William Blankenship was at the school before 3 p.m., when state Highway Patrol trooper Kelvin Vega walked past the sus- COURSE pect’s car and noticed the suspect making a stroking motion with his hand, the report said. The report said Vega, who was off-duty, was at the school to pick up his child. Vega reportedly called the sheriff’s office.
