    Policy Note December 2019 Students at school in Chittagong, Bangladesh © Nathalie Bertrams / GAGE 2019 Adolescent education and learning in Chittagong, Bangladesh Policy and programming implications from the GAGE baseline findings1 Authors: Khadija Mitu, Muhammed Ala Uddin, Laura Camfield and Jennifer Muz Introduction Bangladesh has made remarkable gains in the past 20 years in increasing access to education, especially at the primary level and for girls. The country’s net enrolment rate at the primary school level increased from 80% in 2000 to 95% in 2017, and secondary school net enrolment is 62%, up from 45% in 2000 (UNESCO, 2018). The percentage of children completing primary school is 80%, and Bangladesh has achieved gender parity in access. A number of challenges remain, however, relating to the quality of education provided. National learning assessments conducted by the government of Bangladesh show poor literacy and numeracy skills among students in Grades 5 and 8. The curriculum focuses more on rote learning than on competencies, critical thinking and analytical skills, reducing the government’s ability to attract higher-paying employers by providing highly skilled workers. According to the 2019 Global Education Monitoring Report (ibid.), educational provision has failed to match the massive expansion of slums, and only a quarter of slums have a government school. This brief draws on evidence from Gender and Adolescence: Global Evidence (GAGE) – a unique longitudinal mixed- methods research and impact evaluation study focused on what works to support the development of adolescents’ capabilities during the second decade of life (10–19 years) (GAGE consortium, 2019 forthcoming). Research methodology GAGE employs a mixed-methods research approach in order to explore its research questions.

Q AMRUZZAMAN 2 Abstract Performance of ‘Bilati Dhonia’ (Eryngium foetidum L.) grown under the shades of different tree species, namely guava, jackfruit, mango, jujube, and farmers’ practice (grown under artificial shade) was evaluated at the Agricultural Research Station, Raikhali, Rangainati Hill District during two consecutive years of 2004-05 and 2005-06. The results revealed that plant height, leaf length, number of leaves per plant and fresh weight per plant were significantly higher under the canopies of various trees and farmers’ practice than those grown under direct sun light. Different growth characters were better under the shades of jackfruit and guava trees than those of other species. Periods to first and 50% flowering under tree species were longer than that under direct sunlight. The highest fresh yield (mean of two years) of ‘Bilati Dhonia’ was found in the farmers’ practice (27.58 t/ha), which was similar to those under guava (27.31 t/ha) and jackfruit trees (27.51 t/ha). It belongs to the family Apiaceae and originated mainly in tropical America, West Indies, Vietnam, Asam and Bangladesh (Nienga, 1995; Rashid, 1999; Rubatzky et al., 1999). It is also known as ‘Bhandhonia’ (Sankat and Maharaj, 1996) in West Indies and ‘Culantro’ (Rubatzky et al., 1999) in Spain.

    1Rangamati Hill District 2[*] Council Act 1989 (As amended up to 18 September 2000) Act XIX of 1989 Whereas it is expedient and necessary to enact laws to establish a Council for the overall development of Rangamati Hill District inhabited by different backward tribal people: It is hereby enacted as follows: - 1. Short Title & Commencement. – (1) This Act may be called Rangamati Hill District 3[*] Council Act, 1989. 2. It shall come into force on such date as the Government by notification in the official gazette appoint. 2. Khaleda Zia, head of the Bangladesh Nationalist Party (BNP), stepped down as prime minister on October 27 when her five-year term of office expired, and she transferred power to a caretaker government that would prepare for general elections in 2007. The civilian authorities generally maintained effective control of the security forces. The government's human rights record remained poor, and the government continued to commit numerous serious abuses. Extrajudicial killings, arbitrary arrest and detention, and politically motivated violence were among the most egregious violations. Security forces acted with impunity, and committed acts of physical and psychological torture. In addition violence against journalists continued, as did infringement on religious freedoms. Government corruption remained a significant problem. Violence against women and children also was a major problem, as was trafficking in persons. RESPECT FOR HUMAN RIGHTS Section 1 Respect for the Integrity of the Person, Including Freedom From: a. Arbitrary or Unlawful Deprivation of Life Security forces committed numerous extrajudicial killings. The police, Bangladesh Rifles (BDR), and the Rapid Action Battalion (RAB) used unwarranted lethal force. Although there was a decrease in the number of killings by security personnel (see section 1.c.), nearly all incidents received only administrative investigation. According to local human rights organizations, no case resulted in criminal punishment, and in the few instances in which charges were levied, punishment of those found guilty was predominantly administrative.
