Rural Isolation Across South Warwickshire Districts Introduction The needs assessment raises the issue that bus accessibility to local hospitals in Stratford‐on‐Avon District and in parts of Warwick District can be considered poor, and travel times can be over 60 minutes in rural areas. This report follows two previous reports which were produced by the

Warwickshire Observatory for Stratford‐on‐Avon District and Warwick District This report focuses on rural isolation and aims to highlight the Lower Super Councils which focused on achieving social inclusion across the two districts. Output Areas (LSOAs) which may be home to people considered to be the most

rurally isolated and also focuses on the key themes and issues which affect The Localities & Partnerships Service (Warwickshire County Council), Stratford‐ these people. on‐Avon District Council and Warwick District Council have jointly commissioned a further report with the aim of focusing on rural isolation across the South

Warwickshire Districts. Warwick District Council and Stratford‐on‐Avon District

Council both wish to review their approach to working with partner agencies towards achieving social inclusion across the rural areas of the two districts.

This report sits alongside the Total Transport Needs Assessment which has been produced as part of the Warwickshire Joint Strategic Needs Assessment process by the Warwickshire Public Health Team. The needs assessment aims to assess available transport and health data to ascertain the non‐emergency needs of the population. It is important to consider the key issues emerging from the needs assessment when looking to focus partnership work in the key areas of rural isolation which are highlighted in this report.

In rural areas, the Needs Assessment advises a clear need for voluntary transport services where users have disabilities (primarily mobility issues and visual impairments). It highlights that the West Midlands Ambulance Service

(WMAS) transported the highest percentage of health related users in general and Voluntary Action Stratford‐on‐Avon (VASA) reported a higher demand and transported on average more than double the amount of users from their district compared with all of the other voluntary transport services.

In population terms, the 2015 Mid‐Year Population Estimates released by ONS reveal that there are 261,453 people living in South Warwickshire, of which The analysis is based upon producing a model that describes social exclusion for 120,492 live within the rural LSOAs of both Stratford‐on‐Avon and Warwick the rurally isolated at a local level whilst also identifying overarching themes Districts. Maps for each of the ten LSOAs which are classified as the most rurally isolated can be found within the 0 analysis by area section. By comparison, at 16%, the proportion in Warwick District 24,992 people aged 65 years plus living in rural LSOAs, which is 26% of the total which are classified as rural is much lower (14 out of 86). Rural Isolation Across South Warwickshire Districts Further reading that may help supplement this document is a new report published in January 2017 by Rural England titled ‘State of Rural Services 2016’1. The report aims to assist policy development and debate for the benefit of rural residents and businesses.

It highlights issues around future service provision in rural areas, for example bus services and bank branches, with reductions in bus services affecting access to a range of services. It also highlights the increasing number of older people in rural areas and the pressure it puts on GP surgeries and adult social care services. The authors also highlight the fact that the third sector or community volunteers are more likely to be found in rural areas and are playing an increasing role in service delivery.

On a positive note the report highlights the benefits of an older healthier population where retired people in good health living in rural areas make up a large proportion of community volunteers engaged with providing community run services.

we have chosen to also highlight the top five LSOAs in Warwick District. The Rural Isolated Areas – Detailed Breakdown highest percentage claimed in the other LSOAs is 1.8% and thirteen do not have any claimants.  The LSOA also ranks in 1st place for the indicator that measures road distance to a GP with the average distance that households would have to travel being 7.7km. The top ranking LSOA has a distance of 0.5km.

 Ranks 3rd for the indicator which measures the proportion of households which are fuel poor with 23.3% of households in the LSOA being in poverty. The percentages for the top and bottom ranking LSOAs are 25.8% and 3.0% respectively.

The following section outlines in greater detail the results for the eleven st indicators. There are LSOAs which may not have featured in the top ten LSOA Alcester East & Island ranks 1 where 24.1% of the households within the LSOA breakdown but which rank highly for individual indicators. The sections below have stated that they do not have access to a car or van. Rural Isolation Across South Warwickshire Districts Indicator Nine: People in Receipt of Pension Credits Just under one fifth (19.9%) of people aged over 60 in Alcester North and Conway are claiming pension credits (75 claimants) with 73% of those claimants All of the top ten ranked LSOAs for people in receipt of pension credits are being female.
