SECTION 1 Introduction

1.1 Introduction

1.1.1 i-Transport LLP has been commissioned by Peveril Homes to produce a Travel Plan in support of a residential development off Forest Road, Shobnall, Burton-upon-Trent.

1.1.2 The site was granted planning consent in February 2015 for 83 dwellings which included access directly onto Forest Road and the demolition of existing garages off Forest Road (planning reference: P/2014/01304).

1.1.3 The development proposals have been revised and are the subject of two planning applications, as follows:

• First, a Section 73 (S73) application which seeks to vary Condition 2 of the consented application, relating to the List of Drawings. The current S73 scheme includes the erection of 40 dwellings at the western end of the site, together with associated access, drainage infrastructure and public open space.

• Secondly, a full planning application for 64 dwellings at the eastern end of the site, again together with associated access, drainage infrastructure and public open space.

1.1.4 Together the revised application proposals include a total of 104 dwellings on the site which represents an increase of 21 dwellings over and above the consented 83no. dwellings.

1.1.5 The site is located to the north of Forest Road, to the west of Burton-upon-Trent. Access to the site will be via an existing access off Forest Road, which will be enhanced as part of the development proposals, including widening and footways provided on either side of the carriageway.

1.1.6 A Transport Assessment has been prepared in support of the application and is submitted as a separate report (i-Transport report ref: ITM9265-002 C R). The Transport Assessment concludes that the site is sustainably located with good access to a variety of key facilities and services via sustainable modes of transport. The Transport Assessment also demonstrates that the site can be safely accessed and that the traffic associated with the development proposals can be accommodated within the adjacent highway network and that there are no severe transport impacts resulting from the development.

1.1.7 The purpose of this Travel Plan is to set out a range of policies and measures which will be promoted to future residents of the site, to encourage the use of sustainable travel patterns at the site.

1.1.8 The Travel Plan provides an effective tool whose aim is to minimise the potential transport impacts of the development proposals and in particular to seek to reduce single occupancy car trips to and from the development.

1.1.9 The preparation of this Travel Plan is consistent with current national and local policy guidance. The requirement to submit a Travel Plan in support of the application proposals was agreed with Staffordshire County Council (SCC) as part of the original consented application, and therefore has been reproduced and updated to support the updated two planning applications associated with the current development proposals.

1.2 Report Structure

1.2.1 Following this introductory section, the report sets out the following:

• Section 2 – details the development proposals for the site, including the site’s location, the proposed access arrangements and parking provision for the dwellings;

• Section 3 – provides an audit of the existing sustainable transport infrastructure in the vicinity of the site, including an assessment of the accessibility to key services and facilities by sustainable modes of transport;

• Section 4 – outlines the objectives and benefits of the Travel Plan;

• Section 5 – sets out the proposed Travel Plan measures designed to encourage travel by sustainable modes of transport and summarises the role of the Travel Plan Co- ordinator;

• Section 6 – describes the monitoring process for the Travel Plan including indicative timescales for the implementation of the proposed measures; and

• Section 7 – provides a summary of the Travel Plan.

SECTION 2 Development Proposals

2.1 Site Location

2.1.1 The site is located to the west of Burton-upon-Trent approximately 2.8km from the centre of Burton. Access to the site will be via the B5017 Forest Road which provides a link from Burton- upon-Trent to the east of the site to the A515 to the west.

2.1.1 The site lies to the rear of existing residential properties fronting Forest Road which form the southern boundary of the site. The site is bounded to the north and east by agricultural land and existing allotments to the north of Dingle Drive form the western boundary of the site.

2.1.2 Figure 2.1 illustrates the site location in context of the surrounding area.

2.2 Development Proposals

As described in Section 1, the development proposals for the site include 104 residential dwellings, with a mix of housing to be provided, together with associated landscaping, open space and play provision.

2.2.2 The proposals are illustrated in the masterplans contained within Appendix A. These drawings show the full extent of the site; the boundary of the Section 73 application showing the layout of Plots 1 – 40; and the boundary of the full application showing the layout of Plots 41 – 104.

2.2.3 The proposals include a network of internal roads and private drives, incorporating pedestrian provision in a combination of footways and shared surfaces. The proposals also include the potential to deliver future access to adjacent land to the north of the application site, if required. Cycle provision within the site will be catered for on-street – the internal layout has been designed to encourage low vehicle speeds to promote cycle use.

2.2.4 Access to the site will be via an existing residential access off Forest Road which will be extended northwards into the site. The access will be improved as part of development including the widening of the carriageway and the provision of footways on both sides. The widening and footway provision will be achieved through the removal of existing garages located to the west and east of the access road. The western footway will be 3.3m wide, including a new 1.8m extension to the existing footway which fronts the existing dwellings. To the east of the access a 2m footway will be provided.

The proposals also include the provision of a new access road along the southern boundary of the site, along the rear of properties 48 -10 Forest Road. This rear access road will be for the benefit of existing residents on Forest Road and will help to minimise on-street parking along this section of Forest Road. The rear access road will be gated at its western end, to restrict access.

Once inside the site, the proposed site access road (Road 1 on the masterplan) will separate into two links – referred to as ‘Road 2’ and ‘Road 3’ on the masterplan. Both access roads will provide direct frontage access to several properties and will also serve several smaller scale access roads and private drives. Turning heads will be provided at the end of both Road 2 and Road 3 to facilitate vehicle manoeuvres.

2.2.7 A copy of the proposed site masterplan, prepared by Vista Architecture, is provided in Appendix A.

2.3 Site Access Arrangements

2.3.1 Vehicular access to the site follows the alignment of an existing access located adjacent to number 48 Forest Road, which currently provides access to seven residential dwellings, 22 garages and the existing field access.

2.3.2 The existing access road is approximately 5 metres wide, with a footway on the western side. The eastern side of the land contains an area of hard standing with a series of double garages located along its length. There are further garages located in two blocks to the north of the existing properties (48-55 Forest Road).

2.3.3 The two areas of land containing the existing garages and associated hard standing areas are controlled by the applicants and it is proposed that the garages are removed to enable an upgraded access to be provided.

2.3.4 Drawing ITM9265-GA-012 contained within Appendix B illustrates the proposed access arrangements. This shows a proposed carriageway of 5.5m in width and footways on either side of the access.

2.3.5 A footway of 2m will be provided on the eastern side of the access and a footway of 1.8m will be provided on the western side of the access road. However as shown on the plan, the proposed western footway will be in addition to the existing footway which runs along the

frontage of the existing residential properties. This will provide an overall footway provision of c.3.3m in front of the existing properties. The footway provision also accords with the recommended width set out in the Staffordshire Residential Design Guide.

2.4 Parking Provision

The masterplans for the Section 73 application and the full application contained within Appendix A set out the proposed parking provision associated with the proposed residential units.

2.4.2 A total of 233 parking spaces will be provided for the proposed residential units, together with a further five visitor parking spaces and six spaces provided for the existing dwellings which front onto the proposed access road (No’s 50-55 Forest Road). Parking provision will be a mix of garages, driveways and parking court areas.

2.4.3 Where garages achieve a minimum dimension of 3x6m, these have been included within the parking totals.

2.4.4 As outlined above, the development proposals also include the provision of a new access road to the rear of No’s 10 – 48 Forest Road. This access road will offer the opportunity for existing residents to park at the rear of their properties, helping to reduce on-street parking along Forest Road.

SECTION 3 Existing Sustainable Transport Provision And Accessibility Of The Site

3.1 Existing Sustainable Transport Provision

3.1.1 This section provides an audit of the existing sustainable transport provision within the vicinity of the site and sets out how proposed residents of the site can access a range of key facilities and services.

Bus Provision

3.1.2 The closest bus stops to the site are located on Forest Road adjacent to the proposed site access. Two bus routes are serviced from these stops providing access to Burton, Uttoxeter and Rough Hay. Table 3.1 below provides a summary of the local bus services on Forest Road.

3.1.3 The table shows that there is a regular bus service throughout the day providing access into the centre of Burton. Figure 3.1 illustrates the local bus services and bus stops along Forest Road. A bus map and timetable information is provided in Appendix B.

3.1.4 In addition to the services outlined above, a range of destinations including , Uttoxeter and Swadlincote can be accessed from the bus services departing from Burton town centre.

3.1.5 It is therefore concluded that there is good bus provision within the vicinity of the site.

Rail Provision

3.1.6 Burton-upon-Trent railway station will be the closest station for future residents and is approximately 2.5km from the site – this is just beyond the recommended walking distance, but comfortably within cycling distance of the site.

3.1.7 Existing rail services at Burton railway station provide connections to local destination such as , Beeston and Tamworth as well as a number of national destinations, including , Birmingham, Leeds, York and Newcastle. There is also a high frequency bus to Derby which departs from Burton railway station.

3.1.8 The railway station can be accessed via the buses detailed above along Forest Road, with bus service number 10 providing the most frequent service.

3.2 Walking and Cycling

Walking

3.2.1 As detailed in Section 2, the site access will be widened and footways provided along both sides of the access road linking into the site. These footways will tie in with the existing footways provided along Forest Road, giving onward connection to a range of local facilities (as outlined below) and onward to Burton town centre.

Cycling

3.2.2 Much of the Burton urban area is located within 5km of the proposed site and is therefore considered to be within the cycle catchment of the site.

3.2.3 National Cycle Route 54 is located to the east of the site and is accessed off Forest Road, adjacent to the A38 which passes over Forest Road to the east of the site. National Cycle Route 54 provides a route to the north and south of Burton-upon Trent, towards Derby and Lichfield respectively.

3.2.4 National Cycle Route 54 also provides links to local cycle routes and advisory cycle routes towards Burton Centre. A cycle map of Burton-upon-Trent and the surrounding area is provided in Appendix C.

3.3 Accessibility of the Site

There are a range of key facilities and services within the vicinity of the site, which can be accessed via sustainable modes of transport.

3.3.2 Table 3.2 below details the primary key services within the vicinity of the site and the respective distance and walk time from the centre of the site – or public transport journey time where relevant. Figure 3.1 illustrates the locations of the following services and additional facilities which are accessible from the site.

Retail Facilities

3.3.3 A convenience store is located on Forest Road approximately 350 metres from the centre of the site which is less than a 5-minute walk from the site. The post office on Wellington Street is approximately 2.1km from the site and is accessible via the number 10 bus service with a 6- minute journey time from the centre of the site.

3.3.4 A number of food and non-food retail opportunities are available within Burton town centre which is approximately 2.8km from the site. A large Sainsbury’s and ASDA store are located within the centre of Burton, as well as a number of high street shops. The bus services provided on Forest Road provide direct services into the centre of Burton, with the number 10 service providing an hourly service, with a journey time of approximately 13 minutes from the centre of the site. These facilities are also accessible by cycle from the site.

Education

Shobnall Primary School is the closest school to the site located on Shobnall Road approximately 600m from the site which equates to an 8-minute walk. The closest Secondary School to the site is The de Ferrers Academy which has two campuses, one on St Marys Drive and the other on Harehodge Lane, both sites are within a 5km cycle from the centre of the site. In addition, Paget County High School located on Burton Road and Paulet High School & 6th Form College are located within a 5km cycle distance from the site. All of these secondary schools can be accessed via bus services interchanging in Burton town centre.

Healthcare Facilities

3.3.6 A number of healthcare facilities are located within Burton town centre, including a GP surgery, pharmacies and dentists. Again, these are all accessible via the bus services which run along Forest Road, serving the town centre.

3.3.7 Gordon Street Surgery and Waterloo Pharmacy are located in Shobnall approximately 2.5km from the site. No direct bus service is provided to these facilities, however the number 10 bus service stops on Wellington Street which is approximately a 5-minute walk from the facilities.

3.3.8 Mike Allen’s Dental Practice is a 1.7km walk from the centre of the from the site via the footway / cycleway which connects Shobnall Road with Callister Way. The practice is also accessible by the number 10 bus service which stops on Shobnall Road, which is an 11-minute walk from the practice.

3.3.9 Queen’s Hospital is located approximately 2.5km to the north east of the site. Whilst there are no direct bus services between the site and the hospital, residents could access the hospital by bus, interchanging in the town centre. Furthermore, the proposed Red House Farm development site located at Reservoir Road provides a new link between Reservoir Road and Lower Outwoods Road, reducing the walking distance to the hospital to c.1.8km, approximately 23-mintues’ walk.

Leisure, Recreational and Community Facilities

3.3.10 Marston’s Sports and Social club and Shobnall Leisure Complex are located on Shobnall Road, approximately 1km from the site, providing a number of indoor and outdoor activities and sports and leisure clubs.

3.3.11 The closest pub to the site is located 650 metres away on Shobnall Street, which is just an 8- minute walk from the site. Shobnall Community Centre is located on Forest Road approximately 400m from the centre of the site which equates to a 5-minute walk.

Employment

3.3.12 A number of employment opportunities are located within the vicinity of the site. A large industrial / warehousing area (Centrum) is located to the south of Shobnall Road accessed off the Parkway approximately 2km from the site. Marstons Brewery is also located off Shobnall Road, less than 1km from the site.

3.3.13 Burton town centre and Queen’s Hospital also provide a number of employment opportunities in the vicinity of the site.

Summary

3.3.14 Overall it is therefore considered that the proposed residential development will be well located in terms of its accessibility to key services and facilities by a range of sustainable modes. The site is therefore considered to be consistent with national and local polices.

SECTION 4 Travel Plan Objectives

4.1 Introduction

4.1.1 This section sets out the aims and objectives that will guide the Travel Plan through development and implementation. Staffordshire County Council have produced the ‘Guidelines for Transport Assessments and Travel Plans’ document to provide advice on developing a Travel Plan and this guidance has been reflected in this Plan.

4.2 Aims and Objectives

4.2.1 The main aim of the Travel Plan is to minimise the number of single car occupancy vehicles, to achieve a modal change from the use of single-occupancy cars to more sustainable forms of transport.

4.2.2 The SCC’s guidance document outlines that a Travel Plan should deliver sustainable transport objectives which seek to:

• Manage the demand for travel to the site;

• Improve the availability and choice of travel mode to the site;

• Reduce the need to travel;

• Reduce the number of vehicles attending the site, particularly single occupancy vehicles;

• Improve the safety and security of people who travel to the site;

• Promote the increased use of cycling, walking and public transport and therefore healthier living;

• Promote integration between different transport modes; and

• Make positive changes to attitudes in relation to the use of alternative transport modes.

4.2.3 The measures outlined in this Travel Plan have been designed to achieve these objectives and as outlined in the previous section, the proposed site is well located to offer the opportunity to maximise the use of sustainable travel modes.

4.2.4 The Travel Plan will promote sustainable travel from the outset and continue to engage with residents on sustainable travel choices to achieve a commitment to changing travel habits amongst the community.

4.3 Benefits

4.3.1 There are a number of benefits that will be derived from the successful implementation of the Travel Plan at the development for residents and visitors as well as the wider community. The potential benefits include the following:

• Reducing the need for car use, resulting in reduced traffic, congestion, air pollution and accidents;

• Improved accessibility and travel choice to local facilities;

• Improving access by the wider community to residential development by sustainable modes of transport;

• Increasing the marketability of the development as more households seek to change their travel behaviour.

SECTION 5 Travel Plan Measures And Actions

5.1.1 This Travel Plan sets out a range of measures that will be implemented at the site to achieve the aims, objectives and benefits outlined above. These measures are outlined in Table 5.1 below.

5.1.2 Travel Plans are ‘live’ documents which need to evolve to reflect the emerging travel needs of the residents and to reflect current travel options and behaviour patterns. The proposed measures set out in the remainder of this document set the basis for which the final Travel Plan can be developed and then tailored and updated regularly, to respond to changing needs.

5.1.3 The role of the Site Travel Plan Co-ordinator (TPC) is crucial to the success of the Travel Plan as they will take the lead on the development, implementation and monitoring of the final Travel Plan. The TPC’s role is outlined in more detail below.

5.1.4 The remaining measures are a combination of physical (or ‘hard’) measures to encourage sustainable travel, such as improved walking and cycling links, together with behavioural (or ‘soft’) measures to encourage the use of these modes and reduce the need to travel.

5.2 Travel Plan Co-ordinator (TPM1)

5.2.1 Developer Eyes have been commissioned by Peveril Homes to undertake the role of Travel Plan Co-ordinator (TPC). The role of Developer Eyes as the TPC is to promote, implement and monitor the Travel Plan.

5.2.2 The TPC will be the primary point of contact for residents as they move into the site, offering details of local travel options, the aims and objectives of the Travel Plan and providing advice on how to adopt sustainable travel patterns.

5.2.3 The TPC will also be responsible for designing, collating and disseminating the Travel Plan Information Pack and the Travel Plan Community Website (see below) and other information relating to the ongoing implementation and monitoring of the Travel Plan. Further details on the monitoring strategy are included in Section 6.

5.2.4 The TPC will have overall responsibility for the development and implementation of the final Travel Plan and for monitoring the success of the Travel Plan on an on-going basis.

5.2.5 The TPC will be provided with budgets to implement the measures set out in this Travel Plan and to conduct monitoring. The TPC will be responsible for managing the Travel Plan budget.

5.3 Travel Plan Information Pack (TPM2)

5.3.1 A Travel Plan Information Pack will be prepared by the TPC and issued to all new residents at the site upon occupation of their properties. These packs provide the following:

• Information regarding the development;

• An explanation of the Travel Plan objectives;

• Sustainable travel information;

• Walking and cycling information and connectivity to local services and amenities;

• Public transport information and connectivity to local services and amenities;

• Details of where to find further timetable information and access to real time updates.

5.3.2 A list of information sources to be circulated to residents within the travel pack is included below in Table 5.2.

5.3.3 The TPC will distribute the pack amongst new residents and will update the packs regularly, to reflect information changes (such as changes to bus timetables).

5.4 Travel Plan Community Website (TPM3)

5.4.1 In conjunction with the Travel Plan Information Packs, Developer Eyes will be responsible for setting up the Travel Plan Community Website to promote the benefits of sustainable travel. The website will;

• Facilitate communication with the TPC;

• Provide additional information and links to other website that promote sustainable travel;

• Provide a message board facility which will enable residents and the TPC to post sustainable travel news and updates i.e. organising walking buses for local schools, promoting local cycle rides and walks etc;

• Have the facility to promote local cycle hire, sales and proficiency / training suppliers, local sports clubs as well as other local services and facilities.

5.5 Community Notice Board (TPM4)

5.5.1 A Community Notice Board will be implemented within the sales office to highlight the sustainable travel options at the site to prospective new residents. The Notice Board will display up to date information on walking, cycling and public transport and setting out details of the Travel Plan’s aims, objectives and benefits.

5.6 Travel Plan User Group (TPM5)

5.6.1 Developer Eyes will facilitate a Travel Plan User Group for residents to discuss and raise any issues relating to the Travel Plan.

5.7 Sustainable Travel Newsletters (TPM6)

5.7.1 Regular Sustainable Travel Newsletters will be provided by Developer Eyes to keep residents up to date with all of the latest information about local public transport and sustainable travel routes.

5.8 Footways, Footpaths and Cycle Connections (TPM7)

5.8.1 The site has been designed to maximise opportunities for travel by walking, cycling and public transport. As detailed in Section 2, the site access will be improved to provide a footway on either side of the carriageway, the footways will continue throughout the site and link into the wider footway network on Forest Road. The internal road network will be designed to encourage low vehicle speeds and to encourage cycling.

5.9 Promoting Car Sharing (TPM8)

5.9.1 Car sharing will be promoted from occupation of the dwellings via the TPC. This will include promoting existing car share schemes such as Staffordshire’s Share-A-Lift (http://share-a- lift.co.uk/x.jsp?ano=0 ).

5.9.2 The benefits of car sharing include saving money on vehicle operating costs, cutting down on congestion and pollution as well as social benefits of sharing lifts and meeting new people.

5.9.3 Residents will also be able to use the message board on the website to find potential car-share opportunities.

5.10 Measures to Reduce the Need to Travel (TPM9)

5.10.1 The TPC will encourage residents to examine their travel patterns to reduce the need to travel where appropriate. These measures could include:

• The promotion of internet shopping and home deliveries.

• Flexible working practices including working from home, compressed working weeks or fitting working hours around public transport services or other trip purposes (such as child care); and

• Using local shopping and leisure facilities to reduce the overall length of journeys.

5.11 School Travel and Walking Bus (TPM10)

5.11.1 The TPC will encourage travel to school by sustainable modes, from the first occupation of the dwellings. Residents will be encouraged to allow their children to walk / cycle / scoot to school or, where car trips are necessary, to set up informal ‘shared school run’ groups with other residents on the site and / or within the local area.

5.11.2 Following the completion of the initial travel surveys, the TPC will review the travel patterns associated with trips to school. If necessary, the TPC will liaise with the local primary school to assess the feasibility of developing a walking bus from the site and funding could be provided for advertising the scheme amongst parents at the school and for the provision of fluorescent vests for children and the ‘walking bus drivers’ participating in the scheme.

5.12 Personalised Travel Planning (TPM11)

5.12.1 Personalised Travel Planning (PTP) will be available for residents from the TPC. PTP sessions will be offered to residents upon occupation of their new dwelling. The sessions will include information on how to reach key destinations and facilities via sustainable modes, personalised to the resident’s travel patterns.

5.12.2 The TPC will be able to use the outputs of these sessions to identify whether or not there is scope for residents to join a car share scheme and provide tailored advice to residents as required.

5.13 Summary

5.13.1 The package of measures described above has been designed to meet the Travel Plan aims, objectives and benefits described in Section 4.

5.13.2 The aim to manage demand and reduce number of vehicles attending the site (particularly single occupancy car trips) has been addressed through the provision of measures designed to promote travel by sustainable modes and car sharing.

5.13.3 The provision of the Travel Plan Information Packs, a Community Website and the personalised travel planning sessions will enable residents to make informed choices about their travel options and subsequently help to achieve the health and well-being benefits through increased levels of walking and cycling. These measures will also ensure that residents are aware of their travel options for accessing key facilities and services such as those outlined in Section 3.

SECTION 6 Targets, Timescales & Monitoring

6.1 Travel Plan Targets and Monitoring

6.1.1 To monitor the success of the Travel Plan, a series of travel targets will be set based on the objectives of the Travel Plan outlined in Section 4. These targets will be set following the initial baseline travel surveys, undertaken within six months of the occupation of the 40th dwelling (approximately 40% of the site) and then repeated annually until full occupation of the site.

6.1.2 Initial targets will be based upon:

• the single-occupancy car modal share for work trips; and

• modal share for trips to school.

6.1.3 Travel surveys will be undertaken by Developer Eyes once the site is occupied to provide a more accurate picture of multi-modal travel patterns associated with the site. Surveys will record the travel behaviour of residents on the site such as their place of work, chosen mode of transport and willingness to car share. It will identify school locations for households with children and the principal mode of travel to school. The results of these surveys will inform the initial Travel Plan targets against which the final package of Travel Plan measures can be designed, and the success of the Travel Plan monitored.

6.1.4 The surveys will take the form of questionnaires which will be circulated to residents by the TPC. The results will be submitted to SCC within 3 months of the survey and following this, discussions regarding the setting of targets will be undertaken. Staffordshire County Council has an on-line questionnaire /survey tool for Travel Plan Co-ordinators and the TPC will investigate the feasibility of using the SCC tool as part of the formal monitoring regime.

6.1.5 It is expected that the package of measures outlined above will deliver significant sustainable travel benefits and will assist in meeting the targets of the Travel Plan. A review of the Travel Plan will take place annually when results of the travel survey are submitted.

6.1.6 Table 6.1 below summaries the proposed monitoring regime.

6.2.1 In addition to the monitoring timescales outlined above, Table 6.2 summarises the overall Action Plan, including the timescales for implementation of the potential measures described in Section 5 and the responsibility for the delivery of the measures.

6.3 Communication and Marketing Strategy

6.3.1 The implementation of the Travel Plan and its subsequent success relies upon a clear communication strategy. The TPC will play an important role and Peveril Homes has appointed Developer Eyes as the TPC for the site.

6.3.2 The TPC will visit the site regularly and, through the website will have regular contact with prospective and new residents of the site. The TPC will provide information and advice to new

residents and collate data and feedback on the progress of the Travel Plan, to maximise the success of the Plan.

6.3.3 The contact details of the TPC will be provided to SCC prior to occupation of the sales and marketing suite on the site. The TPC will remain in place until full occupation of the site. The TPC will contact SCC upon appointment to advise that work has begun on the Travel Plan.

6.3.4 For the Travel Plan to be effective, residents need to be made aware of the aims and objectives of the Travel Plan and all of the measures contained within the Plan. The TPC will be responsible for the circulation and updating of the Travel Plan Information Packs and information on the Travel Plan Community Website. The TPC will also circulate information regarding local and national travel events as and when they arise and will provide the PTP service for residents.

6.3.5 The Travel Plan will be communicated using a variety of methods including:

• Details on the Travel Plan Community Website;

• Information available within the sales and marketing suite on site;

• Information presented within Travel Plan Information Packs;

• PTP; and

• Regular Sustainable Transport Newsletters.

6.3.6 The TPC will be the principal point of contact with SCC once the Travel Plan is implemented. The TPC will liaise with SCC regarding the initial baseline travel survey and will facilitate the circulation of questionnaires to residents at the site.

SECTION 7 Summary

7.1 This Travel Plan has been prepared in support of a planning application for 104 residential dwellings off Forest Road, Shobnall, Burton-upon-Trent.

7.2 A range of key facilities and services, including, retail, health, education and leisure uses, are accessible from the site. Many of these can be accessed locally and are accessible via sustainable modes of transport. The sustainable location of the site has been built upon within the Travel Plan to encourage sustainable travel patterns.

7.3 A range of Travel Plan measures have been proposed, including personalised travel planning for new residents and the provision of Travel Information and Welcome Packs incorporating details of sustainable travel options and choices within the local area.

7.4 The appointment of a TPC who will develop, implement and monitor the Travel Plan will be a key role in the successful implementation of the Plan. The TPC will assist in the distribution of travel information and oversee the day-to-day running of the Travel Plan.

7.5 The Travel Plan provides full details on the timescales associated with the implementation of each of the Travel Plan measures, the proposed monitoring process, the targets and objectives against which the Travel Plan will be measured.

7.6 In conclusion, the Travel Plan satisfies the key objectives outlined in Section 4 and seeks to build upon the site’s sustainable location by promoting sustainable travel through a combination of physical (or ‘hard’) improvements and behavioural (or ‘soft’) measures.

7.7 It is concluded that the implementation of the Travel Plan at the proposed residential site is consistent with local and national policy guidance and will encourage sustainable travel patterns at the site.
