Appendix a EX11.20 Tenant Consultation Liaison Meeting – January 20, 2020 Appendix a Meeting Notes Appendix A EX11.20 Tenant Consultation Liaison Meeting – January 20, 2020 Appendix A Meeting Notes At the Tenant Liaison Consultation Meeting on January 20, 2020, City of Toronto Staff from the Planning and Development Department presented the NEXT Plan – Exhibition Place Master Plan document for the fourth time in a series of road shows at Exhibition Place. The meeting was Co-hosted by Councillor Jim Karygiannis and Howard Lichtman, also in attendance were Board Members Paula Oliveira and Peter Leon. At the beginning of the meeting Councillor Karygiannis welcomed all and explained the process for the day’s activities. In attendance were 12 of Exhibition Place tenants; Liberty Entertainment Group, Medieval Times, Toronto Event Centre, Canadian National Exhibition Association, City of Toronto Parks; Toronto Parks, Forestry & Recreation, Riding Academy at the Horse Palace, Hotel X, Royal Agricultural Winter Fair, Maple Leaf Sports & Entertainment, and Queen Elizabeth Theatre / FountainBlu Dining Room. Also in attendance were a group of show managers from major events on grounds; Royal Agricultural Winter Fair, Canadian National Exhibition, Honda Indy Toronto, National Home Show, and the One of A Kind Shows. The intent of this meeting was to give a brief overview of the NEXT Plan and then break into smaller groups of City Staff, Tenants, and Show Managers to discuss the implications and opportunities the Plan has on the grounds and how it affects all parties. The members of the Board along with Exhibition Place staff went around the room from table to table to ensure all stakeholders were participating. The event concluded at 12:00 pm with Councillor Karygiannis thanking everyone for taking the time to participate in this very important meeting. 1 .

    Acknowledgments The site of Exhibition Place has had a long tradition as a gathering place. Given its location on the water, these lands would have attracted Indigenous populations before recorded history. We acknowledge that the land occupied by Exhibition Place is the traditional territory of many nations including the Mississaugas of the Credit, the Anishnabeg, the Chippewa, the Haudenosaunee and the Wendat peoples and is now home to many diverse First Nations, Inuit and Metis peoples. The Administration Committee recommends the adoption of the following report (August 20, 2000) from the Board of Governors of Exhibition Place: Purpose: This report is submitted for the consideration of the Administration Committee at its meeting scheduled for September 12, 2000, and City Council at its meeting of October 3, 2000 to seek approval of a long-term lease between the Board of Governors of Exhibition Place and the Toronto Police Service – Mounted Unit for a designated area within the Horse Palace located at Exhibition Place. Financial Implications and Impact Statement: No implications on the capital or operating budgets of Exhibition Place. Recommendations: It is recommended that: (1) City Council approve a long-term lease with the Toronto Police Services – Mounted Unit for a designated area within the Horse Palace located at Exhibition Place, based on the terms and conditions outlined in this report; and (2) the appropriate Exhibition Place and City officials be authorized and directed to take the necessary action to give effect thereto. Background: At its meeting of June 25, 1999 the Board of Governors of Exhibition Place approved a three-year lease with the Toronto Police Services – Mounted Unit commencing on the 1st of January, 2000 and expiring on the of December 31, 2003. At the same meeting, the Board of Governors also approved that, subject to City Council approval, the Toronto Police Services lease be extended to an initial period of five (5) years expiring on the 31st of December, 2005, with an option, subject to the approval of the Board in each case, to renew this Indenture for three (3) further periods of five (5) years each upon such terms and conditions as may be agreed.

    Item No. 16 ACTION REQUIRED January 19, 2015 To: The Board of Governors of Exhibition Place From: Dianne Young Chief Executive Officer Subject: Mounted Police Head Quarters Lease Renewal, Horse Palace Summary: This report recommends that the Board approve a five (5) year renewal lease with The City of Toronto commencing January 1, 2015 and expiring December 31, 2019 for the premises within the Horse Palace presently occupied by the Toronto Police Mounted Unit Head Quarters, substantively on the terms and conditions of the existing lease and the terms outlined in this report. Recommendation(s): It is recommended that the Board approve a five (5) year renewal lease with The City of Toronto for premises located within the Horse Palace occupied by the Toronto Mounted Police Unit on the same terms and conditions as the existing lease. Financial Impact: There are no financial implications resulting from the adoption of this report. As with other City operations that have extended continuously, the lease rent is nominal, however the Mounted Unit must pay for the full cost of all services delivered to it by Exhibition Place staff which cost includes an administrative mark-up of 12% on the service cost. The Mounted Unit also pays for the cost of maintaining the horse ring and dirt in the Horse Palace which cost they share with the Exhibition Place Riding Academy. Decision History: As a part of the 2014 to 2016 Strategic Plan, Exhibition Place has a goal to enhance and sustain our dynamic and diverse public assets and integrate these assets into the urban fabric for the benefit of the community.

However, they are also a team facing vagrancy, with their lease at Rogers Centre expiring on December 31, 2017 and have historically had trouble-selling tickets at this locale. The team is now looking to play in a smaller established venue that is more realistic to fill and such stadiums suggested have included BMO Field and Varsity Centre.
