24 March, 2020: VIRUS EXPLOSION IN AUSTRALIA REVIVES FEARS ABOUT CRUISE SHIPS Coronavirus cases in Australia from a single infected cruise ship exploded, highlighting again the dangers the vessels pose to governments fighting the spread of the virus. The number of infections from the Ruby Princess, which docked in on March 19, has reached 133, Australian health authorities said Tuesday. One woman in her 70s has died. The ship accounts for 7.3% of all cases in the country, where infections are soaring. The -operated vessel is just the latest cruiseliner to become a hotbed for the virus. More than 700 people were infected on another Princess Cruises-run vessel off Japan in the early days of the outbreak. For many countries, the ships have become floating pariahs that are barred from ports. Some 2,647 passengers left the Ruby Princess in Sydney, even as 13 individuals on board suffered flu-like symptoms. With the first infections confirmed the next day, state and federal leaders blamed each other for the lapse, and health authorities raced to track down and isolate the thousands of people who left the boat and had dispersed across Australia. 24 March, 2020: A CRUISE SHIP WITH 42 PEOPLE EXPERIENCING FLU-LIKE SYMPTOMS IS HEADED TO FLORIDA A cruise ship with 42 sick people aboard is heading to Florida and is expected to dock next week. The people --13 guests and 29 crew members -- aboard Holland America's Zaandam are experiencing flu-like symptoms, a statement from the cruise line said. Initially, the ship was granted permission to disembark in Punta Arenas, Chile, but it was later rescinded. No testing for coronavirus is available on the ship, according to the statement. "Since it is flu season, and COVID-19 testing is not available on board, it is difficult to determine the cause of these elevated cases at this time," the statement said. All 1,243 guests have been asked to stay in their staterooms as the ship sails to Fort Lauderdale. It is expected to dock March 30. 23 March, 2020: SAN DIEGO SETS STRICT GUIDELINES FOR TWO CRUISE CALLS The Port of San Diego said it was prioritizing public health, putting in place new measures for upcoming disembarkation for Holland America and Celebrity Cruises. Holland America Line has contacted the Port of San Diego to request to berth and disembark approximately 834 passengers aboard the Maasdam, according to a press release. It’s currently scheduled to arrive on March 26, and to disembark on March 27 and 28. The Port, San Diego County Health & Human Services, the Centers for Disease Control (CDC), the U.S. Coast Guard, and Customs and Border Protection, has accepted the request with the following conditions:

• Holland America must immediately inform the Port, San Diego County Health & Human Services, the CDC, the Coast Guard, and Customs and Border Protection if any passengers or crew members begin to display symptoms of any illness, including COVID-19. At the time of this release, Holland America said there are no reports of illnesses onboard. • Holland America must report how many crew signoffs it will have, that is, how many crew member contracts will be ending, and therefore will be disembarking with the passengers. • Holland America will not grant shore leave to crew members who remain under contract.

Additionally, if cleared to come into port by the relevant agencies and medical authorities, the Celebrity Eclipse is scheduled to arrive on March 30 and disembark approximately 2,500 passengers on March 30 and March 31 and remain in port until April 1. Celebrity must adhere to the same conditions listed above for Holland America. After disembarking in San Diego, the Eclipse will go to Puerto Vallarta to disembark approximately 175 passengers who don’t have passports or Visas to allow entry into the U.S. The Eclipse will then return to San Diego during the first week of April for fuel and supplies before heading back out to sea. The following vessels, without passengers, are or will be anchored or berthed at various locations in and around San Diego Bay:

• Regent Seven Seas Splendor – is currently docked at the National City Marine Terminal and is scheduled to remain there until April 11. • – currently scheduled to remain docked at the B Street cruise terminal until April 19. • Celebrity Millennium – is currently anchored just outside of San Diego Bay; scheduled to dock at B Street Pier on April 2 for supplies. • Holland America Oosterdam – currently scheduled to anchor just inside San Diego Bay on March 25. • Holland America Westerdam – scheduled to berth at B Street Pier March 26 and take on stores and fuel.

At this time, the Port of San Diego has not been contacted by any cruise line or agency regarding the use of cruise ships as temporary health care facilities to treat non-COVID-19 patients, the port said, in a statement. 23 March, 2020: CDC SAYS CORONAVIRUS SURVIVED IN PRINCESS CRUISE SHIP CABINS FOR UP TO 17 DAYS AFTER PASSENGERS LEFT The coronavirus survived for up to 17 days aboard the cruise ship, living far longer on surfaces than previous research has shown, according to new data published Monday by the Centers for Disease Control and Prevention. The study examined the Japanese and U.S. government efforts to contain the COVID-19 outbreaks on the Carnival-owned Diamond Princess ship in Japan and the ship in California. Passengers and crew on both ships were quarantined on board after previous guests, who didn’t have any symptoms while aboard each of the ships, tested positive for COVID-19 after landing ashore. The virus “was identified on a variety of surfaces in cabins of both symptomatic and asymptomatic infected passengers up to 17 days after cabins were vacated on the Diamond Princess but before disinfection procedures had been conducted,” the researchers wrote, adding that the finding doesn’t necessarily mean the virus spread by surface. “COVID-19 on cruise ships poses a risk for rapid spread of disease, causing outbreaks in a vulnerable population, and aggressive efforts are required to contain spread,” the CDC wrote, reiterating its guidance to vulnerable populations to avoid cruises during the pandemic. 23 March, 2020: THIS IS HOW LONG CORONAVIRUS SURVIVES ON CARDBOARD, PLASTIC AND STEEL — AND AIRBORNE, SAYS CDC, UCLA AND PRINCETON JOINT STUDY COVID-19, the disease caused by the new coronavirus, is “stable for several hours to days” in aerosols and on surfaces, including plastic and stainless steel, according to a study published this week in the peer- reviewed New England Journal of Medicine. The study was coauthored by scientists at the National Institutes of Health, the Centers of Disease Control and Prevention, UCLA and Princeton University. It was made available in print form on Monday, and aims to provide more clarity on the virus’s contagiousness. he scientists found that SARS-CoV-2, the virus that causes COVID-19, was detectable in the air for up to three hours, up to four hours on copper, up to 24 hours on cardboard, and up to 2 to 3 days on plastic and stainless steel. The results of the study provide additional insight into the stability of the new SARS-CoV- 2, or severe acute respiratory syndrome coronavirus 2, and suggest that people may acquire the virus through the air and after touching contaminated objects, according to the authors. How long the virus remains “stable” — the term used by the researchers — would likely depend on the humidity and temperature of the room, and other variables including air-conditioning, open windows and the general air quality, experts say, and advise using such results as a guide. 23 March, 2020: CRUISE SHIP CONTINUES TO HAVE ISSUES DISEMBARKING GUESTS is having problems trying to disembark passengers due to ongoing port closures and restrictions in South America. Even though cruise lines have suspended operations around the globe it has still remained difficult to get ships back to ports and safely disembark passengers. This goes for Coral Princess which is operated by Princess Cruises and currently unable to disembark guests in South America. The cruise line has been keeping everyone updated including families of those who have been stranded on the cruise ship after not being able to leave the vessel in Argentina at the end of their 14-day voyage. 23 March, 2020: CDC – MORBIDITY AND MORTALITY WEEKLY REPORT (MMWR). PUBLIC HEALTH RESPONSES TO COVID-19 OUTBREAKS ON CRUISE SHIPS — WORLDWIDE, FEBRUARY–MARCH 2020 What is already known about this topic? Cruise ships are often settings for outbreaks of infectious diseases because of their closed environment and contact between travelers from many countries. What is added by this report? More than 800 cases of laboratory-confirmed COVID-19 cases occurred during outbreaks on three cruise ship voyages, and cases linked to several additional cruises have been reported across the United States. Transmission occurred across multiple voyages from ship to ship by crew members; both crew members and passengers were affected; 10 deaths associated with cruise ships have

23 March, 2020: CRUISE SHIP PROPULSION ISSUE ACTUALLY HELPS PASSENGERS GET BACK HOME Since Norwegian Cruise Line announced a suspension of operations due to the coronavirus outbreak it hasn’t been smooth sailing for the Norwegian Jewel. According to the Hawaii Department of Transportation (HDOT), the Norwegian cruise ship experienced propulsion problems that required repairs at the next port of call which was Honolulu Harbor. It is important to be clear that the ship has never had any cases of COVID-19. The 2,000 guests and 1,000 crew members remain in good health even though they have remained onboard since March 11 when the ship was in the Cook Islands. 23 March, 2020: 146 CANADIANS 'STRANDED AT SEA' AS PORTS REFUSE TO LET LUXURY CRUISE SHIP DOCK DESPITE NO CASES OF COVID-19 The MS Marina with 146 Canadians among its 1,000 passengers is stranded in the Pacific Ocean as ports in South America refuse to let it dock because of COVID-19 fears. Among the passengers is Art Eggleton, Canada’s former minister of defence and minister for international trade who sent a personal alert to senior officials in Ottawa seeking assistance for the Canadians. Eggleton was a federal cabinet minister under Prime Minister Jean Chretien and also mayor of Toronto for 11 years. “We’re stranded at sea,” Eggleton said over the phone Monday from aboard the MS Marina, a massive cruise ship with the Oceania line. “We are at sea and don’t have a destination port yet. There are a lot of people anxious about that. “We were supposed to, yesterday, dock at Lima, Peru, and this would have been our disembarkation port, but we couldn’t stop. They subsequently tried to go back to a port we had been in previously, near Santiago, Chile, but that was closed as well.” As he spoke, the Marina was well out at sea, off the coast of Ecuador, heading north in search of a friendly port. There are no COVID-19 cases on board, he said. Read more…. https://nationalpost.com/news/canada/oceania-ms-marina-cruise-ship-stranded

23 March, 2020: 'GET US THE HELL OFF': NEARLY 250 CANADIANS ABOARD SHIP WITH PASSENGERS, CREW EXHIBITING FLU-LIKE SYMPTOMS Thirteen passengers and 29 crew members have fallen ill with influenza-like symptoms on board a Holland America Line cruise ship currently off the coast of Chile. And Canadians on the ship — which has been searching for a place to dock since March 14 — are desperate to get home. The ship is carrying 1,829 people: 586 crew and 1,243 passengers, 247 of which are Canadian. Michael Kasprow, of Toronto, said his 82-year-old mother, Julie, is on the ship with a friend, also in her 80s. Neither are currently sick, he said, but he's worried that the illness some of the passengers are experiencing could be COVID-19. "We've seen what it can do on a cruise ship, and I just feel like they're sitting ducks," Kasprow said. Holland America has no kits on board to test for COVID-19, the illness caused by the novel coronavirus. The company says all ill individuals have been quarantined since Sunday and that the remaining passengers and non-essential crew have been asked to remain in their cabins as a precautionary measure. 23 March, 2020: THE VERY SPECIFIC REASON WE SHOULDN’T BAIL OUT THE CRUISE INDUSTRY Last week, I wrote that the appropriate economic response to the coronavirus crisis was to “bail out everyone,” including crippled industries like airlines and hotels. The government needs to prevent short- and long-term harm wherever possible during this ordeal, which means preventing needless layoffs and bankruptcies at massive employers. It’s fine to attach strings, like requiring companies to maintain payrolls (which Democrats are pushing for and Republicans have resisted). But in general, we shouldn’t be overly picky about who gets a hand. There is one notable exception to this rule, however: We should not bail out the cruise industry. The White House has repeatedly suggested that the sector would receive some sort of help, with President Donald Trump himself saying that along with hotels and airlines, cruise companies would be “prime candidates” for government aid. But they really aren’t. It would be fine to let Carnival and Royal Caribbean go under. Read more… https://slate.com/business/2020/03/cruise-industry-bailout-no-way.html

23 March, 2020: CORONAVIRUS: RUBY PRINCESS CRUISE SHIP REPORTEDLY NOW HAS 48 CASES NSW govt 'to answer for' infected passengers disembarking cruise ship. The Border Force Commissioner has shifted responsibility for thousands of Ruby Princess cruise ship passengers being allowed to disembark in Sydney without widespread COVID-19 testing. At least 26 people have since tested positive to coronavirus and all passengers and crew have been asked to self-isolate for 14 days. Speaking with Sky News, Australian Border Force Commissioner Michael Outram attempted to distance his agency from the criticism and said it was a matter for the NSW government to explain. 'I can't answer (why everyone on

board wasn't tested for the virus). That is a matter really for NSW Health, he said. 'What I might say there was a similar vessel that came into port in Victoria where there were some passengers with flu-like symptoms. 'All the passengers, in that case, were held on the vessel until those passengers were tested, the swabs were analyzed and the results were known.' Almost 50 passengers who were on-board the Ruby Princess cruise ship, which docked in Sydney last week, have returned a positive test for COVID-19. According to NSW Health, 48 people who travelled on-board the cruise ship returned a positive test, bringing the number of confirmed cases in NSW up to 669. On Sunday, Western Australia Premier Mark McGowan lashed NSW’s handling of cruise ship passengers who disembarked in Sydney after it was revealed at the time 18 passengers were confirmed positive for the deadly virus. 23 March, 2020: CARNIVAL CEO DEFENDS CORONAVIRUS RESPONSE, SAYS 'A CRUISE SHIP IS NOT A RISKIER ENVIRONMENT' Carnival Corp. CEO Arnold Donald defends his company's response during the coronavirus outbreak and insists that cruising did not place passengers in a risky environment. During an "Axios on HBO" interview that aired Sunday, Donald, head of the parent company for Princess Cruises and Carnival Cruise Line, deflected blame for continuing cruises despite the growing threat of the virus outbreak, now a pandemic. "20/20 hindsight, could everyone have done something sooner? Perhaps," said Donald. "But it was an evolving, learning situation." The Diamond Princess has been referred to as an "a floating epidemiological disaster" after it carried an infected passenger part way on its journey before returning to its home port in Yokohama, near Tokyo, on Feb. 3. After what began as a 14-day quarantine, 705 people on the ship were infected with coronavirus when all disembarked March 1. The Centers for Disease Control and Prevention warned on March 8 that Americans, especially those with underlying heath conditions, "should not travel by cruise ship" because there was an "increased risk of infection of COVID- 19 in a cruise ship environment." 23 March, 2020: NORWEGIAN JEWEL HAD TO CUT CRUISE SHORT DUE TO CORONAVIRUS. THEN, IT FACED MECHANICAL PROBLEMS. HONOLULU (AP) — A cruise ship that had to cut short its trip because of the coronavirus and mechanical problems docked Sunday in Honolulu’s harbor. The Norwegian Jewel, which carried about 2,000 passengers, docked in the late afternoon, the Honolulu Star-Advertiser reported. The ship has problems with its propulsion, which will be repaired at Honolulu’s harbor, the Hawaii Department of Transportation said. The repairs to the ship must be made without passengers aboard, the department added. “A detailed plan is being developed with Norwegian Cruise Line that keeps passengers isolated to avoid any potential strain on Hawaii’s resources, while also addressing the well-being of the cruise line passengers who have been at sea for a very long time,” said Jade Butay, director of the Hawaii Department of Transportation. The ship had to cut short its 23-day cruise of Australia and French Polynesia because many ports were closed due to the coronavirus, the ship’s owner, Norwegian Cruise Line, said in a
