Local Maintenance Challenge Fund 2019 Borough Council Strategic Case for Concrete Roads Repairs / Reconstruction

1. Project Description This bid seeks to obtain £5 million funding to undertake structural maintenance to five of the most heavily trafficked failing concrete roads in the borough. These roads are:  A5140 Longholme Way, Bedford  A603 Cardington Road, Bedford  C523 Road, Bedford  C32 Road,  C26 Milton Road, Thurleigh (reserve scheme) All five roads are of differing construction and have varying failure types and as such a range of treatments will be required including:  Joint repairs;  Asphalt inlay or overlay with geo-synthetic reinforcement mesh (to increase strength and significantly delay the onset of reflective cracking);  Deeper repairs where required;  Drainage system replacement/repair. The specific treatment for each site will be determined following site investigation and testing. As the treatment type will be dependent on the results of detailed site investigation and testing it is proposed that the C26 Milton Road, Thurleigh will be a reserve scheme for inclusion should funding permit. Please refer to Appendix A for plans of the proposed lengths of roads for treatment.

A road specific ‘Challenge Fund Toolkit Form’ has been completed for each of the above sites, and these can be found in Appendix B. 2. Justification for Proposals 2.1. Background There are a significant number of concrete roads within Bedford Borough that were most likely constructed between the late 1950s and early 1970s, these road have now greatly exceeded their design life and hence are failing and subject to frequent reactive maintenance. The Borough has successfully treated a small number of individual failing/failed concrete roads over recent years, however, with an annual carriageway structural maintenance budget in the order of £3 million, the larger schemes within this bid would each take a disproportionate portion of the available budget and as such are unlikely to proceed in the near future without securing additional external funding. 2.2. Previous Maintenance Historically many of Bedford’s concrete roads have received only ad-hoc repairs on a reactive basis and in accordance with intervention levels. The current burden of repairing defects on a reactive basis is not sustainable from existing revenue budgets. All of these roads currently have a high number of category 2 defects. Concrete roads in the Borough have generally received thin bituminous overlays in the past and such treatments have a typically short life span of less than five years, therefore such treatments do little to improve the structural integrity of the roads. Recent severe weather events have contributed to the rapid decline of the thin overlays and subsequent structural issues, particularly at joints where water ingress has led to spalling. The five roads have received significant reactive maintenance, with the number of work orders for maintenance over the last 3 years as follows:

2.3. The Need for Urgent Intervention The condition of these roads now require major maintenance to prevent rapid structural failure, with water ingress being of particular concern. With appropriate treatments now, we can avoid the need to fully reconstruct these roads in the near future. Condition surveys show deterioration in asset condition with all roads being in the red and amber categories for SCANNER and SCRIM. Both high and low level defects are evident as prescribed under DMRB HD32/16. The treatments proposed will yield a similar life expectancy to full reconstruction but at approximately 31% of the cost. Major maintenance bid estimate: £6.23 million Full reconstruction estimate: £20.0 million

A full breakdown of construction estimates above is located in Appendix C. 2.4. What If Funding Is Not Secured? The Authority has a statutory duty to maintain the public highway under Section 41(1) of the Highways Act 1980. The proposed works will therefore ensure that the Authority meets statutory requirements for maintaining the public highway as well as minimising the level of maintenance required over the whole life of the project. If works to these roads are not carried out they will continue to deteriorate to a point where emergency funding is likely to be required to address the failure to keep the road safe and/or open. We would need to consider reducing speed limits for safety

reasons, and ultimately consider the permanent closure of the roads which would clearly be of huge consequence to the travelling public in terms of journey times and increased congestion, and as such is absolutely a last resort. 2.5. Scheme Benefits There are wider benefits to the schemes proposed. These include;  Renewal of carriageway asset;  Reduced maintenance burden;  Avoiding disruption to the network cause by unplanned works and consequently improve the quality of life for road users and residents;  Benefits to local economy by reducing journey times, providing work opportunities for local contractors etc.;  Reduction in customer complaints, not only in requests for maintenance, but also in reduction of road noise from joints and defects in the existing surfacing;  Improvement of condition score;  Improvements in road safety by reducing the likelihood of accidents, of particular concern is the impact of joint failures on motorcyclists;  Reduction in insurance claims from damage to vehicles.  In many cases ensuring connectivity (in particular public transport) between rural villages surrounding Bedford and Bedford itself. 2.6. Road Safety Whilst data is not available for damage-only accidents, injury accident data indicates that there have been 38 collisions since 2014 across all of the five sites. All options will include investigation of the accident data and to provide mitigation measures where possible to reduce the likelihood of collisions occurring in the future. The Department for Transport estimates the average cost of a traffic accident to the community to be £98,232 (Table RAS60001). At a rate of 38 accidents every five years, eliminating accidents at this site would save the community approximately £747,000 per year, or £7.5 million over 10 years. Please refer to Appendix D for accident data records for May 2014 to May 2019.

A holistic approach would be taken to ensure the schemes seize the opportunity to improve facilities for motorists, cyclists and other vulnerable users, for example by incorporating improvements to road markings etc. 2.7. Alternative Options The alternative option to this bid would be to carry out these works via the current carriageway resurfacing budget. The impact of this would be that rather than delivering resurfacing improvements across the Borough (usually around 30+ schemes per annum) we would carry out works to only two or three of these roads. On the basis of managing the maintenance budget efficiently it is important to intervene with treatment at the right time to minimise future cost and keep the network within the Borough safe. If the Borough focused its existing budget on 2 or 3 concrete roads this would be at the detriment to other roads within the Borough that require maintenance. This would also undoubtedly lead to roads that are currently classified as AMBER migrating to a RED rating which in turn would lead to increased revenue expenditure to keep these roads safe and open, and damage our overall rating as a top-quartile authority. 3. Project Delivery The Borough successfully undertakes structural maintenance of carriageways totalling approximately £3 million per annum, with works being designed and procured by the in-house Engineering Services department. This scheme would be no different, with the works tendered under either an existing framework or via competitive tender of an NEC Option B contract. The Borough’s Engineering Services department has an exemplary track record in the delivery of capital highway projects, including structural carriageway and footway maintenance, major projects including the current £18 million ‘Transporting Bedford 2020’ project and the 2015-2018 street lighting replacement project. The bid has approval of the Portfolio Holder for Environment Cllr Charles Royden.

It will not be possible to complete schemes at the same time due to their proximity and diversion route clashes, although depending on the contractors programme it may be possible to complete two schemes simultaneously.

The costs above assume treating only the worst concrete roads within the Borough using a treatment that will extend the life such that following scheme completion it’s anticipated that any intervention needed could be accommodated within regular budget allocations. The costs have been calculated using tendered rates for similar works currently managed by the Engineering Services team at Bedford Borough Council.

School Transport Implications Due to the classification of the roads requiring treatment within this bid, it is inevitable that there will be disruption to both the Public Transport network and the School Transport network. To manage this disruption additional services and/or diversion routes will be required. The detail of what is required as mitigation to the disruption is outlined in the table below. Note these costs are included in the overall scheme estimates. Appendix E – School and Public Transport Disruption and Mitigation Measures As indicated in the business case with the exception of Longholme Way all proposed sites will have negative impact on both public and school transport. Detailed below is the effect on routes together with proposed mitigation and associated costs: Milton Road 28 service

Current route Riseley > Bletsoe > Thurleigh > Cross Roads > Brickhill

Diversion route Riseley > Bletsoe > Milton Ernest > Clapham > Bedford

This will mean that Thurleigh village will receives no public transport during the works so an alternative service may be required to serve the village.

School Transport

Currently 40+ students receive school transport from Thurleigh to Sharnbrook Upper School on a large bus which will be I able to turn in the village. Therefore 2 smaller vehicles may be required to accommodate these students *** numbers based on this years in take***

Thurleigh Road Service 28

Routes as above

This will mean that Riseley, Bletsoe and Thurleigh will not get a bus service for the duration of the works so alternative services may be required – Riseley and Bletsoe on one bus, Thurleigh on another.

School Transport

Currently seven students receive school transport from Bletsoe to Thurleigh on a large bus, which is too big to perform a reversing manoeuvre so an eight seat mini bus will be required. Currently 71 students receive transport from Riseley to Sharnbrook Upper and this vehicle is too large to turn in the village. So at least 3 alternative school buses will be required – 2 x 29 seats and 1x 12 seat

£1,160 per day – Public bus £610 per day – School bus

£1,770 per day – Total

Elstow Road, Bedford Service number 9, 9A, 9B

 8 x buses an hour, 4 in each direction, in each direction Monday to Saturday  2 x buses an hour, 2 in each direction on Sundays  6 x bus stops, 3 on either side that will not receive transport

These are well-used services with a lot of patronage

This will result on the service missing out a large area of the of its normal route and may add additional time onto the running time of the service. Therefore, we may need to provide an additional shuttle bus to accommodate passengers. This diversion route may also add additional running time onto the regular bus service so may require an additional bus to accommodate this.

1 x bus = £580 per day 1 x shuttle bus = £300 per day

 2 x buses per hour, 1 in each direction.  6 x bus stops, 3 on either side that will not receive transport
