CALL TO ORDER

The Airport Advisory Committee meeting was called to order at 12:02 pm

APPROVAL OF MINUTES

A motion was made by Wilkins, supported by Gustafson, to approve the Minutes of April 3, 2018, as written. Motion Carried.

INFORMATIONAL ITEMS

The Airport Manager’s Report was included in the packets distributed to the Committee prior to the meeting. The various activities and projects were discussed.

AIRPORT MANAGER’S REPORT June 5, 2018

1. /Charter Operations Report – April 2018

The air service operations reports for April are included as Attachments 1, 2 and 3. In April, SkyWest enplaned 1,580 passengers and deplaned 1,790 passengers for a total passenger count of 3,374 and a Load Factor of 52%. During calendar year 2018 the airline has handled 10,982 total passengers (1% over CY2017) with 5,681 enplanements and 5,301 deplanements and a Load Factor of 45%. For the April 2017 to April 2018 period, the flight completion rate is 96% (741 scheduled/32 cancelled).

Grand Rapids Airport sees April passenger traffic rise 15%

Gerald R. Ford International Airport reported a 15% increase in April passenger traffic compared to last year. The airport also announced that it served more than 1 million passengers in the first four months of 2018. WZZM-TV (Grand Rapids,

2. Air Service & Charter Programs

A. Airline Schedule. The extra July 2 flight provided by SkyWest to support Electric Forest is almost sold out and it appears that the flight will be very profitable for the airline. This will be important for next year’s event as the Airport will continue to request SkyWest to provide larger 70-seat aircraft and/or additional flights to support this festival.

B. Casino Flights.

Laughlin, NV - Next trips June 7-10 and July 30-Aug 3.

Atlantic City - Next trips June 13-16 and August 6-9.

3. Airport Budget

A. FY19 Operating Budget. The Airport’s proposed FY19 Operating Budget and Budget Narrative (October 1, 2018 – September 30, 2019) was submitted to the Budget Office May 5, a copy of which is provided as Attachment 4. Please note this is the first draft submittal only and subject to modification as it moves its way through the budget process.

4. Airport Capital Improvement Program / Grant Program

6. 6/24 Rehabilitation (Design Phase). The project plans and specifications are ready to release for bid subject to approval by the Ways & Means Committee on June 7. The project will have a release date of June 15 with bids due July 13 and the final grant application to FAA by July 31. Due to the timing of the receipt of the federal and state grants, the construction phase will start in spring 2019.

7. Air Service Marketing Grant. The Airport has received the 2018 Air Service grant from MDOT in the amount of $10,000 and will take to the Board for approval on June 26.

8. Capital Improvement & Equipment Grant. The Airport has received the 2018 Capital & Equipment grant from MDOT in the amount of $10,000 and will take to the Board for approval on June 26. This grant will be combined with the 2017 Capital & Equipment grant (No. 2017-0482) to complete the construction phase.

5. Economic Development

A. Airport Restaurant. Staff has a meeting scheduled with the principles for June 4 to continue finalizing the lease details and restaurant concept. The principles are aware of the new airline schedule and the County’s meeting dates/deadlines to bring the lease agreement to the Board for approval. The Airport wants to include notice of the new restaurant as part of the airline schedule marketing efforts.

B. Solar Development. The Airport has negotiated a Letter of Intent (LOI) for the potential lease of 7.5 acres of land contained in the runway protection zone for Runway 32. This land is located on the south side of Grand Haven Road and a solar facility is a compatible use. Staff brought the Letter of Intent (LOI) to the Advisory Committee in April; however, the motion was tabled due to concerns over the lack of a CPI over the term of the proposed agreement term. This issue will be addresed during the development of a Lease Option Agreement and the long-term Ground Lease Agreement.

6. Airport Public Relations, Marketing & Advertising

a. Electric Forest 2018. The Airport continues to work with Electric Forest and SkyWest Airlines to increase support for the event and is using the Electric Forest social media outlets to remind attendees they can fly into MKG (or drive and park) at the terminal and catch the event shuttle provided by Electric Forest (operated by bus.com).

b. 13th Annual Run for Wings event. The 13th annual Run for Wings 5K Run/Walk event hosted by Executive Air Transport will be held at the airport on Saturday, June 9th starting at 8:00 AM with a pancake breakfast after the race at Executive Air Hangar 2.

7. Airport Administration, Operations, and Maintenance Programs

A. Use of Firefighting Foam at Muskegon County Airport. The Michigan Department of Environmental Quality has reached out to that have historically used firefighting foam as part of routine fire protection and safety practices. Certain types of firefighting foam (e.g. aqueous film forming foam or “AFFF”) contain per- and polyfluoroalkyl substances (PFAS), and, more specifically the hazardous substances perflurooctanic acid (PFOA) or perflurooctanesulfonic acid (PFOS).

A PFAS Working Group is working with DEQ to investigate if the release of PFOA or PFOS to the environment at levels above the established Part 201 criteria (70 parts per trillion) is present. The draft work plan describing proposed actions to define the nature and extent of PFOA/PFOS has been submitted to MDEQ for review and approval to protect public health and the environment.

B. Annual FAA Airport Certification Inspection. The airport’s annual certification inspection by the FAA was performed May 21-23. During this inspection, all aspects of the airport’s federally mandated programs to operate a commercial service a
