Expression of interest (EOI): Conceptual layout, planning, designing including preparation of detailed design, specification drawings and Construction of office building of UYRB at plot No. C-56/3, Sector-53,

Upper Yamuna River Board (UYRB), a sub-ordinate office of Ministry of Water Resources, River Development & Ganga Rejuvenation, Govt. of India, intends to carry out Conceptual layout, planning, designing including preparation of detailed design, specification drawings and Construction of Office Building of UYRB at plot No. C-56/3, Sector-62, NOIDA and all

subsidiary works connected therewith on the site as may be ordered to be done from time to time by the UYRB. Interested reputed PSUs (bidders) having expertise in conceptual planning, design & construction of office buildings and desirably notified by the Ministry of Urban Development, GOI are invited to participate in the EOI.

Interested reputed bidders are requested to submit Application Form in the requisite format and necessary documents in support of their financial & technical capabilities in order to get pre-qualified for the proposed job.

The completed Application Form along with attachments in a sealed envelope subscribed with “Application for Pre-qualification for Conceptual layout, planning, designing including preparation of detailed design, specification drawings and Construction of Office Building of UYRB at plot No. C-56/3, Sector-62, NOIDA and all subsidiary works connected therewith on the site” may be forwarded to the address below and/or the same can also be mailed to [email protected] within 15 days of publication of this EOI i.e. latest by 16.00 hrs. of 16th September, 2016. Application received after 16th September, 2016 will not be entertained.

Bidders applying against the EOI will be screened based on Application Form submitted along with attached documents. Shortlisted bidders will be eligible to participate in the subsequent tendering process (i.e. RFP etc.) for carrying out the proposed works.

Brief Scope of work is indicated in the following sections. Detailed Scope of Work, Schedule of Rates, Evaluation Methodology, Bid Evaluation Criteria etc. will be intimated during the subsequent tendering process.

1.0 SCOPE OF WORK

1.1 BACKGROUND

Upper Yamuna River Board (UYRB) is a subordinate office of Ministry of Water Resources, River Development & Ganga Rejuvenation, Govt. of India. An MoU was signed on 12.5.1994 amongst basin States of Himachal Pradesh, Haryana, Uttar Pradesh, Rajasthan and Delhi for the allocation of surface water of river Yamuna from its origin to Barrage including Okhla Barrage (called as Upper Yamuna Reaches). Accordingly, Ministry of Water Resources, GOI vide its Resolution No. 10(66)/74-IT dated 11 th March 1995 constituted the UYRB to regulate the river Yamuna water in upper Yamuna basin States. Uttrakhand was added in 2001 after its creation in 2000. Presently, UYRB’s office is situated at West Block-1, Wing-4, Ground Floor, R.K. Puram, New Delhi-110066.

1.2 OBJECTIVES

UYRB, intends to carry out conceptual layout, planning, designing including preparation of detailed design, specification drawings and construction of Office Building of UYRB at plot No. C-56/3, Sector-62,

NOIDA and all subsidiary works connected therewith on the site as may be ordered to be done from time to time by the UYRB for prospective bidders. It is also intended that the requisite mandatory permission from NOIDA, if any, may also be required to be obtained by the bidder.

1.3 PLOT (LAND) DETAILS:

Plot Location : Plot No. C-56/3, Sector-62, NOIDA (UP)

Plot Size : 30m x 60m (1800 Sqm)

Year of Purchase : 2006

Plot Condition : Free from any encroachment and having Boundary wall with Gate and Guard room.

1.4 BUILDING REQUIREMENTS:

Required FAR : 200 (i.e. 3600 sqm.) as Permissible under NOIDA regulation Purchasable FAR : 50 (if required)

Building Height, Covered area, Front set back, Other set back etc. : As per NOIDA latest Bye-Laws/Regulation

Parking Area : As per NOIDA latest Bye-Laws/Regulation in Stilt Floor, Basement & Open Space. Type of Building : Green House Building conforming to “Unified Building Bye-Laws for Delhi 2016” notified Vide S.O.1191(E), Gazette of India, Part-II, Section 3 (ii) dated 22-03-2016 with following facilities: (i) Development of premise (ii) Earth quake resisting building (iii) Automatic fire fighting system (sprinkler system) (iv) Internal water supply & Sanitation (v) Telephone, lightening & Computer conducting system (vi) Lift, stair case & emergency escape (vii) E&M works with silent D.G. set, central A.C. System, Access Control System, CCTV, Building Management System, Occupancy sensors, UPS, Solar Photo- voltaic Power Generation system etc. (viii) Complete sewer including storm water, Rain water harvesting system with water treatment/filtration/softening system, water supply system, water tank & underground sump, green belt, street lighting, solar water heating system, internal road & paths, exit sign board, special finishes etc. complete.

1.5 PROJECT MANAGEMENT CONSULTANCY (PMC):

Bidders shall have to provide exclusive PMC service (i.e. independent agency) to coordinate and synchronize the professional inputs and also to implement and manage tasks and activities in order to achieve milestones and project deliverables, usually in terms of time, cost and quality in order to ensure project success, avoid or reduce project failure altogether. PMC service will also include monitoring, controlling, solving problems, conflicts management and making decisions.

2.0 PRE-QUALIFICATION REQUIREMENTS

2.1 Financial

Bidders desiring to participate in this EIO and the ensuing tender stage after prequalification shall be a registered tax payer.

2.2 Technical

2.2.1 Bidders should be a PSU registered by State/Central Govt. having expertise in conceptual planning, design & construction of office building. It is desirable that they may be notified by Ministry of Urban Development, GOI for the purpose.

2.2.2 Applicants with experience not relevant to the current requirement of conceptual layout, planning, designing including preparation of detailed design, specification drawings and Construction of Office Building shall be excluded in the screening process. Decision of UYRB in this regard shall be final and binding and no representation or correspondence will be entertained.

2.2.3 Any canvassing on the part of the applicant will make the application liable for rejection.

3.0 PRE-QUALIFICATION RE CRITEAREA

The prospective PSUs will be pre-qualified on the basis of their financial & Technical capabilities in executing similar works and centage/service charges proposed to be levied on this work.

“Similar works” means successfully carrying out the work of conceptual planning, design & construction of at least two buildings of estimated cost of Rs. 20 crores each during last five years or one building of estimated cost of Rs. 30 crores during last three year. It will be desirable that prospective PSUs have been notified by Ministry of Urban Development, GOI in light of Amended Rule 126(3) of GFR for carrying out building planning and construction works.

4.0 SPECIAL TERMS AND CONDITIONS

4.1 TYPE OF CONTRACT

The work shall be carried out on turn-key-basis against fixed cost.

4.2 CONTRACT PERIOD/TIME SCHEDULE FOR WORK COMPLETION

The contract period shall be a period of thirty (30) months.

4.3 TERMS OF PAYMENT:

4.3.1 The payment will be made on completion of each part based on the pre- agreed duration. The payment will be released within fifteen (15) days of receipt invoice provided the work being acceptable agreed upon by both UYRB and bidder.

4.3.2 UYRB shall deduct tax at source as per Indian Laws and a certificate of TDS shall be issued.

4.3.3 Payment will be made to the bidder directly in his/her account.

4.4 ADVANCE PAYMENT & MOBILISATIONADVANCE

Permissible.

4.5 DEFECT LIABILITY PERIOD

Applicable.

4.6 CONRACT PERFORMANCE SECURITY DEPOSIT

Applicable.
