Here is a way to help them tap into the key concepts and experiences that are explored in the documentary film. It also enables us to build up a picture of Lynch the man and to explain his political odyssey. He emerges as representative of that early generation of conservative Laborites (notably J.C. Watson, W.G. Spence and George Pearce) who, once they had achieved their immediate goals of reform, saw their subsequent role as defending the prevailing social order. Like many of these men, Lynch’s commitment to the labour movement’s principles of solidarity and collective endeavour co-existed with a desire for material self-advancement.     Workers against Warfare: the American and Australian Experiences Before and During World War 1 Verity Burgmann and Jeffrey Johnson Before and during World War I, the far-left in Australia and the USA campaigned against militarism and involvement in the Great War in differing circumstances: Australia’s immediate involvement from 4 August 1914 and the United States’ later entry into the war on 6 April 1917; contrasting roles played by the Industrial Workers of the World (IWW); and wartime divisions in Australia being played out within the Labor Party, in government until it split over conscription. However, in one important respect the situation in both countries was similar. Both were governed by parties with traditional doubts and qualms about militarist exploits abroad, but which unfortunately overcame these reservations to bring their respective nations enthusiastically into the fray. The Australian Labor Party was committed programmatically to the cultivation of “Australian national sentiment,” toying even with republican notions in its most radical moments of hostility to continuing British sovereignty over Australia. Nonetheless, Labor leaders had shifted towards an outlook more acquiescent towards Britain and the Empire, a process especially apparent during Labor’s period in government 1910-1913. This transition away from customary Labor Party wariness about British imperialism was confirmed by Labor leader Andrew Fisher when he famously announced on 31 July 1914 that should the mother country become embroiled in war: “Australians

    CHAPTER ONE Prison Camps in Australia and the Historiography of Penal Change On 31 October 1913, in the scrubby coastal sand dunes near Tuncurry, on the north coast of New South Wales, five men made camp for the night. At the place they stopped stood a hut in which one of them would sleep; the others pitched tents. They had come from Goulburn, via Taree, and the journey had taken two days. Their bodies would have welcomed the rest. They had lugged a great deal of equipment with them over the dunes, four kilometres from the road—tools, building materials, kitchen utensils, clothes, bedding, as well as a large quantity of food, with just one horse and cart. Sleep, however, may have taken some time to come to them, tired as they were, for they knew that the next day was the beginning of something new, and that much hinged on how they conducted themselves here.1 Different events had led each man to this point. Those in the tents were convicted criminals; the man in the hut their guard. Percy Whirls was a thief; Arthur Pratt a forger; Frederick Harris a burglar; and Thomas Griffin was an embezzler. They were all over twenty-five years old and none had any previous convictions. Their keeper was Charles McArthur. A few days earlier, the 1200 hectares of land around the campsite had been proclaimed the Prisoners Afforestation Camp, Tuncurry. They were there to build a forest.2 The tents were in time replaced by huts, built by the men themselves. Once they had finished their unwalled prison, they were to set to work on the dunes establishing the state’s first pine plantation.

    2021 Wars, Pandemics and Emergencies 227 WARS, PANDEMICS AND EMERGENCIES: WHAT CAN HISTORY TELL US ABOUT EXECUTIVE POWER AND SURVEILLANCE IN TIMES OF CRISIS? YEE-FUI NG* AND STEPHEN GRAY** In the fight against coronavirus, the Australian government has enacted a series of measures that represent an expansion of executive powers. These include the use of smartphone contact-tracing technology, mandatory isolation arrangements, and the closure of businesses. Critics have expressed concerns about the long-term implications of these measures upon individual rights. This article will analyse the validity of such concerns in the context of other historical uses of executive power in Australia in times of crisis: during the Spanish Flu pandemic of 1918, the First and Second World Wars, and the ‘War on Terror’ post-September 2001. Drawing its conclusions from these historical precedents, the article argues that clear legislative safeguards are a minimum necessary step both to prevent police and governmental abuse of privacy, and to foster and maintain trust in the government’s ability to manage their ‘emergency’ powers in a manner consistent with human rights. I INTRODUCTION Both in democratic theory and in state practice, it is a well understood if often controversial proposition that in times of crisis the ordinary mechanisms of parliamentary democracy can be partially or perhaps even fully suspended.1 The usual deliberations of parliament can be sidelined, with responsibility devolved to a national cabinet or some other executive body; emergency powers relating to defence or public health can be invoked; and citizens expected to accept infringements on civil liberties that would normally be unacceptable or even unlawful in a democracy.

    1 Brief Bibliography of the Industrial Workers of the World in Australia 1914-1919## The Industrial Workers of the World was an American Marxist institution established in Australia early in the 20th century with the message of replacing the existing industrial system of various unions with one big union to better fight the class war against the ‘boss class’. The IWW refused to support the World War in 1914 through its anti-militarism, declaring the war to be of no concern to the working class and must be left to the propertied class to fight. The following outline is a brief bibliography of the IWW compiled by Frank Cain. The most comprehensive bibliographic source for the IWW in Australia, and its campaign against the Great War, is contained in its newspaper, Direct Action, published in the IWW rooms in Sussex Street, Sydney between February 1914 and its closure on 18 August 1917. That abrupt ending resulted from the IWW’s suppression as an anti-war organisation under the Commonwealth’s Unlawful Associations Act and the seizure of the press and lead-type by the NSW police acting under the Commonwealth’s wartime powers. A bound copy of those editions remains in the State Library of NSW, but it is more readily available in Trove (http://trove.nla.gov.au/newspaper/title/507 ). Direct Action is a valued source to researchers for the reports from its American ideological counterparts and IWW news from correspondents in the Australian capitals. The US-influenced ideology of the IWW is fully expressed through the paper’s columns.
