. We also held open office hours at the Peralta District offices and met with the Peralta Federation of Teachers, the four Peralta District college presidents, and key Peralta workforce development leaders. The feedback we received was passionate and diverse. We heard a lot of excitement about keeping the A’s in Oakland and bringing a ballpark close to downtown. We also heard concerns about how a new ballpark might add to traffic congestion and gentrification pressures that residents and small businesses are already experiencing. In meetings with Laney College representatives and other Peralta stakeholders, we heard enthusiasm for the potential of a new ballpark and related development to help improve Laney’s facilities and drive enrollment, as well as trepidation about how the college and ballpark could successfully co-exist. We recognize that to be successful, the project must achieve several overarching goals. The first of which is to support a stronger Laney College and Peralta District. In meeting after meeting, it was clear to us that Laney has been a pillar of valuable, accessible education for decades, and that it needs substantial new investment to continue to thrive. It is important to note that we are not proposing to build on the Laney campus itself. The ballpark is proposed for the Peralta Site, and we would also like to explore a larger partnership with Laney and the Peralta District on adjacent property, including the large surface parking lot across the Channel from the Peralta Site. We believe there are opportunities for mixed-use development, consistent with the Laney Facilities Masterplan, that could generate significant long-term revenue to support the college’s educational mission and deliver a valuable and comprehensive community benefits package. In addition, the ballpark project presents an opportunity to reimagine nearby underutilized public sites (including City, County, and BART properties) in a comprehensive, connected plan. The project must also address the very real concerns that residents and small business have about displacement. These concerns are critical to Oakland’s future and are bigger than any one neighborhood or development project. We believe there are ways to work with community groups and City officials to make sure that the new ballpark and any ancillary development lead to an inclusive and equitable set of outcomes in the long term. The A’s are committed to engaging with community leaders to think creatively about ways this project can maximize opportunities for new mixed-income housing, workforce training, living wage jobs, and small and local business investment. We also believe there are immediate interim land use controls and other policy measures that can be put in place to protect against displacement and speculation in the short term. We have provided City leaders with a possible template for interim controls, and we urge swift action on these measures by City Council. Through these short- and long-term strategies, we want to help preserve the important cultural history of the surrounding neighborhoods, safeguarding and adding new vitality to Chinatown, Lake Merritt, and Eastlake/San Antonio. Any plan must also lead to improvements to the area’s infrastructure and ecological resources. Large-scale investment in utility and transportation infrastructure by the City and County is essential to meet current neighborhood needs and will be critical for a successful ballpark and related development project. The A’s are already working with a Ballpark Transportation Task Force that includes participation from the City of Oakland, BART, AC Transit, and the Alameda County Transportation Commission (ACTC) to create a comprehensive transportation plan. This plan should not only mitigate traffic issues on game days, but it can be a catalyst for pedestrian safety measures and congestion-reducing improvements that have been on the drawing board for some time. The development plan also needs to integrate into and enhance the surrounding natural landscape, furthering the vision of Measure DD to make the Lake Merritt Channel into a public amenity for the entire region. We want to work with the City and the community on a larger-scale plan for investment in other local neighborhood parks, such as nearby Madison Park. In order to produce an authentically Oakland project, we must establish an authentic community planning process. Over the next 9-12 months, we will continue to engage stakeholders at all levels, throughout the city and the region. This process starts with Peralta, Laney, and immediate neighbors in Chinatown and Eastlake/San Antonio. We are putting together a world-class urban planning and design team that will help lead community meetings beginning this fall to set project principles and identify key opportunities and challenges. Any project must evolve to reflect the input we receive and ensure that we are meeting our common goals. We are full of visionary ideas for the ballpark, but we know that a successful plan will be built on collaboration and shared values for Laney and the surrounding community. We will be simultaneously working with stakeholders and neighborhood groups to develop a plan for reusing the Coliseum site. We envision continuing the site’s legacy as a sports-related hub in Oakland, with new playing fields and facilities for community use serving as an anchor project to entice additional redevelopment including significant commercial and residential uses. The Oakland A’s are excited about the prospect of working with the Peralta District, Laney College and the three other Peralta colleges, the City, and the surrounding neighborhoods in this process to strengthen all of our Oakland roots. We, Oaklanders, long-time A’s fans, Laney and Peralta community members, workers, and supporters of maintaining a diverse Oakland, strongly oppose the proposal to build a new A’s Stadium at the Laney Peralta site. We are glad the A’s are committed to staying in Oakland after almost 50 years, and we want home runs for our team, but announcing Peralta as the preferred site on September 12 without conducting any impact studies or meaningfully engaging directly impacted stakeholders, is a strikeout and a loss for the home team.

The A’s are proposing to place the stadium in the middle of two vulnerable cultural and historic districts already facing major displacement of small businesses and affordable housing for families - Eastlake and Chinatown. This action will wreak further havoc on these Asian, African, Latino, indigenous, immigrant and refugee, artist, student and low-income neighborhoods. The Peralta location is the least equitable option of the three sites considered. We are dismayed that the A’s are completely disregarding serious and widespread concerns from neighborhood stakeholders who have built up these cultural districts over the last century.

To put it simply, this stadium could quickly wipe out one of the most diverse neighborhoods in Oakland and the heart of our Asian immigrant and refugee community.

Additionally, placing a ballpark next to Laney College would obstruct the learning environment at the most affordable higher education resource accessible to our low-income students, as well as nearby public schools. A stadium at this small site would create severe noise disturbance (both at the time of construction and during games), traffic congestion, senior and youth pedestrian accidents, air and light pollution, and trash blight. Altogether, this would significantly impact strained school facilities, with crowds streaming through campuses serving sensitive populations such as re-entry, newcomer, and high school students. Stadiums across the country have accelerated displacement, spiked land prices, and decimated cultural districts. Oakland deserves better. There is no amount of mitigation that can stop displacement from a project this huge, and it’s irresponsible for the A’s to make an announcement without real engagement or buy-in when they know that speculators will immediately begin to push-out the existing community. As Oaklanders, we pledge to fight this plan that furthers the displacement that is already making Oakland less diverse, driving out families and closing schools, and diminishing the vibrant neighborhoods that make Oakland an incredible town. We demand that the Oakland A's choose another site, and pledge to boycott A’s games and all Major League Baseball products if the project moves forward at Peralta.

We urge Mayor Libby Schaaf not to back down from her publicly stated concern about the Peralta site’s impacts on our small businesses, and to advocate and vote against city approval. We urge our Councilmembers, Planning Commissioners, BART Directors, and State Officials to protect our neighborhoods by not approving land use and planning permits for the Peralta site, and passing immediate legislation to stop current displacement. And we urge our elected Peralta Trustees not to sell off or permanently lease public land for private profit. Now is when we need our public officials to stand up for our neighborhoods, our students, and our working class families.

Education, not gentrification! Public land for public good, not private profit! Don’t upROOT Eastlake and Chinatown!

…and there still remains the decision that the A’s will have to make when and if community opposition to the Laney site mounts to the point of squelching that proposal.

If the A’s are left with the Coliseum as their best (and possibly easiest) option – and the new ballpark there can be redesigned to everyone’s satisfaction! – who would be best to moderate the negotiations?

Rather than search the world round for a “renowned expert" and go through all that always-chancy rigamarole, I know a lot of us would prefer to see Scott’s even hand at the tiller!
