GUIDEBOOK FOR REPORTING LOOTING

Procedures differ in reporting looting/vandalism depending on whether you have discovered this on Indian, federal, state, or private land. If the vandalism is occurring on Indian or federal land, the Archeological Resource Protection Act is the legal mechanism for handling the vandalism. If you find the vandalism/looting on state land, then the State Antiquities Act is the legal basis. If you discover evidence of vandalism on private land, the appropriate contact is the landowner—unless human remains are also present, then the County Sheriff should be notified (and the state burial disturbance law applies).

CORPS OF ENGINEERS

There are some 20 Corps of Engineers lakes in . However, due to budget issues and the war in the Middle East, many lakes no longer have rangers. Thus, the most direct route to report vandalism at one of the COE lakes is to contact their historic preservation staff in Tulsa. Their numbers are:

BUREAU OF INDIAN AFFAIRS

The Bureau of Indian Affairs is responsible for managing trust lands in Oklahoma. Thus, if you find an archaeological site that has been vandalized or human remains exposed, the BIA would be the lead federal agency on Indian trust land to address this. US FOREST SERVICE

There are three holdings by the US Forest Service in Oklahoma: the Rita Blanca National Grasslands in Cimarron County, the Black Kettle National Grasslands in Roger Mills County, and the Oklahoma Ranger District in Le Flore and McCurtain Counties. OKLAHOMA DEPARTMENT OF WILDLIFE CONSERVATION

The Oklahoma Department of Wildlife Conservation oversees a large number of wildlife management areas in Oklahoma. Some of these tracts also overlap with Corps of Engineers and Bureau of Reclamation lakes. Because of the large number of areas managed, it is difficult to identify contact individuals for each management area. Instead, a list of game wardens by county has been compiled. Game wardens are empowered as law enforcement agents and may be called on in cases of site vandalism on wildlife lands or other state lands. Thus, they can handle most law enforcement issues on state and/or private land and may have jurisdiction on federal and Indian land as well.
