B) The name of the association is the Association “MILITARY ORDER OF VETERANS IN THEATER OF OPERATIONS”, name reserved by the proof of availability of the name number 172444 of 18.01.2019 issued by the Ministry of Justice - Public Relations and Cooperation with NGO Service. C) The members of the association want to associate and have as their proposed purpose the protection and preservation of the military and combat values and traditions of the Romanian military - veterans of the military actions in the theaters of operations. Carrying out activities meant to contribute to the preservation of the historical and fighting traditions of the Romanian military, interpersonal assistance, protection and improvement of the social and professional life of veteran soldiers, promoting a positive image of the O.M.V.T.O. and the army among civil society as well as the promotion of Romania's traditional values internationally. Through these activities, carried out in full respect of the law, will be permanently pursued the cultivation and development of the noble sense of belonging of veterans to the elite of the Romanian Army, patriotism and worship of the heroes of the Romanian people. O.M.V.T.O. militates for the respect of the historical truth, the restoration to rights of the Romanian millennial cultural dowry, the coexistence in harmony with the environment, the protection of the environment and the natural riches of today's Romania, the institutional transparency, the fight against corruption, the defense and protection of the dignity and honor of the Romanian military incompetence and any abuses against the Romanian military and veterans, the promotion in public positions of persons with intellectual competence and moral integrity, the normalization and permanent improvement of the quality of life of the Romanian citizens. The members of the association aim to: - To popularize the deeds of arms and the exceptional achievements on the professional line of the associated members, as well as of the persons who do not have this quality, but who, through the support they offer, demonstrate that they understood and appreciate the purpose of the Order. The popularization will be done through moral-spiritual activities, mediated, as much as possible, through the central or local media, as well as through a publication edited by the Order. - Making and editing books, periodicals, leaflets, posters, brochures, computer programs and other information materials. - Organizing training courses, seminars, conferences, debates. - Promoting camaraderie with persons working outside the military - either active, reserve, or retired - as well as with other non-governmental and apolitical organizations, both local and territorial; - Promoting camaraderie relations with soldiers in the service of the armies of other states, through discussions on military and technical issues, carrying out cultural and tourist activities; - Organizing humanitarian actions for people or groups of people in precarious situations and / or living conditions; - The establishment of the “VETERANS CROSS” medal, awarded honorarily to the members of the O.M.V.T.O. and / or persons outside the O.M.V.T.O., civilians or military, who have distinguished themselves through activities that have obviously supported the objectives of the O.M.V.TO. and / or in combat missions, humanitarian or other military actions; - Organizing contests on military, technical, general culture and sports topics, awarding the winners cash prizes and items bearing the insignia of the Order; - Organizing and setting up seasonal camps with sports-military-applicative specifics (airsoft, paintball, sport shooting, field orientation, mountaineering, survival, etc.), in which to participate mainly the members of the association and their families, but also volunteers from outside the Order; - Organizing club, leisure, sports activities, etc., the participants being, first of all, the associated members; - Organizing fun evenings (balls, anniversaries, country celebrations, New Year's Eve, etc.) in which, in addition to the associated members, other people can participate. - Establishment of a financial system intended for mutual aid, its budget being formed by collecting a special fee compared to the one paid monthly as a member of the Order. D) The headquarters of the Association THE MILITARY ORDER OF THE VETERANS FROM THE OPERATIONS THEATERS is in Medgidia mun. Str. Republicii nr. 6, bl. SC3, sc. 3, Ap.47, Constanţa county. E) The duration of the Association The MILITARY ORDER OF THE VETERANS IN THE OPERATIONS THEATERS is for an indefinite term. F) The patrimony from the date of establishment of the Association THE MILITARY ORDER OF THE VETERANS FROM THE OPERATIONS THEATERS consists of the initial assets of the Association, made up of the cash contribution of the associates, of 66.7 lei each associate, in total value of 200 lei. THE LOCATION OF CERNAVODA NPP UNIT 1 Cernavoda NPP site is located in Constanta County in the Dobrogea region. The nuclear facility lies about two kilometres Southeast of the town of Cernavoda, in the lower Danube region near the Black Sea. This site was previously a limestone quarry with a cement plant. About 220,000 people reside within 30 km of the site. The terrain of the Cernavoda is generally flat but there are hills and low mountains especially to the south. There is also a hill between Cernavoda NPP and the town of Cernavoda. The climate is continental with a Mediterranean-like influence from the Black Sea. However, summers are hot and dry, and winter moderate with some snow. The Cernavoda NPP site is located at the convergence of several transportation systems. There are both nationally and internationally important waterways - the Danube River and the Danube-Black Sea (DBS) Channel. Road and railway networks connect the town of Cernavoda with locations to the North and South along the Danube River and East and West along the DBS Channel. Within a 30-km radius of the Cernavoda NPP site there are several historical monuments and archeologically significant ruins, some of which date to Greek and Roman times. There are also four natural reserves. There is a museum in Medgidia, an art collection in Topalu and folk architecture sites in several villages, the monument and a museum in Adamclisi.

Abstract. The appearance of the analysis models, as a physical or mathematic form, has allowed simplifying the graphic representation of the processes specific to bioclimatology. Thus, the bioclimatic index becomes a useful and practical work tool in the scientific research, avoiding a multiple range of possible evaluations of the positive or negative potential that the climate of a region has on the human health. The proposed study analyzes the calculated values of the thermo-hygrometric index, for the period between the years 1981-2010. The database was improved with the meteorological data obtained from the five weather stations located in the Southern part of the Dobrogea Plateau. The mathematic formula launched by Kyle W.J. is based on the measured values of the air temperature (ºC) and relative air humidity (%). The obtained results allow to highlight both the specific bioclimatic areas and the way in which the tourism in the area can be affected. The bioclimatic extension and intensity is rendered by a suggestive and synthetic graphic expression. The maps showing the spatial distribution of the index were obtained by combining the isotherm method with the kriging interpolation specific to the ArcMap. INTRODUCTION The health status of the population according to the scientific research of the last 20 years represents, in fact, a state of the physical, mental and social well- being and not just a simple absence of a disease or an infirmity (WHO, 2019).

Demography The data on population distribution presented in this study were prepared by Project SA Constanta (Ref 4.7-1) at the level of the year 2000 and estimated for the future period until the year 2030 (see Tables 4.7.1-1 ÷ 4.7.1-4 and Figure 4.7-1). Analyzing the distribution of the population with permanent residence in the 30 km radius area, it is found that the sectors with most inhabitants are those of Medgidia, Cernavoda and Fetesti. The ESE sector had 57570 inhabitants at the level of the year 2000 and it will have about 58945 inhabitants at the level of the year 2030. This sector includes Medgidia Town, at 18 km ESE from the site, a town having 46457 inhabitants at the level of the year 2000 and an estimated population of 47000 inhabitants in 2030 (Ref 4.7-1). This sector is not located on the direction of dominant winds. Another sector with many inhabitants is located on WNW direction and its population concentration reaches about 41598 inhabitants at the level of the year 2000 and it is to be about 41370 inhabitants in the year 2030. This sector includes Fetesti Town, located at 18 km distance from the Cernavoda NPP site, with a population of 36684 inhabitants, that is to reach 36000 inhabitants at the level of the year 2030. The town is not on the dominant winds direction.

The purpose of this article is to cover a gap in the research and literature and it provides specialists in various fields of wind engineering accurate data on wind characteristics and the wind potential of the atmospheric boundary layer above Dobrudja. This presentation aims to bring an original contribution to a more accurate and complete assessment of wind characteristics and to a more precise estimation of the wind potential in Dobrudja. According to the results obtained and the processing of the measurements, we can draw the conclusion that Dobrudja is an area characterized by a high wind energy potential, which represents an available energy source ready to be harnessed by the implementation of wind turbines. Introduction Currently, the concern regarding the use of the wind potential in Dobrudja is connected to the 1995 study (at ICEMENERG). The purpose of this study was to find a solution for the building of an aero-electric power station at the Black Sea, with an installed capacity of 20000 MW, with a detailed analysis for the north jetty of the Constanta Harbor. Measured data must exist in the very location in order to establish a wind energy power station, and since no such direct data existed, the value of the investment was estimated at over 30 million US dollars. Thus, beginning with 1996, meteorological data began to be collected with specialized translators located at 28 m above the sea level, on the White Lighthouse of the harbor protective jetty.
