Municipal Services

Animal problems: Nuisance animals should be reported to the animal control officer at 860-666-8445. The Highway Department will remove dead animals from Town roads. Call 860-667-5810 to report. Highway Department hours are 7:00 a.m. to 3:30 p.m., M-Fr.

Building permits: Available in the Building Department at Town Hall, 131 Cedar Street, 860-665-8580. Can also apply for a permit online at www.newingtonct.gov. Connect to the Building Department page.

Cemeteries: Center Cemetery, 1075 Main Street and West Meadow Cemetery, 679 Willard Avenue. Contact the Parks and Grounds Department at 860-667-5830 between the hours of 7:30 a.m. and 3 p.m., Monday through Friday. Both cemeteries are owned and operated by the Town.

Grass clippings: Clippings can be left on the lawn, put into a backyard compost pile, or taken to the landfill. Do not put leaves or grass clippings in the curbside container. The Town may be fined $200 per occurrence.

Gun permits: May be obtained from the Police Department, Records Office, 131 Cedar Street, 860-665-7331.

Leaves: The Town will continue to collect leaves at the curbside each fall. Residents may also take leaves to the Town’s Landfill/Recycling Center but must remove leaves from bags, boxes, etc. prior to disposal.

Licenses: The following are available in the Town Clerk’s office at Town Hall, 131 Cedar Street, 8:30 a.m. to 4:30 p.m. -- marriage licenses, civil union licenses, birth and death certificates, dog licenses, and fishing and hunting licenses. Call 860-665-8545.

Sidewalk clearing: Town residents are required to remove ice/snow from sidewalks which abut their property. If snow/ice is not removed within 12 hours after the storm, the Town will clear the area and the costs will be billed to the property owner. Unpaid charges can result in a lien being placed on the property. Sand is available to Town residents at the Highway Garage on Milk Lane.

Snow plowing: The Town Highway Department is responsible for the plowing of Town streets. Parking bans are announced on Town website and in the media.

Snow and ice policy: Plowing begins when snow accumulations are more than ½ inch or forecasts indicate that it will be more than ½ inch. A maximum of fourteen Highway plow trucks may be dispatched to plow assigned routes. Once snowfall has stopped, plowing and treated salt applications will continue until all streets have been cleared. It is the Town’s policy to plow the full width of the street, curb to curb, during significant snowfall. This ensures that storm water basins are obstruction free, allowing storm water and snow melt to drain, thus preventing flooding and icing conditions.

Snow - Driveways: Plow blades cannot be lifted as they pass a driveway, as a mound of snow would be left in the roadway. Snow will be plowed into driveways during curb to curb plowing. Residents may wish to clear driveways several times during a storm or wait until plowing operations have been completed. Shoveling, plowing, or blowing snow into the road is unacceptable. Clearing driveway openings is the responsibility of the property owner.

Snow – Sidewalks: Property owners or occupants are responsible for keeping sidewalks in front of their property clean of snow and ice. Sidewalks free of snow and ice will ensure safe public walkways for school children and pedestrians and prevent anyone from having to walk in the street. Town ordinance 15-24(b) states: Such owner shall remove any accumulation of ice and snow within twelve hours after such snow and/or ice has ceased to accumulate.

Snow – Mailbox Damage: The Town will repair or replace mailbox/posts only where there is evidence of the plow or truck striking the mailbox/post. All mailboxes and posts replaced will be the standard replacement variety. The Town will not accept responsibility for mailboxes/posts which have fallen or are damaged due to the weight or force of the snow thrown by the plow. All mailboxes should be securely fastened to a sturdy post, properly anchored in the ground to resist the impact of plowed snow. In accordance with the current postal guidelines, the mailbox should be at least nine inches from the curb or edge of pavement in order to prevent contact by the snowplow itself. The height of the bottom of the mailbox should be between 42 inches and 48 inches from the road surface.

Snow - Winter Parking Bans: A permanent ban is in effect from November 1st through March 30th. Parking is not allowed on streets for more than 30 minutes between 2 a.m. and 6 a.m. A temporary ban is in effect when a determination is made not to allow parking on either side of Town streets at anytime in order to facilitate snow plowing operations. When this occurs, the media will be notified. If you are unsure whether a temporary ban is in effect, please call the Police Department at 860-666-8445.

Snow – Illegally Parked Vehicles and Basketball Hoop Systems: Vehicles that violate the winter parking ban or otherwise hinder snow removal will be ticketed and towed at the owner’s expense. Permanent or portable basketball hoop systems within the Town’s right-of-way are illegal and will be removed.

Snow – Fire Hydrant Clearing: The Newington Fire Department stands ready to serve you during any emergency regardless of weather conditions. You can help by clearing snow from the fire hydrant nearest your home or business and by making sure that the hydrant is visible and accessible. The Fire Department emphasizes the importance to both you and your neighbors of keeping the hydrants open, and they extend their thanks for your assistance.

Snow – Sand: Sand is available to residents in small amounts at the Highway Department at 281 Milk Lane (off Fenn Road) and in barrels located throughout the Town.

Snow – Assistance: Removing snow is physically demanding. The Human Services Department may be able to assist residents. Contact them at 860-665-8590.

Trash Collection Requirements

All household refuse is to be put into tied bags and placed into the green container provided to you by the Town for automated curbside rubbish collection. No loose material is allowed. BAGGED TRASH LEFT BESIDE THE CONTAINER WILL NOT BE PICKED UP. Place your barrel, free from obstruction, within two feet of the curb by 6:00 A.M. (with the handle turned away from the street) to ensure pick-up. The container lid should be open no more than 2 inches to prevent spillage during the emptying process. Overfilled cans and cans containing CARDBOARD, METAL and COVERED ELECTRONIC DEVICES or other recyclable materials will not be emptied. LOOSE (COLD) ASH: should be bagged before being placed in the can. GLASS: including mirrors, window panes, & misc. household glass should be double bagged and placed in with the regular trash. Do not put leaves or grass clippings in the curbside container. The Town may be fined $200 per occurrence.

Oversized Pick Up Items noted below must be placed at the curb for weekly Thursday pick up in accordance with the requirements indicated. *Residents must call the Town’s Sanitation Department (860-667-5874) by Tuesday at 3:30 p.m. of each week to be scheduled for an oversized pick up. Oversized pick-ups for condominium complexes are done on Thursdays of each week. To schedule a condo pick up please call by Tuesday at 3:30 p.m. with the pick-up location (dumpster, bulk area, etc.) and list of items.

Wooden & Upholstered Furniture, Carpeting & Non-Metal Household Items These items (mattresses, box springs, wood doors, chairs, couches, etc.) may be placed at the curb for pick up. There is a 2 item per week limit for this type of pick up. Items must be able to be loaded into the refuse truck by two men. Carpeting must be rolled up, cut into lengths that are less than 4 feet and tied. They must be light enough for one man to lift. There is a limit of 5 rolls of carpeting per week.

Branches These items must be tied into bundles (individual branches cannot exceed 4 inches in diameter or be more than 4 feet in length) and should be light enough for one man to lift. Households are limited to 5 bundles each week.

Lumber Amounts generated by the homeowner may be placed at the curbside for the weekly oversized pickup. The pieces may not exceed 4 feet in length and must be tied into bundles that are light enough for one person to lift. There is a limit of 5 bundles per week. *NOTE: The disposal of any remodeling or building materials generated by a contractor’s work is the responsibility of the contractor and will not be included in the oversized pick up.

Automobile Tires 2 tires (rims removed) may be left at the curbside each week. Rims may be disposed of at the Town Landfill/Recycling Center at 2045 Main St. (by Churchill Park).

Trash Collection Requirements, Continued

Materials Not Acceptable for Placement in the Curbside Containers Dangerous or environmentally unsafe materials or substances including, but not limited to, stone, dirt, concrete, tile and sheetrock, roofing shingles, CEDs (TVs, printers, computers, monitors, laptops), cleaning fluids, oil base paints, caustics, explosives, ammunition, asbestos, acids, poisons, drugs, radioactive materials, swimming pool chemicals, etc. should be disposed of on Household Hazardous Waste Collection Days. Please call the Newington Sanitation Department (860-667-5874) or see http://www.themdc.com for a schedule of these collection days.

Scrap Metal Large appliances & metal can still be collected by the Town each week at the curbside. Residents must pre-pay ($10 for one item, $5 for each additional item) at the Town Highway Garage at 281 Milk Lane (off of Fenn Road) by Monday at 3:00 p.m. to be scheduled for a Tuesday pick up. Payment can be made in person or mailed to: Town of Newington Sanitation Department, 281 Milk Lane – Newington, CT 06111. Checks should be made payable to: Town of Newington Sanitation Department. Include a note with your payment which lists your address, phone number and a list of items to be picked up.

Residents also have the option of bringing these items to the Town Landfill/Recycling Center at 2045 Main Street at no charge. Residents must show proof of residency at the Town landfill. If you have any questions, please call 860-667-5874.

Newington Landfill/Recycling Center

The Town Landfill/Recycling Center is located at 2045 Main St., next to Churchill Park. The vegetation disposal area is restricted to use by Newington residents and Town government operations. A Landfill permit is required for the disposal of vegetation. Residents may obtain a permit at the Highway Garage on Milk Lane. or at the Town Clerk’s office. Driver’s License and Registration must be presented at the time of application. Landfill permits are not available to the residents of apartments and condominium complexes. Disposal is restricted to yard vegetative waste generated from applicant’s personal residence only; no commercial vehicles are allowed. A permit is not required for the disposal of CEDs, (TVs, printers, computers, monitors, laptops) grass clippings, leaves, scrap metal, waste oil, & propane tanks. The landfill attendant may ask for proof of residency for these items.

 Grass Clippings and Leaves Can be left on the lawn, put into a backyard compost pile, or taken to the landfill.  Electronics Recycling State mandated items which consist of CEDs (fluorescent bulbs, alkaline batteries, TVs, printers, monitors, computers, laptops) may be recycled at the Town Landfill/Recycling Center on Main Street. For an extensive list of accepted electronics, visit the Town website at www.newingtonct.gov.  Motor Vehicle Batteries Can be brought to the Town Landfill/Recycling Center on Main Street.  Waste Motor Oil Can be taken (in sealed containers) to either the Landfill on Main Street or the Highway Garage on Milk Lane (off of Fenn Road).  Propane Gas Tanks Can be brought to the Town Landfill/Recycling Center on Main Street.  Concrete/Stone (minor amounts generated by homeowners) Can be brought to the Highway Garage on Milk Lane (off of Fenn Road).  Textiles / Clothing Can be recycled at the Town Landfill on Main Street and a drop box is located at the Senior Center on Cedar Street

Landfill Hours January 1 - March 31: Saturday only 9:00 a.m. - 5:00 p.m. April 1 - December 31: Saturday and Sunday 9:00 a.m. - 5:00 p.m. Recycling Collection

Recycling is now collected single stream which means no longer sorting or separating plastics, paper or bottles and cans. All acceptable recyclable items can be placed in the Town provided blue automated recycling container. The containers should be placed out curbside, (the same as the green trash container) free from obstruction and spaced at least two feet apart within two feet of the curb by 6:00 A.M. (with the handle turned away from the street) to ensure pick up. Collection occurs bi-weekly. Contact the Sanitation Department with any questions. Containers found to contain trash or other unacceptable items will not be emptied. Items such as grass and leaves are not acceptable. These can either be composted or disposed of at the Town Landfill at 2045 Main Street. The Town may be fined $200 per occurrence if these items are placed in the container. A recycling dumpster is available at the landfill for excess recycling generated by town residents.
