Primary School Accountability Information All Primary Schools The Key Stage 2 progress measures banding document has been updated to provide details on how the DfE calculate the progress descriptions. The progress description bandings are:  Well above average  Above average  Close to Average  Below Average  Well below average By definition, the average progress score, for all mainstream pupils nationally, is zero. A school’s progress scores, for each of English reading, English writing and mathematics are the average of each of its pupils’ progress score in that subject. School level progress scores will be presented as positive and negative numbers either side of zero. Available via the same link, the technical guide has also been updated to include proposed changes to methodology in 2017 for including pupils below the standard of the test in the progress measures and also confirms that the DfE will set thresholds for floor standards and coasting definition for 2017 in the autumn.

School Inspection Update Information All Schools Towards the end of March Her Majesty’s Inspector and National Director for Education, Sean Harford, published his latest school inspection update. The update, designed for inspectors, provides updates and information on a variety of areas of inspection that may be of interest to governors, particularly in those schools anticipating an inspection.

Early Years Inspection Update Information All Schools with EYFS Provision Similar to the above school inspection update, a newsletter has been published for inspectors which provides information and guidance about Ofsted's inspection work in the early years sector. This update takes account of the new statutory framework for EYFS which became effective on 3 April 2017.

3 Copyright © 2017 Schools’ Choice All Rights Reserved Ofsted Good and Outstanding Logos Information All Schools Providers judged to have been good or outstanding at their last Ofsted inspection can now apply to download and use new good and outstanding logos from the Ofsted website. Providers can now use their unique reference number to download the relevant logo in a variety of formats for use on their own websites, stationery and other materials.

2017 Key Stage 2 Assessment and Reporting Arrangements Statutory All Key Stage 2 Schools The statutory guidance for assessing and reporting the national curriculum at key stage 2 (KS2) in the 2016 to 2017 academic year has been updated to provide further clarity around section 4.1 of the document.

Key Stage 4 Shadow Measures Information All Secondary Schools Pupils in the 2016-17 academic year will be the first to sit the reformed GCSEs. New GCSEs, graded on a new 9-1 scale rather than A*-G will be phased in from 2017. In summer 2017, pupils will sit a mix of new and legacy GSCEs. To ensure that the achievements in reformed and legacy GCSEs are reflected fairly during this transitional period, the DfE have converted point scores for legacy GCSEs to meet the new 9-1 system. This means that schools’ Attainment 8 points are likely to look different in 2017, as a result of changes to the methodology. Ahead of these changes, 2015-16 results have been mapped onto the 2017 point score scale (with 8.5 being the maximum points available as the new English and mathematics GCSEs only become available in 2017). These shadow measures have been provided to schools to help them to visualise how their key stage 4 results may look using the 2017 point score methodology. While the school- level shadow measures will not be made publically available, the Department are publishing national 2015-16 Attainment 8 measures matched to 2017 point scores. A Level Attainment Characteristics Information All Secondary Schools with 6th Forms and 6th Form Colleges The Department have released data on A level attainment by pupil characteristics. Historically, characteristics of A level students have not been published in the department’s 16 to 19 attainment statistical first release. Following a review of user needs, this publication includes key stage 5 attainment data broken down by pupils’ characteristics, such as ethnicity and Free School Meals eligibility, at key stage 4.

4 Copyright © 2017 Schools’ Choice All Rights Reserved New Ofsted Chair Information All Schools The new Chair of Ofsted has been announced as being Professor Julius Weinberg. Professor Weinberg is the former Vice Chancellor of Kingston University and Deputy Chair of Ofqual, and has had a wide-ranging career in the education sector.

Reliability of Inspectors Judgments Information All Schools Ofsted has published the outcome of a study into the reliability of inspectors’ judgements during short inspections of schools previously judged “Good”. The study saw two inspectors conduct separate short inspections of the same school on the same day. They then came to independent judgements about the effectiveness of the school. This process was completed in 24 primary schools. In 22 of the 24 inspections, both inspectors agreed on the outcome of the short inspection. Reflecting on the findings in her first monthly commentary, the new Chief Inspector Amanda Spielman said “the study provides a welcome positive view of inspector consistency in the particular context studied”. She described the study as “a first step towards a continuing programme of research” and indicated that future work would also look at the validity of inspection judgements.

GCSE 9 to 1 grading update Information Secondary Schools In a letter from the Education Secretary to the Education Select Committee Chair it was announced that there has been a further revision to the new GCSE system. The letter confirms that a grade 4 in the newly reformed GSCE system (with grading set between 1-9, with 9 being the highest level of achievement) will now be considered a “standard pass” and a grade 5 a “strong pass”. Under the previously announced reforms a ‘good pass’ (previously set at C grade) was proposed as a grade 5, whereas the historic C grade would have come in at the grade 4 level.

SAFEGUARDING, HEALTH & WELLBEING

Children and Young People’s Mental Health Peer Support Information All Schools A report has been published in response to the consultation held earlier in the year that sought views and evidence in nine key areas relating to peer support. The report summarises and presents the findings from a range of activities undertaken by the DfE to develop their understanding and find out more about people’s knowledge and experience of peer support for children and young people’s mental health. This included support available within schools, in community settings and online. A further research review is available to download here.

That’s an average of 3 people in every classroom, plus another 4 or 5 are likely to have less severe problems. The Government will be investing an additional £1.4 billion in children and young people’s mental health services before 2020.

Behaviour in Schools Information All Schools An independent review and report titled ‘Creating a culture: how school leaders can optimise behavior’ was published in May by Tom Bennett. The report investigates behaviour in schools and includes practical guidance on how bad behaviour can be tackled in the classroom and made six recommendations for school leaders:  designing the culture which is supportive of good conduct  creating a vision of the school culture which is commonly understood  making behaviour a whole school focus  developing social norms which encourage good behaviour  communicating that culture to the school by explaining and promoting its shared values  ensuring that the leadership team is loyal and well-supported to perform their roles. Pupil Absence Information All Schools The DfE pupil absence statistics guidance document has been updated with 2015 to 2016 full-year absence data, information on consistency checks, and an annex on historical absence.

Breakfast Clubs Information All Schools The DfE have published on their website the findings of a programme to run breakfast clubs in schools with high levels of deprivation. The research looked at schools with over 35% of their pupils eligible for free school meals (FSM), which had no existing breakfast club. The report includes:  a process assessment of establishing and sustaining breakfast clubs  an assessment of the effects of breakfast clubs on reducing the number of children coming to school without breakfast Alongside the findings, they have also published supporting documentation on how schools can set up and sustain a successful breakfast club. The potential advantages identified from running a breakfast club include:

 reducing the number of pupils coming to class hungry  help pupils eat more healthily

Outcomes for Children Looked After by LAs Information All Schools A statistical first release has been published which provides national and local authority level information on the outcomes for children who have been looked after continuously for at least 12 months at 31 March 2016 by local authorities in England.

Safer Recruitment Requirements and Training Information All Schools Governors will be aware of the statutory requirement upon governing bodies of maintained schools to ensure that at least person on any appointment panel has undertaken safer recruitment training (Regulation 9 of the School Staffing (England) Regulations 2009). To assist with this duty, nationally accredited Safer Recruitment training sessions are run on a regular basis. The next sessions are taking place on 27 April at The Priory School’s Conference Centre in Bury St Edmunds (course booking reference HR16/02) and on 4 May at the Kesgrave Community Centre (course booking reference HR16/05). Education and Skills Funding Agency Information All Schools The Education Funding Agency and Skills Funding Agency have merged to become one body known as the Education and Skills Funding Agency. The new body will continue to carry out the roles of the Education Funding Agency and Skills Funding Agency and will therefore be responsible for effectively and efficiently overseeing:  the funding of education for pupils aged 5 to 16  education and training for those aged 16 to 19  apprenticeships and adult education  managing school building programmes

7 Copyright © 2017 Schools’ Choice All Rights Reserved Schools’ Guide to Apprenticeship Reforms Information All Schools The DfE have published a guidance document specific to schools on what apprenticeships are, how your school can use them, and how the apprenticeship levy and public sector target apply to schools. The document helpfully explains how the levy applies to different schools depending on the type of school and overall employer.

Revenue Funding and Financial Template Information Free Schools The Department have released a number of guidance documents explaining how they calculate and allocate revenue funding for free schools in the 2017 to 2018 academic year. Accompanying these guidance documents are corresponding financial templates to help free schools plan their budget. All of these documents can be found in the opening a free school or studio school collection on the DfE website.

Pupil Premium Allocations Update Information All Schools The webpage detailing the pupil premium allocation and conditions of grants for 2016 to 17 has been updated to include ‘Pupil premium 2016 to 2017: local-authority- and parliamentary-constituency-level allocations’ and ‘Pupil premium 2016 to 2017: school-level allocations’ documents to show data up to March 2017.

Letter to Accounting Officers at Academy Trusts Information All Academies Peter Lauener, Chief Executive of EFA, has written a letter to accounting officers at academy trusts with information about arrangements for collecting budget forecast information. The letter outlines new arrangements for academies financial reporting that will support a wide range of cross-government public expenditure analyses. New arrangements include introducing a new Budget Forecast Return: Outturn (BFRO) that trusts will need to submit by Friday 19 May 2017. The new return will be based on the current budget forecast online return. The the BRFO online form, guidance and a workbook can be found here.

Save Money Buying Printers Information All Schools If your school is looking to buy new printers a news story published by the DfE in April may be of interest. As part of the schools’ buying strategy, the DfE, recommends a deal that makes buying printers easier and saves schools money. The first schools to use the new buying framework saved more than 40% on their previous contract prices. Schools do not have to obtain 3 quotes when using the deal as this was done during the framework competition process. Schools needing to check whether this deal meets their

New Support Staff Pay Scales From 1 April 2017 Statutory Maintained Schools Information for Academies The second year of a two-year national pay award has just come into effect for support staff in maintained schools. Schools’ Choice has published the new pay scales and notified schools using their regular newsletter and FAQs. Schools have been advised to append the new pay scales for support staff to their pay policies, to ensure that they contain the most up-to-date values. Academies are not obliged to implement the nationally agreed pay award for support staff, although many choose to do so. Further guidance for academies is available in the newsletter.

Staffing and Employment Advice for School Information All Schools The Department for Education have published a new document titled ‘staffing and employment advice for schools’. This new guidance document for school leaders, governors, local authorities and academy trusts aims to provide consistency in the information available to all schools in support of their handling of staffing and employment matters, the department’s statutory Guidance on Managing Staff Employment in Schools has been withdrawn. Governors and headteachers of maintained schools, and local authorities no longer need to have regard to this guidance. Instead the DfE expect employers in all schools to make use of this new non-statutory guidance, and the sources of help it identifies, when carrying out staffing and employment duties. It is important to note that the School Staffing (England) Regulations 2009 as amended remain in force and that schools should be aware of the responsibilities placed upon them to comply with applicable legislation within the regulations.

Flexible Working in Schools Information All Schools The DfE have published a new guidance document to help teachers, schools and employers make arrangements for flexible working. The guidance for school staff, leaders and governing bodies includes a number of case studies and states that ‘flexible working policies help to recruit, retain and motivate teachers, provide the basis for sound financial and personnel planning within schools and minimise the risk of grievance and discrimination. There is a significant amount of evidence that shows that effective flexible working arrangements deliver positive benefits, such as increased employee motivation, commitment, less absenteeism and better employee relations’.

9 Copyright © 2017 Schools’ Choice All Rights Reserved Teacher Workload Information All Schools The reducing teacher workload policy paper has been updated with details of the latest action and research. Alongside the update to this policy paper the DfE have also published their action plan for reducing teacher workload. For those wishing to know more about teacher workload the Department have also recently published the findings of the teacher workload survey 2016 which includes the full 100 page report and an 8 page summary. One of the key findings was that the average total, self- reported working hours in the reference week for all classroom teachers and middle leaders was 54.4 hours. Similarly, an interim report has been published of the review into the health and deployment implications of teachers working longer as a result of the increase in normal pension age in the teachers’ pension scheme. CURRICULUM

Ofsted Investigation into the use of the Curriculum Information All Schools In her first speech as HMCI, Amanda Spielman, announced a major Ofsted investigation into how effectively schools - from early years through primary, secondary and further education - are using the curriculum to provide children with the best education. Ofsted is currently in the first stages of scoping the investigation. Inspectors will carry out fieldwork over the next few months, before the final report is published later in the year. The study will not review the national curriculum itself, but rather how schools are implementing it in the classroom.

Careers Guidance in Schools Statutory All Secondary Schools The statutory document careers guidance and inspiration in schools has had a small update to include information about the new single national careers quality award. Schools are under a duty to secure independent careers guidance for all year 8-13 pupils. This requirement is intended to expand advice and guidance for young people so they are inspired and motivated to fulfil their potential. Schools should help every pupil develop high aspirations and consider a broad and ambitious range of careers. Inspiring every pupil through more real-life contacts with the world of work can help them understand where different choices can take them in the future. Schools should have a strategy for the careers guidance they provide to young people. The strategy should be embedded within a clear framework linked to outcomes for pupils. This should reflect the school’s ethos and meet the needs of all pupils.

Supreme Court Ruling Information All Schools The Supreme Court has ruled against a father who mounted a legal challenge to a fine over a term-time holiday. The case was brought by the Isle of Wight council following a High Court ruling in favour of the parent last year. The case hinged on the interpretation of ‘regular attendance’ and whereas previous judgements had found in the parents’ favour, the Supreme Court ruled that it was for the school to decide the interpretation of “regular attendance”.

House Prices and Schools Information All Schools The DfE have published a research note which details the results of research that looked at house prices near the best schools in the country. The analysis considers primary schools and secondary schools separately, and splits schools in each phase into ten groups based on their performance in key stage 2 or key stage 4 tests.

It found, as many would expect, that house prices near the best schools are higher than in the surrounding areas for both primary and secondary schools. The value of houses near the poorest-performing schools are also lower than in the surrounding areas. House prices near the 10% best-performing primary schools are 8.0% higher than in the surrounding area. Near the 10% best-performing non-selective secondary schools, house prices are 6.8% higher.

Identity Verification for New Chairs of Trustees Statutory Academies, Free Schools and Independent Schools The DfE have published a new form that must be completed by new chairs of trustees in academies, free schools and independent schools. The form can be downloaded here and must be completed in conjunction with the DBS application form.

11 Copyright © 2017 Schools’ Choice All Rights Reserved Education Committee Report into MATs Information All Schools The House of Commons Education Committees 7th report of the 2016-17 session has been published and focuses on Multi-Academy Trusts. In the report the committee outlines six characteristics which they believe trusts must possess in order to be successful. These include strong regional structures, robust financial controls, enhanced opportunities for career development and tangible accountability at all levels. The committee outlined “significant concerns” about the performance, accountability and expansion of MATs and noted there was no evidence to support “large scale expansion”. The report also looks at governance structures in MATs and reports that ‘there is still significant confusion about the move to boards of trustees being the accountable bodies for MATs. This move has not been communicated well enough by the Department and has led schools to join or start trusts without full knowledge of how their governance structures will change. The Department must improve and extend the advice and guidance they offer’.

Training is free for governors when your school or academy subscribes to the annual governor training package. Please contact us for details of costs if your school does not subscribe.
