SMOKE AND MIRRORS (The United Nations to Grand Central Station) ____________________________________________ At the edge of the world sits a Tower. And this Tower is no structure of brick and mortar, but a kind of illusion; a trick of the light, flickering electric blue in and out of sight; a coalescing of vapors; of misplaced goodwill. The kings and queens of the world attend here, pronouncing PEACE, while raining armaments on those of their own, or those of their own they believe to be not. But still the pilgrims come in the thousands from the Terminal seeking an audience, uninformed or disregarding of this Congregation’s inadequacy. Through miles of devastated landscape they come with their fragile appeals in their hands, towards the Tower shimmering like a mirage in the distance; and the mediaeval brick city-fortress that guards its flanks. Around them, light and shadow play upon pillars of glass and steel, reflected one upon the other so reality is indiscernible from reflection; so the pilgrim, his eyes confused and diverted, does not realise that there is in fact, nothing behind the smoke and mirrors; that this entire landscape of grandiose ideals is insubstantial. Ting 8 1 – The United Nations Secretariat Tower, completed in 1952 and designed by an international committee of architects, including Le Corbusier, Oscar Niemeyer, amongst others. Ting 9 2 – Isaiah 2:4, on the Scharansky steps, named after a Soviet dissident, and part of the Ralphe Bunche Park. This park is across from the UN complex. 3 – Channelling Hampton Court: Tudor City, a luxury residential project built between 1925-28, by the Fred F.

Kern Chair Jesse Bodine District Manager December 8, 2020 Sarah Carroll, Chair Landmarks Preservation Commission Municipal Building, 9th Floor One Centre Street New York, NY 10007 Re: 400 West 57th Street, The Windemere — Storefront Design Project Dear Chair Carroll: OnDistrict November Manager 24, 2020, at Manhattan Community Board 4’s (MCB4) Clinton/Hell’s Kitchen Land Use (CHKLU) Committee meeting, Albert Faks, the Project Manager for the Windemere historic restoration team, along with Ilya Chistiakov, the architect for the restoration, presented plans for the restoration of the building’s storefronts along Ninth Avenue and the corner of West 57th Street. The Windemere is a landmarked building on the southwest corner of Ninth Avenue and West 57th Street. The restoration work includes cleaning and repairing the original cast iron columns, restoring brickwork, adding wood cornices, new glass and wood bay windows and doors to match the originals. At its December 2, 2020, regularly scheduled full board meeting, MCB4 with 38 in favor, 0 opposed, 0 abstaining, and 0 present but not eligible, voted to commend the meticulous restoration work undertaken by Mr. Faks’ team and to recommend approval of the proposed historic restoration work on the storefronts. The Board finds restoring the stairs to the cellar and railing on the Ninth Avenue sidewalk is not called for as both features were removed before the building was landmarked and restoring them would create unacceptable obstacles to current pedestrian traffic.

  • How the Rich Get a Big Real Estate Tax Break - Nytimes.Com
7/12/13 How the Rich Get a Big Real Estate Tax Break - NYTimes.com July 12, 2013 How the Rich Get a Big Real Estate Tax Break By JULIE SATOW The rarefied few who can afford to shell out tens of millions of dollars for an apartment in one of the gleaming new condominiums being built across New York City may be searching for luxury, but in some cases they will find an unexpected perk: a break on real estate taxes that can mean tax bills as low as $96 a month. At 56 Leonard Street, where a penthouse just went into contract for $47 million, the buyers are poised to receive a 76 percent break on their real estate taxes. At 150 Charles Street, an ultraluxury development in the West Village, the tax break is 70 percent. And at One57, the 90-story skyscraper in Midtown where asking prices top $10,500 a square foot, the tax break is an eye-popping 94 percent. A recent review of the offering plans for some of the city’s most expensive new apartment buildings offers an interesting peak into the perquisites and disadvantages of a lavish lifestyle. There are the windfalls, like the generous tax breaks, but there are also oft-overlooked expenses, like mandatory health club and dining-room fees, that can add to a buyer’s bottom line. At 56 Leonard Street, for example, the buyer who is in contract for the record-breaking penthouse would typically pay $140,000 a year in real estate taxes, according to estimates from the offering plan.

Development News Highlights MANHATTAN - MID-2ND QUARTER 2019 PLUS AN OUTER BOROUGH SNAPSHOT Pictured: 315 Meserole Street Looking Ahead U.S. Treasury Releases Additional Opportunity Zones Guidelines On April 17th the U.S. Department of the Treasury issued a highly anticipated second set of proposed regulations related to the new Opportunity Zone (OZ) tax incentive. Created by the 2017 Tax Cuts and Jobs Act, the tax benefi t is designed to drive economic development and create jobs by encouraging long-term investments in economically distressed communities nationwide according to the Treasury department’s press release. The latest 169-page release reportedly delivered guidance in a broader range of areas than many expected, hoping to provide investors who have been on the fence with the clarity needed to begin developing projects in distressed areas nationwide. Some government offi cials anticipate the program could spur $100 billion in new investment into the more than 8,762 zones nationwide, of which 306 are located in New York City; however there exist some concerns among critics that the program will incentivize gentrifi cation, or provide added benefi t to developers for projects they would have been pursued anyway. According to the press release by the Internal Revenue Service (IRS), a key part of the newly released guidance clarifi es the “substantially all” requirements for the holding period and use of the tangible business property: • For use of the property, at least 70% of the property must be used in a qualifi ed OZ. • For the holding period of the property, tangible property must be qualifi ed opportunity zone business property for at least 90% of the Qualifi ed Opportunity Fund’s (QOF) or qualifi ed OZ business’s holding period.

  • Federal Railroad Administration Record of Decision for the East Side Access Project
Federal Railroad Administration Record of Decision For the East Side Access Project September 2012 SUMMARY OF DECISION This is a Record of Decision (ROD) of the Federal Railroad Administration (FRA), an operating administration of the U.S. Department of Transportation, regarding the East Side Access (ESA) Project. FRA has prepared this ROD in accordance with the National Environmental Policy Act (NEPA), the Council on Environmental Quality’s (CEQ) regulations implementing NEPA, and FRA’s Procedures for Considering Environmental Impacts. The Metropolitan Transportation Authority (MTA) filed an application with the FRA for a loan to finance eligible elements of the ESA Project through the Railroad Rehabilitation and Improvement Financing (RRIF) Program. The ESA Project is the MTA’s largest system expansion in over 100 years. The ESA Project will expand the Long Island Rail Road (LIRR) services by connecting Queens and Long Island with East Midtown Manhattan. With direct LIRR service to Midtown East, the LIRR will further increase its market share of commuters by saving up to 40 minutes per day in subway/bus/sidewalk travel time for commuters who work on Manhattan’s East Side. The ESA Project was previously considered in an environmental impact statement (EIS) prepared by the Federal Transit Administration (FTA) in May 2001 and subsequent FTA reevaluations and an environmental assessment of changes in the ESA Project. Construction of the ESA Project has been ongoing since 2001. FRA has reviewed the environmental impacts for the ESA Project identified in the FTA March 2001 Final EIS, subsequent FTA Reevaluations, and the 2006 Supplemental EA/FONSI (collectively, the “2001 EIS”) for the ESA Project and adopted it pursuant to CEQ regulations (40 CFR 1506.3).
