GLOSSARY 1.1 Affected People who are affected either directly or indirectly by a hazardous event. Directly affected are those who have suffered injury, illness or other health effects; who were evacuated, displaced, relocated or have suffered direct damage to their livelihoods, economic, physical, social, cultural and environmental assets. Indirectly affected are people who have suffered consequences, other than or in addition to direct effects, over time, due to disruption or changes in economy, critical infrastructure, basic services, commerce or work, or social, health and psychological consequences. 1.2 Build back better The use of the recovery, rehabilitation and reconstruction phases after a disaster to increase the resilience of nations and communities through integrating disaster risk reduction measures into the restoration of physical infrastructure and societal systems, and into the revitalization of livelihoods, economies and the environment. 1.3 Building code A set of ordinances or regulations and associated standards intended to regulate aspects of the design, construction, materials, alteration and occupancy of structures which are necessary to ensure human safety and welfare, including resistance to collapse and damage.
