Who We Are

Helping the Children In 1997, the State of Georgia decided to make a real difference in the lives of its children by establishing what was known as the Fatherhood Initiative. The goal of this program was to help the children by helping the parent who could not or would not support them. In partnership with the Department of Human Resources, Office of Child Support Enforcement, the Department of Technical and Adult Education Special Workforce Services began the Fatherhood Initiative as a pilot program at seven technical institutions. Its goal was to educate non-custodial fathers who were not paying child support. Specifically, it targeted low-income, non-custodial parents, those who lacked a high school diploma or GED, and those who had children receiving TANF benefits. It now functions successfully in 33 technical colleges and 3 colleges with technical divisions.

Helping the Fathers In 1998 the Georgia Fatherhood Program was working under a new name and with a new vigor. It had served over three thousand participants in its first year in operation statewide. Parents were being educated and trained in life management and survival skills, while being supported emotionally.

Its Purpose What this unique program does is provide education, training, and job placement for non-custodial parents with court- ordered child support. It does so through the technical colleges and colleges throughout Georgia. This allows the parent to contribute to the economic well being of his children and to the economy of the state.

Services Offered The Georgia Fatherhood Program has a high standard of services which includes broad assessment of academic skills and workshop competency. Transitional employment is sought for the participant while he takes part in life management and survival skills workshops. Job readiness and workforce preparation are also taught to promote success once the participant has completed the program.

Included in GeorgiaCares is Georgia's State Health Insurance Assistance Program (SHIP) and the Senior Medicare Patrol. Trained volun teer counselors help Medicare beneficiaries sort through the complexities of Medicare and reated health insurance concerns.

Pulaski County Community Action Agency Inc.-Continued Home Energy Assistance (LIHEAP) Since its inception in 1981, the Low Income Home Energy Assistance Program has offered short-term help to families all over the United States. Middle Georgia Community Action Agency is proud to participate in this successful program and to be able to help families in our community get help with energy assistance when they need it most. MGCAA assists qualifying households with a one time payment (up to $350) to their primary heating vendor. Households in which every member is over the age of 65 or homebound are a priority, and may contact the designated site by telephone starting on the first business day in November of each year. Other income eligible households can make appointments beginning on the first business day of December if funds remain. At a minimum, you will need the following items to verify eligibility for this type of assistance: • Verification of age for every person living in the household (November only) • Verification of income for every person living in the home • Social Security cards for every person living in the household • A recent heating bill with the service address and account number printed on it

Hours of service are Monday – Friday, 8:00 am – 5:00 pm. The latest you can be picked up is 4:30 pm. You must call 3 days ahead to make an appointment to be picked up. Our van is a 10 passenger van that is handicapped accessible. For the safety of the client, if they are in a wheelchair, they must have an escort for the whole time they are riding back and forth. Service is limited to trips within Pulaski County, Georgia. Our driver is not allowed to go outside of the County. Passengers must wear seatbelts at all times. No eating, drinking, or smoking is allowed on the bus.

TANF In order for adults to receive TANF, they must participate in a work program. There are other circumstances where adults who are receiving Supplemental Support Income (SSI) disability or other caretakers of children can receive TANF as a payee and not be included in the cash assistance grant.

Food Stamps The Georgia Food Stamp Program, Federally known as the Supplemental Nutrition Assistance Program (SNAP ), is a federally-funded program that provides monthly benefits to low-income households to help pay for the cost of food. A household may be one person living alone, a family or several unrelated individuals living together who routinely purchase and prepare meals together. Anyone may apply for food stamp benefits. The program helps households that have limited income and resources. How to Apply for SNAP Benefits: Step One: Get Prepared Review this document to find out more about the eligibility requirements: SNAP Benefits in Georgia . You may also check here to see if you are potentially eligible for benefits: Am I eligible? Senior SNAP is a simplified application project designed to make it easier for seniors to receive food stamp benefits. For elderly/disabled individuals experiencing problems coming to the office, an interview may be completed by telephone or an office visit. An application may also be requested by phone and mailed to the household. If you have difficulty completing the application, someone will be available to assist you. A phone interview will be required and you may need to verify your income and other household information. This program provides assistance to individuals as well as families in the purchasing food. Medicaid Many categories of Medicaid are available for families and children. Medicaid provides payment for most types of health care and prescription drugs. Georgia also offers two other types of health care assistance that are not program related: Peachcare for Kids- Applications are available at DFCS offices and the local Health Department in each county.

Georgia Partnership for Caring Foundation, Inc. – The Georgia Partnership for Caring Foundation (GPCF) is a network of health care providers, pharmacies and pharmaceutical companies that donate their products and services to serve Georgia’s low income uninsured residents. Apply directly with local Right from the Start Medicaid workers at the local Health Department. Each of the above programs has its own set of guidelines and requirements. While a person may not be eligible for one program, he/she may be eligible for one of the other programs. Local staff determines eligibility based on state and federal policies.

PLACEMENT SERVICES When a child has been neglected or abused and was removed from the home due to continued risks. DFCS case manager works with both parent and child to reduce the risk which brought the child to the agency’s attention. If the child cannot be returned to the home, the agency works toward permanent placing for the child through other resources (relative placement, adoption or long term foster care). The Division of Family and Children Services is committed to educating the public, private partners and DFCS field staff in regards to best practices in adoption and to facilitate and support the adoption of children in the permanent custody of the Department of Human Services. Providing homes for children whose parent(s) rights have been terminated and need permanent placement. The prospective adoptive couple or single parent is required to go through 30 hours of training. The agency provides supervision once placement is made as well as post-finalization services. Requirements: prospective couples or single parents must complete training; have a critical history check and home consultation.

Prospective parents complete fingerprint check, CPS, Sexual Offenders Registry, Pardons and Parole, Department of Corrections, the child abuse and neglect registry in any other state that the prospective foster/adoptive parent or any adult household member over eighteen has resided in within the past five years and a medical exam. Foster parents provide a temporary home for children while DFCS case managers and parents work together to reduce the risk so that children can return home. Foster families are needed for children of all ages, social-economic levels and ethnic groups. The greatest need is for school-aged children, brothers and sisters who need a home together, children with special needs and teenagers. Requirements: 30 hours of pre-service program, criminal background check, and home safety inspection. You can be married, divorced or single, and you do not have to own your home.

PULASKI COUNTY 4-H Services provided by the Pulaski County 4-H Club for Youth ages 9-19 Georgia 4-H, a partner in public education, is comprised of youth and adults learning, growing, and working together to experience and accomplish the extraordinary. 4-H assists youth in acquiring knowledge, developing life skills and forming attitudes that will enable them to become self-directing, productive, and contributing citizens. Local educational and recreational 4-H programs center around character education, agriculture and environment education, consumer education, food and nutrition and public speaking. 4-H promotes leadership training and community service activities among its participants. Club meetings involve 5 th - 12 th grades and are scheduled during school activity times. After school programs and summer activities are also offered. 4-H is a club for youth in grades 4-12. In Pulaski County, we see every 4th - 8th grade student in the classroom setting, so you will become a 4-H'er once school starts if you are not already enrolled. High school 4-H'ers meet after school and during special designated club times during school.

Pulaski County is in the 18 th State Senatorial District, The 132 nd State House District and the 1 st and 3 rd U.S. Congressional District. Pulaski County Courthouse was built in 1874; the jail was build in 1952. Member Middle Georgia RDC. Joint city-county recreation program, fire protection with volunteer and paid firefighters. County provides library, senior center, park, landfill, waste transfer station, emergency management. Hospital operates county ambulance service. Building permits and code enforcement, county airport, transit system. County History: Pulaski County was created from Laurens County on Dec. 13, 1808 by an act of the General Assembly (Ga. Laws 1808, p. 52). In 1870, the legislature used a portion of Pulaski County to help create Dodge County. In 1912, Georgia voters approved a constitutional amendment creating Bleckley County from the northwestern half of Pulaski County. Georgia's 36th county was named for Count Casimir Pulaski of Poland. Pulaski, who fought on behalf of the American cause in the Revolutionary War, was mortally wounded in 1779 during an attack on British forces that had seized Savannah. County Seat: Hawkinsville. In the 1808 act creating Pulaski County, judges of the inferior court were empowered to designate the county seat and contract for the building of a courthouse and jail. In the meantime, the act directed that court sessions and elections be held at the home of Isham Jordan. The judges selected the settlement of Hartford, named in honor of American Revolution heroine Nancy Hart, on the eastern bank of the Ocmulgee River, and on Dec. 13, 1809 the General Assembly designated Hartford as county seat. On Dec. 27, 1836, the legislature approved an act moving the county seat to Hawkinsville, which lay on the western bank of the Ocmulgee River opposite Hartford. The same act incorporated Hawkinsville, which was named for Benjamin Hawkins, the noted U.S. Indian agent to the Creeks on the Georgia frontier.
