Overview Ofcom is reviewing the Regional Production and Programming Guidance (‘the Guidance’) 1 and associated reporting and compliance regime to ensure that the regulatory framework is effective in a rapidly evolving production landscape. Nations and regions’ production is a crucial part of the UK television production sector, accounting for almost half of public service broadcaster (‘PSB’) qualifying programme hours2 in 2017. TV production outside of London helps to disperse and stimulate investment and job opportunities in the sector, throughout the UK. This has resulted in the employment of a broad range of talent with a diversity of editorial perspectives, to create a wide variety of programmes for the enjoyment of UK viewers. This can also assist in strengthening regional production centres for the long term and supporting broader creative and cultural economies across the UK. To help promote nations and regions’ TV production, Ofcom has imposed quotas on the PSBs3 to ensure that a suitable proportion of their network programmes are made in the UK outside of the M25 (‘regional productions’). The BBC and Channel 3 services also have quotas to broadcast localised programmes, including regional news, across different areas of the UK (‘regional programming’), and a suitable proportion of these should be made in the local area.

    Archived BBC public responses to complaints 2014 The One Show, BBC One, 14 January 2014 Complaint We have received complaints about Paul O'Grady's appearance on the One Show on 14 January. Some viewers felt that his views on benefit reform were not adequately challenged. BBC's Response The One Show is a topical magazine programme which occasionally reports on prominent news stories. Following media coverage of the debate around Channel Four's Benefits Street, The One Show asked members of the public for their views on the programme. A variety of opinions were heard from all sides of the debate. Following this, and in keeping with One Show tradition, the presenters discussed the issues raised with that day's studio guest, Paul O'Grady. Paul was clearly identified as a Labour supporter, and he was challenged on how he would reduce the benefits bill. Paul's views were forthright, and on reflection more could have been done to put them into context, but it is important to note that balance can be achieved across a number of programmes, and this is a subject that the One Show has covered before and hopes to revisit again in the future. As part of this we seek to ensure quality and value for money for licence fee payers and to challenge BBC management to use everything at their disposal to deliver both. An area where this is particularly complex is the salaries paid to on-screen and on-air talent. During the course of 2006, press reports about presenters’ salaries aroused industry and public concern and led some people to question the BBC’s approach to the talent it employs. This debate was still live when the Trust was established as the BBC’s governing body in January 2007. It was and has remained a topic raised by the public with Trustees during our appearances on radio phone-ins and at public meetings in all parts of the UK. Against this background the Trust commissioned an independent review, conducted by Oliver and Ohlbaum Associates Ltd (O&O), to provide an in depth examination of the BBC’s use of on air and on screen talent. We posed O&O three specific questions: • How do the size and structure of the BBC's reward packages for talent compare with the rest of the market? • What has been the impact of the BBC's policy on the talent market, particularly in relation to cost inflation? • To what extent do the BBC's policy and processes in relation to investment in, and reward of, talent support value for money? We are publishing O&O’s report which seeks to answer these questions, the BBC management’s response to the points it raises and our own judgements informed by this evidence.

Date of review: 22nd October, 2009 Several years ago, audiences in both the UK and Australia were introduced to the wondrous BBC drama Life on Mars. Taking its name from a David Bowie song, Life on Mars followed the intriguing exploits of a 2006 Manchester cop, Sam Tyler, (played by the wonderful John Simm) who was hit by a car and seemingly sent back in time to 1973. The show functioned as a compelling psychological thriller, following Tyler’s efforts to discover what had sent him back in time (was he in a coma, dying, dreaming, or in some kind of limbo-land or Purgatory?) and his attempts to escape 1973 and get back to his life in 2006. At the same time, the show was a loving and at times hilarious re-creation of the 1970s British cop-show milieu (think of The Sweeney crossed with The Professionals, but shot with today’s filmmaking technology), and it featured the wonderful Philip Glenister as the now-iconic DCI Gene Hunt, a politically- incorrect, hilariously foul-mouthed and utterly lovable character who infuriated Tyler as often as he helped him in his various quests. Life on Mars was a critical and commercial hit, and it spawned a tremendously effective second series. The characters central to Life on Mars were both sympathetic and fascinating, the writing and direction of the episodes occasionally awe-inspiring, and the mystery at the heart of the entire show was brilliantly handled to the very end.

The volume examines the ways in which these women find pleasure, empowerment, escapist fantasy, displeasure and frustration in popular depictions of motherhood.
