Abhijeet Krishna2 Abstract Post poll alliances are those that are formed between parties after the election results when none of the parties which participated in the election wins a clear majority. It is considered to be one of the options before the head of the state while deciding as to whom he should invite and administer oath of office in case of a hung assembly. We have referred to some articles tracing back the events of post poll alliances that were formed in India in the past years. As citizens of India, it is very crucial to know why such alliances are formed. We should also be able to discern for ourselves, whether they are a boon or a bane for the welfare of our nation by examining their pros and cons. We would like to present a paper which not only deals with some major instances of post-poll alliance but also with some other aspects related to them. Our paper will throw light on the nature of post-poll alliances and will answer the related questions such as the difference between pre-poll and post-poll alliances, why and under which circumstances they are formed, the major instances of post poll-alliances that were formed in our country and whether post-poll alliances are constitutional. Introduction Election is the heart of every democracy. Laws are required to govern the process of election. The Parliament of India is empowered to make laws to regulate the electoral process under Part XV of the Constitution (Articles 324 – 329).3 The body which is responsible for conducting elections in India is the Election Commission of India. -

Much of this ‘Rapeglish’ is produced by members of an informal alliance of men’s groups online dubbed the ‘Manosphere’. As both a cyberhate researcher and cyberhate target, I have studied as well as contributed to feminist responses to Rapeglish. In 2016, for instance, I helped build a Random Rape Threat Generator (RRTG) – a computer program that splices, shuffles around, and re-stitches in novel combinations fragments of real-life Rapeglish to illustrate the formulaic, machine- like, and impersonal nature of misogynist discourse online. This article uses Yuri Lotman’s ideas about intra- and inter-cultural conflict involving something akin to the translation of a foreign language to frame the RRTG as one example of the way women are ‘talking back’ both to and with Rapeglish (the latter involving appropriations and subversions of the original discourse). The challenge raised in the instant petition emerges from a Press Note dated 12.03.2017 – Annexure P-1, and the grievance with reference to the same, emerging from a communication dated 12.03.2017 – Annexure P-3, addressed by the leader of the Congress Legislative Party, to the Governor of the State of Goa (which is shown to be served on 13.03.2017). 2. During the course of hearing today, an order dated 12.03.2017, was handed over to us, depicting the appointment of Shri Manohar Parrikar, as the Chief Minister of the State of Goa. The above order is taken on record and marked as `Annexure-A'. The above order is stated to have been issued after a letter dated 12.03.2017 was addressed by the Governor, to Shri Parrikar. The instant letter is also taken on record and marked as `Annexure - B'. 3. It is not a matter of dispute, that the result of the electoral process in the State of Goa was declared on 11.03.2017. 2 The said Assembly comprises of 40 elected members. The party having support of at least 21 elected members, would obviously have majority. Annexure - B reveals, that besides the 13 elected members from the BJP Legislative Party, 3 members from the Maharashtrawadi Gomantak Party, Goa, and another 3 members from the Goa Forward Party have expressed their support to the BJP Legislature Party.
