4 POLICE REPORT

A police report was not received.

5 MINUTES nd The minutes of the Full Council Meeting held on Thursday 2 March 2017 were signed

as true record of the meeting by the Chairman.

6 MATTERS ARISING

A report from the Clerk which had been circulated was read by the Chairman and is

attached to these minutes as Appendix 1. Ongoing issues from the Clerks Report are:

i. Protection of tree at Back Lane Clerk 2 ii. The gate at the Pound items

7 AMENITIES AND FACILITIES

Clerk i. Pill Box – Clerk to get in touch with volunteers to dig out the Pill Box.

Clerk to seek advice regarding wording for the information board. Clerk ii Playground – no faults reported. Email received from ROSPA saying

that there is an extra charge to meet the Inspector. Clerk to ask ROSPA

what this charge is going to cover as it is public money. Diary to look at

quotes for playground inspection for next year. Clerk iii Bartons Ground – Ditching work has been carried out. Cllr Cade and th Clerk to meet representative from Eton College on the 7 April. Clerk

to ask Keith Selby to cut the grass in early May.

iv Trees in Parish

a) Timber Green – waiting from advice from James Bennett

b) Tree Survey – complete Clerk c) EDDC trees – Clerk to email EDDC to ask for a list of District Council

owned trees.

v. Football club container – nothing further to report

vi. Noticeboards – Clerk is awaiting a quote.

vii. Johnnies Ditch – Clerk to ask TGS to trim the hedge in the autumn. Clerk viii. Maypole - resolved to permit the school to use the Maypole for May

Day. Clerk to ask EDDC to mow the grass on Maypole Green.

Clerk 8 ENVIRONMENT i Flood Wardens – no update. Clerk to ask for update for Open Meeting. ii. Wessex Water – Chairman read out email from Wessex Water – see Clerk Appendix 2. Clerk to go back to ask why they are still pumping out Clerk water from Newton Road and from High Street and Church Street.

9. TRAFFIC & TRANSPORT

i A31/A350 – loose manhole cover reported. The speed indicator on the A350 still does not work. Clerk to ask DCC why this is not working. Clerk ii Highways – Traffic Calming and Safety – no update iii. Working Together Programme – Clerk highlighted main points from meeting with DCC Highways. C and D roads are now only cut once a year (includes Newton Road, Straight Mile, , Wimborne Road and White Mill). Cllr Cade and Clerk met with Simon Jackson contractors who have quoted £360 per visit. DCC cost £375 per day. Clerk 2 Possible second cut would be late September. It was resolved to ask items Simon Jackson to carry out this work and get a more detailed pricing for Lytchett. Dave Miller has quoted £200 for two day sign cleaning work. It was resolved to ask Dave Miller to carry out this work. iv. Rushall Lane Road Closure – starts on the 8th May. Cllrs noted the closure. v. White Mill Bridge – Clerk was contacted by the Bournemouth Echo regarding the sign being stolen. vi. Village Signs - the village sign on Straight Mile needs to be replaced. Clerk to investigate cost of standard sign is and one with please drive Clerk carefully.

10 REPORTS To receive reports from representatives of the following: i Alms House Charity No report ii Memorial Hall No one available to go to the next meeting iii Sports Association. No update iv P A C T. Cllr Cade gave a report. Day care services are being removed from Wimborne to Ferndown. Lindsay Cass is still wishing to know about fly tipping. Police have said there have still been issues with thefts from cars and sheds and also poaching. On street parking is the responsibility of County Council and off street is District Council. POPP are now dealing with ages 18+. v DAPTC Cllr Palmer and Cllr Cade attended Annual General Meeting in March. Speakers concentrated on the unitary authority. vi. 11 FINANCE i The Schedule of Payments were received, approved and the cheques were signed in accordance with the Bank Mandate. Appendix 3 to these minutes. ii. Risk Assessment and Asset Register Review – it was resolved to approve the risk assessment and asset register for publication iii. Clerks Pay Scale – it was resolved to increase pay scale and ratified to 3

go up a spinal point when CILCA completed.

12 EMEREGENCY RESPONSE PLAN

Flyer asking for people to volunteer skills for the Emergency Plan to be circulated through Parish Magazine. Clerk

13 PARISH COUNCIL WEBSITE

Chairman proposed going forward with Vision ICT being the most cost effective and having considerable experience with Parish Councils. Cllr Knock asked about the current website and the arrangements for shutting it down. Clerk to ask Cllr Godfrey to speak to Clerk Mr Champion about shutting down. Clerk to write a message of thanks on behalf of the Parish Council for all Mr Champion help and support. It was resolved to employ Vision ICT to provide the Parish Council website. All in agreement. 14 FREEDOM OF INFORMATION Clerk It was resolved to adopt the Freedom of Information Policy. All in agreement 15 DEFIBRILLATOR

Cllr Cook has given a grant for £500 for the defibrillator. Potential subject for Open Cllr Knock Meeting. Cllr Knock to investigate exact model and cost. 16 CORRESPONDENCE Clerk DAPTC Whole Council training – charge of £350.00 plus travel expenses. Clerk to speak to Shapwick and Pamphill, Spetisbury and Charlton Marshall. 17 PARISH MATTERS Chair/Clerk Parking – people are not parking in the Memorial Hall car park for events. Chair to put notice in the Bridge and Clerk to contact Hall to encourage customers to use the car park. 18 The Parish Council meeting was suspended at 9pm whilst the Planning Committee took place. See minutes 2nd March 2017 for details.

The Parish meeting re-convened at 9.25pm
