Networking and Partnership coordinator GLTN/UN-Habitat November 2014 November 2015 My assignment entails leading the coordination and implementation of the GLTN Partnership and Communication Strategy, also at country level, as well as the coordination of GLTN as a platform for partners to ensure continued and enhanced relevance within the land and development sector. As the GLTN Network grows, the demand on maintaining and servicing the Network itself is becoming stronger. My role is to continue to capitalize on the collective knowledge and initiatives of all partners of the Network, to improve the implementation of its communications and partnership strategy and to continue to developing partnership approaches that support the progress towards achieving results. These partners are driving the paradigm shift moving from the conventional land system to a continuum of land rights approach and innovative technical solutions. The partners include leading organizations from civil society, research and capacity development institutions, land professional bodies, multilateral and bilateral organizations. 2. Land Indicators Specialist UN-Habitat April 2014 – April 2015 My assignment was to develop a framework, methods, and tools that will strengthen the capacity of selected actors to monitor tenure security. Furthermore, I supported the development of land indicators through existing or on-going initiatives. The work entails advancing the ongoing work on land indicators with global and regional partners. The work meant working in an integrated manner with stakeholders ranging from private sector, INGOs, NGOs, farmer organizations, multi-lateral agencies, the academia and governments. The GLII platform has now become the Global Land Tool Network’s flagship program and went on to register successes in getting land in the Sustainable Development Goals that will be passed by the General Assembly in September 2015. This is the first time that land will be explicitly included in the global agenda. As the Land Indicators Specialist, I developed the work program starting from the overall strategy, work plan and monitoring framework. I further set up an online communication forum that allows members and partners to share ideas, information and comments with others. This online platform grew from 30 to 80 institutions and members actively engaging in the land indicators over a one year period. I further updated the Global Land Indicators webpage on the

    RECOGNITION OF QUALIFICATIONS IN LAW EARNED IN AN EAST AFRICAN COMMUNITY PARTNER STATE: KENYA’S PRACTICE Wilfred N. Konosi* and Fred M. Ratemo** Abstract The Treaty for the Establishment of the East African Community secures specific rights for nationals or citizens of Partner States. These rights include freedom of movement within the Community. In exercise of this freedom, Kenyan nationals have been granted access to training institutions in other Partner States from which they have earned academic and professional qualifications in law. The qualifications are recognised by the host Part- ner States as being sufficient for accessing the profession of an advocate within their territories. The Protocol on the Establishment of the East Afri- can Community Common Market provides for harmonisation and mutual recognition of academic and professional qualifications. Partner States un- dertook to mutually recognise qualifications granted, experience obtained, requirements met, licences or certifications granted in other Partner States. Harmonisation and mutual recognition of qualifications should be under- taken in accordance with annexes to be concluded by the Partner States. No annexes have been concluded. In the absence of a mutual recognition framework, Kenyan nationals who have earned qualifications in law in other Partner States are subjected to additional requirements in violation of the Treaty. Kenya cannot renege upon her obligations under Community law and must refrain from any acts which would frustrate the objects of the Treaty.
