Tookany/Tacony-Creek Integrated Watershed Management Plan Tookany/Tacony-Frankford Watershed Partnership Mission Statement The Tookany/Tacony-Frankford Watershed Partnership is a consortium of proactive environmental groups, community groups, government agencies, businesses, residents and other stakeholders who have an interest in improving the Tookany/Tacony-Frankford Watershed. The goals of the initiative are to protect, enhance, and restore the beneficial uses of the Tookany/Tacony-Frankford waterways and riparian areas. Watershed management seeks to mitigate the adverse physical, biological, and chemical impacts of land uses as surface and ground waters are transported throughout the watershed to the waterways. The partnership seeks to achieve higher levels of environmental improvement by sharing information and resources. Simply stated, the mission of the Partnership is: * To increase public understanding of the importance of a clean and healthy watershed * To instill a sense of appreciation and stewardship among residents for the natural environment * To improve and enhance our parks, streams, and surrounding communities in the Tookany/Tacony-Frankford Watershed. May 2005 Executive Summary Foreword This plan presents a logical and affordable pathway to restore and protect the beneficial and designated uses of the waters of the Tookany/Tacony-Frankford Creek basin. Based on extensive physical, chemical and biological assessments, the plan explores the nature, causes, severity and opportunities for control of water quality impairments in the Tookany/Tacony-Frankford Creek watershed. The primary intent of the planning process, as articulated by the stakeholders, is to improve the environmental health and safe enjoyment of the Tookany/Tacony- Frankford watershed by sharing resources and through cooperation among residents and other stakeholders in the watershed. -

Temple I: North 16th Street 1700 block of North 16th Street, Philadelphia, PA The rehabilitation of 58 units of affordable housing in 22 historic brownstone buildings Located in the Lower North Philadelphia Speculative Housing District, these 22 townhomes were built between 1868 and 1875 during a period of extraordinary residential growth linked directly to the northward expansion of Philadelphia’s streetcar lines. Originally built as single-family dwellings for the middle and upper-middle class, they exhibit an exceptional and diverse collection of Victorian architectural styles and original details. You can see this in the elaborate brickwork in the facades along the 1700 block of North 16th Street, as well as in the corbelled window surrounds, glazed tile string courses, beveled brownstone sills and water tables, and elongated wood brackets in the cornice. In 1994, the 22 homes were converted into multi-family buildings through the Low Income Housing Tax Credit Program, yielding 58 units of affordable family housing. By April of 2006, after years of mismanagement and neglect, the buildings were deteriorated and in desperate need of major renovation. The neighborhood was riddled with crime and drug problems. At the request of the equity investor, 1260 stepped in to stabilize operations and preserve long-term affordability of the project. The restoration of this block has preserved 58 units of affordable housing for families, and is a part of a larger plan to revitalize the North Philadelphia neighborhood. 1260 refinanced the project using the American Recovery and Reinvestment Act Tax Credit Exchange program to obtain a loan from the Pennsylvania Housing Finance Agency. -

Transit Strategies SEASONAL AND SPECIAL EVENT SERVICE Public transit, and transportation in general, are often planned to serve trips that are made day- in and day-out. However, some trips are made only seasonally, and others are made to and from special events – for example, WaterFire in Providence and the Newport Jazz Festival. Seasonal and special event transit services serve these types of trips, so as to: Mitigate traffic and parking congestion Provide transportation choices that do not require use of a car Provide access for those who don’t own cars Support the local economy by providing services that encourage tourism RIPTA Beach Bus Ad Types of Services Public transit can be expanded to provide service for different types of events and recreational needs, through a variety of modes including buses, shuttles, trains, and ferries. Seasonal Destinations: At many seasonal destinations, such as Rhode Island’s beaches, peak season travel volumes are very high during the peak season but very low during the off-season. Seasonal service provides service when demand is high but not at other times. At other seasonal destinations, such as Newport, there is demand for transit year-round, but demand is much higher in the summer due to an influx of visitors, summer residents, and summer workers. Sporting and Cultural Events: Sporting and cultural events draw large crowds that create traffic and parking issues. Special event service is designed to serve specific events that draw large numbers of attendees. The special event service can be new service or more frequent service on existing routes. Transit Strategies | 1 Year-Round Tourism Services: Agencies can run shuttles or services targeted at tourists year-round, decreasing the need to rent cars while travelling.
