This session will highlight the efforts of three countries to leverage cash transfer programs for the delivery of additional services that enhance human capital and nutritional outcomes toward a more holistic approach. These interventions are particularly focused on children and youth both in terms of early childhood development, and the facilitation of productive employment for young people. A key element in all programs is the ability to expand underlying delivery systems to efficiently incorporate these new services. Country Cases Djibouti Originally structured as a short-term response to the negative impacts of the financial crisis, an innovative Social Safety Net Program with a particular focus on women has been developed and implemented in Djibouti. The SSN program links employment creation opportunities to the improvement of nutrition practices. -

Ali Yedan1* and Danni Abdoulaye Oumarou2 1Ph.D. in Economics, Economic Commission for Africa. 2Ingenieur Statisticien Economiste, Institut Danni Search, Niamey, Niger. Accepted 27 November, 2018 ABSTRACT This paper aims to assess the impact of the parents' education on the progeny schooling using the Demographic and Health Survey (DHS) data of Niger. It focuses on verifying whether the mothers' education better impacts the children schooling, and therefore measures the intergenerational efficiency of the pro girls schooling policies in the case of Niger. The results prove that the education of female today could lead to a significant increase in the education of the children of tomorrow. However, this rise is slightly (or even not significant according to econometric models) lower than the rise due to the education of male. Furthermore, having both parents educated and uneducated have respectively strongly positively and negatively significant impact on the probabilities that their children go to school. Therefore, with the goal of an education system dynamically efficient, there is a necessity not to neglect the endeavors and political decisions for male in Niger. Any prioritization of one sex over the other is not justified in a mid or long-term vision, especially females' one over males. In 2004 voters elected Mamadou Tandja to a second five-year presidential term in an election that international observers deemed generally free and fair. The ruling coalition of the National Movement for the Development of Society (MNSD) and the Democratic and Social Convention (CDS), joined by four other parties, won a majority of national assembly seats. President Tandja's second--and final, due to constitutional limits--five-year term was due to expire on December 22, 2009; however, he organized a controversial referendum that established the Sixth Republic and allowed him to remain in office for three additional years and that eliminated the term-limits provision, although this provision was specifically prohibited from revision in the 1999 constitution. To consolidate the power needed to approve these changes, President Tandja dissolved the National Assembly and the Constitutional Court, modified the electoral code, restricted basic freedoms, curtailed press freedom, and granted himself emergency powers to rule by decree and executive order. In 2007 the Tuareg rebel group Nigerien Movement for Justice (MNJ) launched a series of attacks against military and strategic installations in the north. -

DTM ACTIVITIES IN NIGER ARE SUPPORTED BY: Project funded by the European Union Project implemented by IOM FLOW MONITORING REPORT NIGER MARCH 2021 FLOW MONITORING ● NIGER Report # 45 MARCH 2021 ● INTRODUCTION Publication : April 2021 INTRODUCTION KEY FIGURES In order to better understand migratory movements and trends in West and Central Africa, IOM, through the Displacement Tracking Matrix (DTM), implements the activity of Monitoring flows of populations (Flow 6 flow monitoring points (FMPs) in Niger Monitoring, FM). Flow monitoring, which is implemented in close collaboration with the authorities and national and local partners, is made up of two tools: the 2,040 travelers on average observed daily Flow Monitoring registry (FMR), which collects key data on the extent, origin, destination and methods of mobility flows, and individual surveys (Flow Monitoring Survey, FMS), conducted among travelers in order to obtain information on the profiles, migratory routes and intentions of migrants. The monitoring of population flows thus collects data on 3% decrease of travelers since the previous month migratory flows and trends, the profiles of travelers and the journeys and intentions of migrants, in order to provide a better understanding of mobility in West and Central Africa. In Niger, the DTM collects data at 6 Flow Monitoring Points (FMPs), in order 29% incoming individuals recorded to identify areas with high cross-border and intra-regional mobility and collect data on mobility trends, profiles and the journey of travelers in the country. This report presents the data obtained through the flow monitoring 33% outgoing individuals recorded recording activities in march 2021, at the level of the 6 FMPs installed in Niger. -
