    DOCUMENTS Journal of Occurrences at Nisqually House, 1833 INTRODUCTION F art Nisqually was the first permanent settlement of white men on Puget Sound. Fort Vancouver had been headquarters since 1825 and Fort Langley was founded near the mouth of the Fraser river in 1827. Fort N isqually was, therefore, a station which served to link these two together. While the primary object of the Hudson's Bay Company was to collect furs, nevertheless, the great needs of their own trappers, and the needs of Russian America (Alaska), and the Hawaiian Islands and other places for foodstuffs, caused that Company to seriously think of entering into an agricultural form of enterprise. But certain of the directors were not in favor of having the Company branch out into other lines, so a subsidiary company, the Puget Sound Agricultural Company, was formed in 1838 for the purpose of taking advantage of the agri­ cultural opportunities of the Pacific. This company was financed and officered by members of the Hudson's Bay Company. From that time Fort Nisqually became more an agricultural enterprise than a fur-trad­ ing post. The Treaty of 1846, by which the United States received the sovereignty of the country to the south of the forty-ninth parallel of north latitude, promised the Hudson's Bay Company and the Puget Sound Agricultural Company that their possessions in that section would be respected. The antagonism of incoming settlers who coveted the fine lands aggravated the situation. Dr. William Fraser T olmie, as Super­ intendent of the Puget Sound Agricultural Company, remained in charge until 1859, when he removed to Victoria, and Edward Huggins, a clerk, was left as custodian at Nisqually.

    A MOUNT RAINIER CENTENNIAL In 1833, Dr. William Fraser Tolmie made a journey from Nisqually House to Mount Rainier. It was a notable undeltaking as the first near approach to the great peak. He kept a diary. Parts of that precious document have taken their places as prized publications among the works on the Pacific Northwest. An appro­ priate monument to the man and to his famous alpine excursion is found in Tolmie Peak in the northwestern comer of Rainier National Park. As the centennial of Doctor Tolmie's arrival in the Pacific Northwest approaches, many people are thinking of commemorat­ ing it. Two preliminary events are worth recording. Mr. C. B. Bagley furnishes the account of one of these, an informal celebra­ tion of the ninety-sixth anniversary of Doctor Tolmie's arrival in the Northwest. The other preliminary item is a letter proposing a centennial celebration in 1933. It was written to Mr. Horace M. Albright, Director of the National Park Service, Washington, D.C., by Asahel Curtis, of Seattle, chairman of the Rainier National Park Advisory Board. A copy of the letter was sent to The Mountaineers, Inc., and to certain northwestern newspapers. It will undoubtedly prove a sufficient impulse to produce the desired result. In that case, some picturesque chapters of local history will certainly be revived. To further the cause, the letter by Mr. Curtis is here published in full, following the account of the recent cele­ bration in Victoria.-EDIToR. Ninety-sixth Anniversary of Doctor Tolmie's Arrival On Saturday, May 4, 1929, at their residence in Victoria, the Misses Tolmie celebrated the 96th anniversary of their father's arrival at Fort Vancouver.

The original site is now occupied by the Hawley Pulp and Paper Company mill. In 1909 it was moved to its present site in McLoughuin Park which was given as a park by Dr. McLoughlin when he platted the townsite in 1850. It was made a National Historic Site in 1941, the eleventh in the United States. In 1851 Dr. McLoughlin became a naturalized citizen of the United States. He died September 3, 1857; Marguerite. hs widow, died February 28, 1860.   • People Associated with San Juan Island
    PEOPLE Hudson’s Bay Company Dr. Benson. Alfred Robson Benson (c.1815-c.1900) served as a physician at several Company posts, including Nanaimo, Victoria, and Vancouver. He first arrived at Fort Victoria in 1849, and worked there and at Fort Vancouver until 1855, when he sailed to England. He returned to the Nanaimo in 1857, and worked there for the Company until his discharge in 1862; he continued on under the new coal company. He eventually returned to England where he died (Watson 2010:211-2) Judge Cameron. David Cameron (1804-1872) was Chief Justice of the Supreme Court of the Colony of Vancouver Island. He was married to James Douglas’ sister Cecilia Eliza Douglas Cowan, and also an employee of the Hudson’s Bay Company. Carly. Unknown. Clough. Unknown. Dallas. Alexander Grant Dallas (1816-1882) was a Governor of the Company west of the Rockies as well as James Douglas’ son-in-law. He arrived in Victoria in 1857, taking over Douglas’ duties when the latter became Governor of the Colony. In 1864 he left the West Coast to become Governor of Rupert’s land in Fort Garry. He eventually returned to England where he died in 1882 (Watson 2010:325) Douglas. Sir James Douglas (1803-1877) joined the fur trade in 1819, in 1849 came to Fort Victoria, and two years later became Governor of the Colony of Vancouver Island. He then served as Governor of the newly-formed Colony of British Columbia (including Vancouver Island) from 1858-1863. Upon his retirement he was knighted, and eventually died in Victoria in 1877 (Watson 2010:358) Finlayson.

    The Canadian Political Science Review Vol 2(2) June 2008 Transitional Identities: Negotiating Social Transitions in the Pacific NW 1825‐1860s Lisa Philips (University of Alberta)1 Abstract When one studies a specific society, hegemonic practice is so deeply rooted that it is often difficult to study it from outside that system. However, there are periods of dramatic social change when ongoing social practice in a geographic space is disrupted. On such occasions hegemonic forces can be seen, as it were, from outside of assumed practice. The northwest coast of North America provides such an opportunity. From 1818 to 1846, the British and American states shared jurisdiction over the territory with sovereignty under constant negotiation. The Hudson’s Bay Company established a substantial commercial presence in the region from the 1820s to 1850s. During the 1830s and 1840s, massive immigration from the eastern United States shifted the population balance to favour those with ties to the United States. The imposition of the border across the northwest in 1846 marked a significant watershed in the evolution of social control in the region. Introduction1 The hegemon represents a collective consensus of what is assumed to maintain appropriate practice.2 For example, when the members of a society assume the legitimacy of the courts as an authoritative body responsible for dispute resolution, judicial pronouncements assume hegemonic sway. Similarly those granted the assumed authority to speak the truth or to hold entitlement in an area of activity (to invoke precedent, or to recount history), exercise hegemonic authority. If a society shares a broad consensus on appropriate informal and formal methods of order maintenance, then the hegemon is extant and force is not contested when it is invoked to maintain that order.

    ; .... -=-- . .~ ..... _. ..;.. _..:.. -~-" NEWS DEPARTMENT Perry Day On both sides of the Pacific, Perry Day was celebrated on March 31, 1934, being the eightieth anniversary of Japan's first treaty with the United States. In Seatle, Hon. Kiyoshi Uchiyama, Imperial Japanese Consul, was joined by many Japanese business men and citizens; Corwin S. Shank, President of the Japan Society of Seattle, was chairman of the Chamber of Commerce committee. Both these men gave addresses at the commemorating luncheon by the Chamber of Commerce, whose President, Alfred H. Lundin, also participated, as did Mr. Leonard -E. Read, Manager of the Western Division of the Chamber of Commerce of the United States. Prominent citizens represented the Seattle Chamber of Com­ merce by giving addresses on the subject over various broadcasting stations. It was a national event, sponsored by the various Chambers of Commerce in affiliation with other organizations such as the Japan Societies. Among the first cities to respond in addition to Seattle were Los Angeles, Spokane, Portland and New York. In the last named metropolis the Chamber of Commerce and the Japan Society combined in a big banquet, which was attended by Ambassador Saito and a representative of the United States Department of State. In Japan, elaborate programs featured the day. On March 30, United States Ambassador Joseph Grew introduced Viscount Kiku­ jiro Ishii who gave the trans-Pacific raido address. On the next day the Japan Chamber of Commerce and Industry sent telegrams to President Roosevelt and to the United States Chamber of Commerce. Other programs extended on into April and May, including an ex­ tensive festival of two weeks at Shimoda, one of the first Japanese ports opened by the treaty negotiated in 1854 by Commodore Mat­ thew Calbraith Perry.

(The Merchant of Venice) Approaching Cape Horn on December 28, 1832, William Fraser Tolmie (1812-1886), a young Scottish physician bound for the Columbia River in the Oregon country in the service of the Hudson's Bay Company on board their barque Ganymede, crossed in the South Atlantic the lati­ tude of 540 40". The numbers were then meaningless to him, but some fourteen years later, referring to north latitude, the slogan "Fifty-four forty or fight" eventually produced a second dramatic change in his life, bringing him in 1859 to Vancouver Island, where he became one of the fathers of Canada's Pacific province and one of the prime advocates of its entrance into and rights within Confederation. This later important part of his life does not fall within the limits of his journals,1 which in­ clude with gaps the years 1830-43, and although the editor(s) (un­ named) adds supplementary appendixes, the book contains next to noth­ ing to indicate the real significance of Tolmie as a proponent of British Columbia independence from both the United States and Britain and as a builder of Canadian unity. For all this editorial obtuseness, the publica­ tion of Tolmie's journals can help in our understanding of how the Hud­ son's Bay Company threw away the richer half of the Oregon to the United States, as well as Tolmie's work as a trader, doctor, scientist, agri­ culturalist, and ethnologist.
