Dear Crystal:

Request for Comments-MGM Energy Corp.-East Mackay Drilling Project, Near Tulita, NT.

Thank you for the opportunity to review and comment on the above noted project application for a water licence and land use permit application for the MGM project.

Even though some aspects of the project crosses through the Block Land Transfer (BLT) for the community of Tulita all of the project is situated on Private Lands. Municipal and Community Affairs (MACA Lands Division) has no jurisdiction to grant access on any of these lands. My main concern from a land administration perspective has to do with the Coast Guard’s Reserve which is near little Bear river adjacent to the proposed staging area and construction camp (map attached).

There is no detail with respect to the establishment of this camp or even a site plan for the construction camp and staging area which I assume is entirely on Sahtu Lands. From looking at some of the maps provided, MGM Energy maybe proposing to create an alternate access from Little Bear River. We recommend that should MGM Energy go near or cross over this Federal government reserve they should contact Bonnie Taptuna at 867-874-5553 of the Marine Aids Program in Hay River.

One another matter. MGM Energy Corp makes references (Appendix 7, Waste Management Plan, pgs.15-16) to possibly hauling waste water to the Town of and/or to the Hamlet of Tulita’s waste disposal facilities. Additional waste disposal to any of these facilities, even the garbage dumps, may have unforeseen impacts so we ask that agreements and written approvals be obtained from these community governments prior to disposing of any waste water or garbage.
