In reply to another question, he said Prime Minister had made appointment to the posts of Army Chief and Chairman Joint Chiefs of Staff Committee in accordance with the constitution and law and it was expected that all institutions of the country would work for national reconstruction. He said that Pakistan Army, political institutions and all stakeholders would have to strive collectively to counter terrorism and work for economic strength and stability of the country. He said every decision of the government will be in the interest of the country and nation. Regarding prices of essential items, he said relevant departments were making coordinated efforts for stabilising prices of necessary items and their efforts were yielding positive results. He said the flaws in the system were being removed and an effective mechanism had been adopted to control prices. He said though commissioners and DCOs were responsible for the prices stability but the cooperation of police had also been sought for the purpose so that hoarders and profiteers could be brought to justice. He said a plan had been evolved to give a targeted subsidy to the families living below the poverty-line. He said a monthly subsidy of Rs 1,000 would be given to 3 million poor families of the province from January 2014.

EDUCATION: Shahbaz Sharif has said the future of country and nation is linked to the promotion of education, as the country can be put on the road to progress and prosperity by spreading education. He said that Schools Reforms Roadmap yielded positive results and the enrollment campaign for admission of children in the schools was going on successfully and 100 percent enrollment target would be achieved soon.

He was presiding over a high-level meeting to review the Punjab Schools Reforms Roadmap, here, Friday. Special representative of DFID, UK, in Pakistan Sir Michael Barber gave a detailed briefing with regard to Punjab Schools Reforms Roadmap.

Addressing the meeting, Shahbaz Sharif said that due to the steps taken for the uplift of education sector, the target of increasing literacy rate would be achieved. He said that missing facilities were being provided in girls’ schools of the province during current financial year, whereas the target of providing missing facilities in schools of all districts of South Punjab, during the current year, had been fixed. He said a formal monitoring system of education sector was being evolved. He said that the attendance of students and teachers in schools would be checked through digital technology. Directing Punjab Information Technology Board to prepare a digital system for monitoring attendance, he said the digital monitoring system should be launched as a pilot project in DG Khan. He said the performance of District Teacher Elevators should be improved and District Teacher Elevators showing poor performance should be removed immediately. He said that performance of teachers in the classroom should also be reviewed. He said that modern teachers training centres should be set up in every division. He said we have to work jointly as a team and take coordinated steps for the promotion of education.

Pakistan currently has two biosphere reserves – the Lal Sohanra National Park located in the Cholistan Desert, which was approved by UNESCO in 1977. The second is the Juniper forest of Ziarat, believed to be the second largest of its kind in the world, which was approved in May 2013.

The delegation was also informed that the Ministry was working on the fourth such reserve in the country, which would be located in Sindh.

The UN global development network’s programmes in Pakistan, particularly the ongoing Man and Biosphere (MAB) programme which is led by Ministry of Science and Technology through Pakistan Science Foundation (PSF) was also discussed.

Secretary Ministry for Science and Technology Kamran Ali Qureshi, Director UNESCO Islamabad K K Nagata, Chairman Pakistan Science Foundation Khalil Ahmad were also present at the meeting.

The delegation discussed the issue of blind dolphin – endangered species found in Indus River. The Minister directed the PSF Chairman to prepare a project for the protection and preservation of the said dolphins.

HEC and Punjab University Lahore presented two reports in the court with reference to the inspection of law colleges.

Vice chairman Pakistan Syed Qalab Hussain told the court he had reviewed these reports and it was said therein Punjab University has completed inspection of 24 law colleges and inspection of 10 law colleges will be conducted soon.

The court was told by Pakistan Bar Council that 3 different rules and regulations were enacted in different years with reference to law colleges. 4 weeks time will be needed to review them.

Justice Nasir ul Mulk remarked “we can not make any compromise on the standard of education of law.

“The representatives of the civil society, PCE have filed three Public Interest Litigation suits in the High Courts of Islamabad, Lahore and Peshawar to demand the respective provincial governments to provide free and compulsory education to all children as promised in the Constitution — but the courts aren’t giving the cases the attention they deserve,” she resented.

Zehra cited that according to Unesco, the number of children out of school is 12.9 million (the second highest number in the world, after Nigeria) adding that only64% schools have drinking water, three percent of schools have electricity, 61 percent schools have latrines, 13,635 schools in Pakistan (11%) have no building.

According to the Unesco Global Monitoring Report 2012, Pakistani women with a high level of literacy earned 95 per cent more than women with no literacy skills, whereas the differential was only 33 percent among men.

The others speakers said that the survival rate till grade 5th (number of students who complete school till the fifth grade) is 56 (out of a 100). Only 35% of all primary school teachers in rural areas of Pakistan are female, which will continue to limit access to females, as many families don’t feel comfortable sending their daughters to school unless they have female teachers due to cultural norms prevalent in Pakistani society.

Aid to Pakistan is a small portion of Denmark’s overall strategy for Pakistan and is expected to become a catalyst for broader social and economic change, gender equality and transformation in lives of people.

The main objective of the programme is to contribute to improving the lives of poor people and their ability to create a better life for themselves.

The new program consists of two major components.

The first component aims to provide support to peace building, livelihoods and education in Khyber Pakhtunkhwa, Federally Administered Tribal Areas and Balochistan.

The support will be provided through a Multi Donor Trust Fund (MDTF) with a total budget of $15 million, which is administered by the World Bank and implemented by the provincial authorities.

The MDTF programme focuses on reconstruction and economic development in the areas bordering Afghanistan and will strengthen the writ of the state.

In addition, $11 million will be channelled to the United Nations Children’s Fund (UNICEF) for early recovery of educational services in the border areas.

The second component focuses on enhanced democratisation, human rights and gender equality.

Approximately $7 million support will be provided to state building, including statutory bodies in the human rights area and provincial assemblies in their role as duty bearers and $13 million for civil society organisations as rights holder representatives in the areas of democratisation, human rights and gender equality and $4 million for strengthening of bilateral ties through people to people partnership programmes.

The Danish development programme framework reflected the strategic choices made to support Pakistan in its democratic transition, especially taking account of the continued conflicts in the north-western border areas.

The Danish development strategy has a rights-based approach and focuses on the underlying power relations and fundamental causes of discrimination and poverty, giving priority to actions aimed at benefiting the poorest.

Denmark is keen to share its expertise in agriculture and energy sectors particularly wind mills and solar energy, with Pakistani entrepreneurs.

Several leading Danish companies are already operating in Pakistan in pharmaceutical and dairy industries. The Danish embassy, for the first time, will open a commercial section later in 2013 in order to strengthen the commercial relations.

In 2012, the total Danish export of goods to Pakistan was around $93 million and for the first five months of 2013 the export of goods to Pakistan has increased by around 30 percent compared to the same period last year.

HEC is now spending money in focused areas to gain more desired results in those specific areas of research and development.

This was stated by Dr. Mukhtar Ahmad, Executive Director HEC, while addressing the participants at concluding session of First NCP-ICTP International College on Plasma Physics at National Centre for Physics (NCP).

He further said that HEC strategy to fund in focused areas resulted in establishment of well reputed research institutes in Pakistan with global recognition like National Centre for Physics (NCP), Government College University (GCU), HEJ research institute of Chemistry and many more. He said that to change the landscape of , HEC has spent more than Rs160 billion in span of 11 years in development of human resource development for Pakistani students and researchers providing them scholarships, research grants, conducting and participation in seminars, workshops etc and due to these initiatives we can now see the Pakistani scientists and researchers are emerging at international level.

HEC needs more funding Prior to this Dr. Riffat Mehmood Qureshi, Director NCP, gave an overview of First NCP-ICTP for education sector International College on Plasma Physics. This would be done via four implementing partner Earthquake Due to funding constraints the Education cluster has reached only 17 % of its target 145,633 children planned in the Humanitarian Operational Plan (HOP).

The cluster has so far reached 24,562 children (girls: 11,737, boys: 12,825). Of the total reached, 13,573 are in three camps and 10,959 in various host communities.

In Tharparkar, the residents of the area have no access to electricity, water and gas. Al-Khidmat AL-ILAM Secondary Foundation Pakistan (AKFP) after realizing such a miserable educational condition of the area Education Project initiated “AL-ILAM Secondary Education Project Tharparkar” in 2007. Al-Khidmat provides School Supplies (School Uniform, School Bags and Stationery) to underprivileged students across Pakistan. Thousands of underprivileged students have benefited Provision of School from this program to date while 1500 out of the above mentioned students have been provided Supplies to Deserving with School Bags in Karachi in 2013. AKFP has planned to increase the quantity of School Students Supplies to three times more than the status quo while special emphasis will to be given to deserving students of Karachi and Sindh.

Pakistan's Failing Education System

Sixty-nine percent of women and 50 percent of men in Pakistan cannot read or write according to Alif Ailaan (A for announcement), an alliance for education reform leading a communication campaign in the country.

Only 67 percent of Pakistani girls and 81 per cent of boys go to primary school, according to the United Nations. At secondary level, Pakistan's enrollment rate drops to 38 percent for boys – and 29 per cent for girls.

The education campaigners in Pakistan believe, Taliban and militancy is not the only reason behind the lack of good public education system in the country. They believe that Pakistan needs to spend more on education and declare an education emergency.

In the country's 2013-2014 budget, Pakistan set aside 54 percent for defense and repaying loans Education only got 2 percent.
