PLP 2016-17 BHOPAL EXECUTIVE SUMMARY

The geographical area of Bhopal district is spread over 2.77 lakh ha area, and comprises of, the district, the state capital and the divisional headquarters. The population of the district as per Census 2011 is 23.68 lakh, which is 5.24 lakh higher than Census 2001 thus reflecting a decadal growth of 28.50% that is above the States’ decadal growth of 20.3%. This is an indicator of increasing in the district. The district ranks second on the urbanization/ development index in MP as also on the per capita income availability ranking. 2. However, despite this trend, in Bhopal district continues as the main source of livelihood of the rural population. In Bhopal, 18% of total households and 19% of the total population (Census 2011) are in the rural area and depend on agriculture for their livelihood. During 2014-15, the GLC flow to agriculture, SMEs and OPS stood at 17%, 31% and 52% of the total priority sector lending in the district. Total disbursements by the banking sector during 2014-15 for priority sector in the district was Rs.423076.48 lakh, wherein for crop loan was Rs.48606.48 lakh and agri & allied sector as a whole was Rs.23233.85 lakh, for MSMEs and OPS was at Rs.131883.65 lakh and Rs.219352.50, respectively.3. The district comes under Sub-Agro Climatic region of Vindhya Ranges with 187 Gram Panchayats. The major type is Red and is normally acidic. The average annual rainfall of the district is 1154 mm. . Most of the rainfall is received during a 100 day period between July-September. Over the last few years, however, the average annual rainfall has been declining. Agriculture is the main stay of the rural areas of the district. Small and marginal farmers account for 48.32% of the total holdings and 16% of the area. With 56.79% of the farmers being small and marginal farmers. The main crops grown in the district are wheat, paddy, jowar gram, and soybean. The spread under the Gross Cropped Area (GCA) and the Net Sown Area (NSA) in the district is at 2.47 lakh ha and 1.55 lakh ha with cropping intensity of 159%. The major source of irrigation in the district is tube wells and dug wells which accounts for 70% of the total irrigated area followed by other sources at 22%. 4. Owing to the recent expansion of the limits of the Municipal Corporation of Bhopal city, vide MP Gazette Notification No. 411 dt. 06.09.2014, 08 Gram Panchayats & 20 villages from Phanda block have now been incorporated under city limits and have, therefore, become urban areas. This has effectively reduced the cultivable land area by 7735.37 ha. 5. Banking network in the district consists of 423 branches of Commercial Banks (including private banks), 13 branches of Central Madhya Pradesh Gramin Bank (CMPGB), 25 branches of Bhopal District Central Cooperative Bank Ltd, 23 PACS and 2 branches of Bank. The total deposits and loans outstanding as on 31.03.2015 of all the banks in the district were Rs.8272602.30 lakh and Rs.3331620.87 lakh, with an overall growth rate of 40.29% and 7.76%, respectively. The CD ratio of the district as on 31.03.2015 declined to 40.3%. As on 31.03.2015, 56618 KCCs with loan outstanding of Rs.82271.99 lakh had been issued by the banking sector in the district. 5. The Reserve Bank of India on 23 April 2015 issued the revised guidelines for Priority Sector Lending (PSL) with the aim of capturing flow/ lack of credit to these sectors. Therefore, the revised projections for 2016-17 take into account the revised PSL guidelines, the socio-economic changes and the proposed interventions of GoMP while assessing the physical and financial flows. For 2016-17, the total priority sector lending has been projected at Rs.677810 lakh. Of this Rs.131553.09 is total farm credit (CL- Rs.82439.56 lakh & ATL- Rs.49113.53 lakh); Rs.22222.80 is towards agriculture infrastructure; Rs.4103.71 lakh for ancillary; Rs.304524 lakh for MSME; & Rs.2024.80 lakh for export. An amount of Rs.45000 lakh, Rs.167400 lakh, Rs.189.09 lakh, Rs.1138.50 and Rs.1679 lakh have been projected towards, education, housing, renewable energy, others (micro-finance) and social infrastructure, respectively. 6.
