State Level 1. Limited Support Medicaid Waivers Summary: Limited Support Waivers (LSW) are fundamental tools for people with disabilities of all ages to live, work, and participate in integrated settings of their choosing. These supports and services make personal care, employment, health and safety, transportation and other community living services possible for people with developmental disabilities. Ideally, LSWs offer services and plans that are person-centered and self-directed and include options for personal assistance and technology services appropriate for each individual. They should be widely accessible and designed to meet individual needs and provide access to the community in inclusive and integrated settings.

Staff recommendation: Lend support Proposed activities: Staff will (Lend Support) ● Inform policy makers about the benefits and budgetary needs of Limited Support Waivers ● Seek to educate stakeholders, lawmakers, and families about the benefits of community-centered options and how LSWs build capacity to cover more people over a broad service network by creating a net of services prior to crisis

State Level 2. Community-Based Employment for People with Disabilities Summary: Employment is a path to opportunity. Like most others, many people with intellectual and developmental disabilities want an opportunity to do paid work. When employment’s working well, people get jobs that match their skills and gain a new personal and professional network. They build relationships with coworkers, and get more control over their own destiny. Earning wages at and above minimum wages provides opportunity for individuals to become more financially self-sufficient, to build assets, and to lead more independent lives.

Staff recommendation: Lend support Proposed activities: Staff will (Lend Support) ● Release the Ready and Able Campaign and share information with lawmakers and employers ● Work with DHRM to train hiring managers on the Alternate State Application Process and other hiring inititiaves ● Support the efforts of the Governor’s Committee on Employment for People with Disabilities to reinstate the State as a Model Employer initiative
