North East Enterprise Region

The North East Enterprise Region The North East Enterprise Region has a robust population over 40,000 people and includes the City of Melfort, the Towns of Arborfield, Carrot River, , Hudson Bay, Kelvington, , Nipawin, , , Tisdale, and several rural that each holds their own unique attributes. There are a number of community based development groups and a diverse industry base from agriculture to forestry to tourism to potential mining opportunities and oil and gas exploration in and near this region.

The North East Enterprise Region (NEER) mission is to facilitate the attraction of business, people, wealth, and investment to our region.

The North East Enterprise Region has collected key community information to assist individuals in exploring development opportunities in north eastern Saskatchewan.

Regional Transportation Linkages

Rail services North East Saskatchewan is serviced by a main Canadian National (CN) Line that runs directly through the region up to the Port of Churchill. There are also several Canadian Pacific (CP) and CN branch lines and short lines in the area. The railway network in this region provides excellent support for industry growth and export readiness.

Thunder Rail and Torch River Rail offer short line rail services in the region.

Highways and grid roads North East Saskatchewan is well connected by Saskatchewan’s provincial highways. Running North/South are provincial highways, #6, #35, and #9 and running East/West there are provincial highways #55, #3 and #49. Highway #9 is also known as the Saskota Flyway because it’s an international highway extending from North Dakota up past Hudson Bay, to the Manitoba border. The highway surfaces are mostly categorized as either paved or granular. There are sections of highway #55 and #9 (North of Hudson Bay), that are gravel. Most of the highways in the region are primary weight, seasonal primary weight and secondary weight.

Air services There are several airports in the region. There are locally operated municipal airports in Melfort, Tisdale, Nipawin, Arborfield, Porcupine Plain, Kelvington, Naicam and Preeceville. The Province of Saskatchewan operates the Hudson Bay airport as a fire protection base, part of a larger Saskatchewan fire protection base network. Local Tax Incentives

6.1.1 BUSINESS INCENTIVE POLICY (R)

The following is “Business Incentive Policy” as presented by Community Development, Promotion & Communication Standing Committee and approved at Council Meeting dated Jan. 9/06 (Res. #43):

Existing Businesses Expanding & New Business Incentive Policy:

1.0 Purpose: 1.1 To stimulate business expansion and new business development within the Town of Nipawin. 1.2 To decrease the number of vacant commercial buildings. 1.3 The final goal of this policy is to increase the long term commercial assessment in Nipawin. 2.0 Definitions: 2.1 Definition of an existing business: x A business that currently has been licensed by the Town of Nipawin for a minimum period of one year. x A business subject to commercial/industrial taxation, thus home-based businesses subject to grants in lieu are excluded.

2.2 Definition of a new business: x Any business that does not hold a valid Town of Nipawin business license, and any business that has held a valid Town of Nipawin business license for under a one-year period. x Any business that is subject to commercial taxation. Home-based businesses and businesses subject to grants in lieu are excluded.

2.3 Definition of a Developer: x Any business that builds new commercial/industrial space or makes additions to existing commercial/ industrial space for the purpose of leasing or selling to another party. x A local developer is defined as a business that has their head office in Nipawin for a period of no less than one year.

2.4 Definition of Taxation Exemption: Page | 7 x Both municipal and school taxes are to be exempt as allowed in the Municipal Act, Section 298 (5) & (6).

3.0 Policy: 3.1 Existing Businesses: Any existing business or local developer will qualify for the following tax exemptions: x The tax exemption will be applied to any increased assessed value (improvement), of an existing building due to new construction. x The exemption will also be applied to the assessed value of any expansion of new construction on bare land.

The exemption for an expanding business will be applied as follows: x 100% exempt in year one x 100% exempt in year two x 100% exempt in year three x 100% exempt in year four x Full taxation in year five

3.2 New Businesses: Any new business or out-of-town developer will qualify for the following tax exemptions: x The tax exemption will be applied to any increased assessed value, (improvement), of an existing building due to renovations or new construction. x The exemption will also be applied to the assessed value of any expansion or new construction on bare land.

The exemption for a new business will be applied as follows: x 100% exempt in year one x 100% exempt in year two x 100% exempt in year three x Full taxation in year four The exemptions are applied once the expansion (additions/improvements) or new construction is assessable. *The exemption does not apply to the assessment of any land

3.3 Provision of Municipal Services x In lieu of a three or four year tax exemption, a business may apply the estimated value of the municipal portion of the tax exemption to the municipal costs related to land purchase, or improving or installing municipal services, for example, water and sewer, road upgrades, paving, etc. x The resulting increase in municipal tax revenue from the property will be applied to the costs incurred by the for a three or four year period, depending whether the business is new or expanding. x The costs associated for the provision of services, shall not exceed the municipal tax revenue, for the incentive period.

3.4 Commercial Renovation Policy for Existing Vacant Buildings x Council may approve an exemption of taxes, for a period of time of up to six months, while a business Page | 8 is renovating an existing building. x During the period of exemption, no commercial activity may take place on the property. x Each request will be presented and approved by Council on an individual basis.

3.5 Commercial Renovation Policy for Occupied Buildings: x Council may approve any partial or full exemption of taxes based, for a period of time of up to six months, while an existing business is operating within a building that is under renovation. x The renovation must result in an increase of assessment. x Each request will be presented and approved by Council on an individual basis.

* Any exemptions will not apply to the assessment of any land.

* Council reserves the right to approve each incentive package individually and to customize incentives to any specific project. * If at any time the taxes are in arrears on the affected property, all incentives will be withdrawn and full taxes become payable for the project.

6.1.3 HOUSING (REPLACEMENT HOUSING PROGRAM) (R)

THAT the following replacement housing program be implemented to stimulate new housing in older areas of Town, as recommended by the Administration Committee:

a) Properties with an existing house that will be demolished and a new single family or duplex residential house constructed on the same location are eligible for the program. b) Demolition and building permits must normally be approved simultaneously and construction must be substantially complete within one year. c) Upon certification from the Town’s Building Inspector that the house is substantially complete, approved applicants for this incentive will receive tax exemptions as follows: i) 100% municipal tax exemption for the construction of a new home in the year the building permit is issued. Plus taxes on the old house will be cancelled from the date permit issued. ii) 75% municipal tax exemption as a result of the new building in year two. iii) 50% municipal tax exemption as a result of the new building in year 3. iv) 25% municipal tax exemption as a result of the new building in year 4. d) The house must be substantially complete within 12 months of the initial application. e) Ready-to-move houses are eligible for this program. f) The tax exemption agreement is transferable to a new owner who purchases the property before the expiration of the exemption period. g) Additional assessment added to the original property, such as basement rooms, will receive the tax exemption for the remaining period of the exemption. h) Taxes must be kept current. If property goes into arrears the agreement to provide tax exemptions shall become null and void. (Res. #22, Sept. 8 Council Min.)

6.1.4 INFILL LOT INCENTIVE PLAN (R)

THAT the following infill lot incentive plan to stimulate development on vacant lots in established areas, be approved, as recommended by the Administration Committee:

a) The infill policy for development of new housing in established areas shall apply to Town and private vacant lots that have been serviced with water and sewer for more than 20 years. (Serviced means that water and sewer mains are installed in the street abutting the lots). b) An incentive based on exemption of municipal taxes only for the construction of a new building shall be applied as follows: Page | 9 x 100% municipal tax exemption for the construction of a new home in the year the building permit is issued. x 75% municipal tax exemption as a result of the new building in year 2. x 50% municipal tax exemption as a result of the new building in year 3. x 25% municipal tax exemption as a result of the new building in year 4. c) The tax incentive shall be transferable to a new registered owner who purchases the property before the expiration of the incentive period. d) Taxes must be kept current. If property goes into arrears the agreement to provide tax exemptions shall become null and void. (Res. #23, Sept. 8/03 Council Minutes)

6.1.7 MULTIPLE UNIT HOUSING INCENTIVE POLICY (R)

The following is “Multiple Unit Housing Incentive Policy” as presented by Economic Development & Tourism Department, and adopted by Town of Nipawin Council on Sept. 11, 2006 (Res. 14(d): Multiple Unit Housing Incentive Policy: 1.0 Purpose: 1.1 To stimulate housing expansion through new “duplex”, “dwelling group”, “multiple unit” housing development within the Town of Nipawin. 1.2 To increase the capacity for residential accommodation, thus fostering an environment for retention of residents and attraction of new residents. 1.3 The final goal of this policy is to increase the long-term residential assessment in Nipawin. 2.0 Definitions: 2.1 Definition of a “duplex”: A building divided into two dwelling units, on one or separate title(s). 2.2 Definition of “dwelling group”: A group of two of more detached one-unit dwellings, two unit dwellings or multiple unit dwelling or combinations thereof occupying the same site. 2.3 Definition of “multiple unit” housing: A building divided into three or more dwelling units and shall include town or row houses and apartment houses, but not rooming houses, hotels or motels. A multiple unit will accommodate three or more complete residences, that may be leased or sold to another party, excluding basement suites or small rooms for rent within a single unit residential property. 2.4 Definition of a “condominium”: A multiple unit dwelling that may be legally divided and individual titles may be assigned by a “Condominium Certificate of Title”. A condominium may be constructed in an apartment style complex or town house style complex. 2.5 Definition of an “apartment”: A multiple unit dwelling that consists of “dwelling units” for rent or lease. 2.6 Definition of “dwelling unit”: A separate set of living quarters, whether occupied or not, usually containing sleeping facilities, sanitary facilities and a kitchen or kitchen components, but does not include boarding houses or rooming units. For the purposes of this definition, “kitchen components” include, but are not limited to, cabinets, refrigerators, sinks stoves, ovens, microwave ovens or other cooking appliances and kitchen table and chairs. 2.7 Definition of a Developer: 2.7.1 Any entity that builds new a duplex, a dwelling group or a multiple unit dwelling for the purpose of renting, leasing or selling to other parties. Page | 10 2.7.2 A local developer is defined as an entity that has their head office in Nipawin for a period of no less than one year. 2.8 Definition of Taxation Exemption: Both municipal and school taxes are to be exempt as allowed in “The Municipalities Act”, Section 298 (5) & (6). 3.0 Policy: 3.1 Duplex Development Any development of a duplex will qualify for the following incentives and tax exemptions: 3.1.1 The tax exemption for a new duplex will be applied as follows: x 100% tax exemption until one or more units is occupied, for a period of up to two years after construction completion.

*The exemption applies only to the improvements. The land portion of the assessment remains taxable. 3.1.2 Any development of a duplex will qualify for a cash incentive of $ 1,500 per unit. Application for the incentive must be made prior to construction and must include an approved building plan and obtain the required building and development permits. 3.1.3 Upon certification from the Town’s Building Inspector that the duplex is complete and ready for occupancy, approved applicants shall receive a cheque from the Town of Nipawin for the amount of the incentive. 3.1.4 This incentive may not be combined with the “Replacement Housing Program Policy” or the “Infill Lot Incentive Plan Policy”. 3.2 Condominium Development: Any development of a condominium will qualify for the following incentives and tax exemptions: 3.2.1 The tax exemption for a new condominium will be applied as follows: x 100% tax exemption until each unit is sold or occupied, for a period of up to two years after construction completion. *The exemption applies only to the improvements. The land portion of the assessment remains taxable. 3.2.2 Any development of a condominium will qualify for a cash incentive of $ 1,500 per unit. Application for the incentive must be made prior to construction and must include an approved building plan and obtain the required building and development permits. This cash incentive is only available to the developer and is not transferable. 3.2.3 Upon certification from the Town’s Building Inspector that a condominium unit is complete and ready for occupancy, approved applicants shall receive a cheque from the Town of Nipawin for the amount of the incentive. 3.2.4 This incentive may not be combined with the “Replacement Housing Program Policy” or the “Infill Lot Incentive Plan Policy”. 4.0 Conditions: 4.1 Tax exemptions will apply only to the improvements. The land portion of the assessment remains taxable. 4.2 Council reserves the right to approve each incentive package individually and to customize incentives to any specific project. 4.3 If at any time the taxes are in arrears on the affected property, all incentives will be withdrawn and full taxes become payable for the project.

Water Supply

Nipawin’s water supply is from five wells and has a total of 1.1 million gallons (5,000,490 litres) of underground storage. Present daily consumption averages approximately 400,000 (1,818,400 litres) with peak days (summer) reaching a high of approximately 600,000 gallons (2,727,600 litres). There is 38.8 kilometres (24 miles) of water mains plus 1,900 water meters and 139 fire hydrants.

The town’s sanitary sewage is treated by a 180 acre sewage lagoon and is discharged in early spring and late fall

Available Power Capacity and Usage from SaskPower As the principal supplier of electricity in Saskatchewan, SaskPower serves more than 445,000 customers and manages $4.2 billion in assets. SaskPower has over 2,400 permanent full-time employees located in 71 communities.

SaskPower operates three coal-fired power stations, seven hydroelectric stations, four natural gas stations and two wind facilities with an aggregate generating capacity of 3,214 megawatts (MW). SaskPower also has purchase agreements with the Meridian Cogeneration Station, Cory Cogeneration Station, SunBridge Wind Power Project and NRGreen Heat Recovery Project. Total available capacity is 3,668 MW. Page | 13 SaskPower maintains more than 155,000 kilometres of power lines, 52 high voltage switching stations and 174 distribution substations. SaskPower also operates three wholly-owned subsidiaries - SaskPower International, NorthPoint Energy Solutions and SaskPower Shand Greenhouse.

SaskPower has three-phase 25 kV power services in Nipawin. The exact electrical requirements from a potential customer will need to be identified once the potential customer has been identified. SaskPower works with customers to ensure the customer has the electricity required to run their facilities. SaskPower is responsible for making electrical service available if required by the customer. Commercial customers typically require 25 kV service (or below) which is available in Nipawin.

The critical issue for SaskPower is the time required to install a transmission service (72 kV, 138 kV, and 230 kV) if required by the customer. Depending on the length of line required, SaskPower can require three years notice to ensure transmission facilities are installed when required by the customer. This lead time typically works nicely with the customer's requirements to build new plants and install equipment prior to needing the electricity to energize it.

Natural Gas services from SaskEnergy and TransGas SaskEnergy is Saskatchewan's natural gas distribution company, a provincial Crown corporation in operation for over half a century in Saskatchewan.

SaskEnergy delivers the benefits of safe, convenient and environmentally friendly natural gas to more than 347,000 residential, farm, commercial and industrial customers throughout Saskatchewan. SaskEnergy purchases natural gas from independent suppliers and transport it through a 67,000-kilometre distribution system to 92% of Saskatchewan communities.

SaskEnergy has natural gas facilities in Nipawin. Page | 14 There are many factors attributing to the availability of natural gas for industrial customers. Specific site location as well as the load requirements of the plant are the most crucial. Once there is a specific site location and specific load requirements, SaskEnergy can prepare a design and cost estimate for natural gas service to the plant.

Generally on larger projects, we require 6-8 weeks for a design and pending the size of the project, construction can require 6-8 months lead time before the natural gas service is installed.

Cell Coverage from SaskTel and any other available providers

SaskTel offers digital cellular coverage across most of the communities in the North East. Recently SaskTel began enhancing services with 3G+ wireless network coverage across Saskatchewan. North east communities will be receiving expanded 3G+ wireless coverage as the network expansion continues during 2011.

Telus offers services across Saskatchewan through SaskTel’s infrastructure and will provide 3G+ service access in the north east as SaskTel expands its 3G+ network.

Fire Coverage Nipawin's Fire Department is composed of a full-time Fire Chief and 24 paid volunteers providing 24-hour service, seven days a week. The Department operates six trucks and provides fire protection services to the Town of Nipawin, Village of , RM of Nipawin and Divisions One and Four of Torch River (2 miles west of Love and north to the Torch River boundary). The Fire Department also has a mutual aid agreement with neighbour communities. Page | 15 The Fire Department also operates an emergency rescue including the "Jaws of Life" primarily used in car accidents. Nipawin's Fire Chief also acts as Emergency Measures Organization representative for the area and carries out regular meetings and practices. The emergency Phone Number is 9-1-1.

Police Coverage The Royal Canadian Mounted Police are the law enforcers for the Nipawin and surrounding municipalities. They cover an area west to Love, south to Ridgedale, north to Narrow Hills Provincial Park and east to .

The headquarters are located at 119 Nipawin Road East in Nipawin. The new headquarters building was opened in 2006 beside the old headquarters. The detachment has a total compliment of thirteen members plus two full-time

stenographers. Under the supervision of a Staff Sergeant, the detachment includes one corporal, ten constables and five radio equipped vehicles.

Airports with Runway Lengths The Nipawin Airport has two runways, the northeast/southwest-paved runway is 902 meters (2,960 feet), the northwest/southeast runway is turf and is 914 meters (3,000) feet long. There is no land problem to extend either of these runways 91 meters (300 feet). Asphalt taxiway was put in place in 1981 to provide access to active runways. A non-directional beacon, 402 kHz, is operational at the airport and has a radius of 90 kilometres (50 miles). Unicom frequency is 122.8.

The Town of Nipawin is responsible for general maintenance of the airport runways and taxiways. Private hanger owners pay rent to the Town and taxes to the Rural Municipality. Rent for hangars is $250.00 per year and rent for tie-downs is $185.00. Each tie down (about 20) is equipped with underground wiring. The Town pays the energy costs for tie-downs only.

As of September 1st, 2005, the weather station at the Nipawin Airport replaced its METAR system to AWOS (Automated Weather Observation System). Under the METAR system, special readings were taken hourly by a qualified individual. The AWOS is able to provide more information than the previous system because the readings are made by a stand-alone for aviation use. The AWOS eliminates any restrictions previously placed on the airport from receiving distant altimeter readings from PA, thus allowing pilots to approach the airport at a lower altitude.

Landfill

Nipawin & District Region Sanitary Landfill

The site recycles metal, tires, batteries and processes the compost collected in Town. The Town of Nipawin, R.M. of Nipawin and Village of Codette currently own 49 hectares of land dedicated to landfill development. With only .6 Hectares of land being used per year, the landfill site should be adequate for the next 60-80 years. The facility has become a regional landfill shared by the RM of Arborfield, Town of Arborfield, Village of Zenon Park, Town of Carrot River, Village of Aylsham and portions of the R.M.s of Moose Range and Connaught. The landfill services approximately 9,500 people.

There is one full time employee at the landfill site during operation hours. These hours are as follows: x Monday to Saturday: 8:30 – 5:30 x Closed Sundays and Statutory Holidays
