1.0 SITUATION

The Tropical cyclone PAM has long gone away from the Solomon Islands leaving behind a sever devastation in several provinces including , , , Temotu and some parts of . Most of the important sectors were severely affected, including agriculture, fisheries, health and infrastructure, which has a mass negative impact on the livelihood of the local communities.

However, with a positive response by the National disaster management office, the National Emergency Operations Centre has activated its Provincial Emergency Operation Centres in the provinces concern, leading to the activations of their DM arrangements. Currently, PEOCs has deployed each assessment teams to the most remote communities to at least find out the impacts Tropical Cyclone Pam has left behind.

2.0 Reported Impacts Current feedback from the assessment teams on the ground, detail report will be provided later Provinces Impacts Updates Temotu  Sustain a massive devastation to vegetation, food gardens, and water supply  Urgent needs include, water supply materials, food, Cassava stocks and Kumara vines for replanting /outer layers  At Nupani Island, 4 houses were destroyed & in category 4, cassava and kumara were not grown in the island however, banana plants were completely devastated  Food is urgently needed.  Health/Medical assessment team were deployed to the Reef Islands including the outer laying little Islands  Assessment is still progressing in other Islands

Makira  Assessment is still progressing and is expected to complete by this week Malaita  Assessment is still progressing and is expected to complete by this week Guadalcanal  Assessment for the west and North East Guadalcanal has completed, however, reports shows that more damages is on food gardens Isabel  Assessment is still progressing and is expected to complete by this week

3.0 Current Responses

National Response SI Government/NDMO Response:  The Solomon Islands Government through the NDMO is leading the response supported by the National and Provincial Clusters which include humanitarian agencies

 SIG NDMO led multi-sectoral assessment team arrived on Anuta yesterday and established communication links with the NEOC o The team confirmed that the population of Anuta is 243 with a total household of 70 living in 24 houses. o Environment/vegetation was gone labelling it as desert island. o 3 houses were confirmed completely destroyed & 10 were partly damaged. o Water supply was destroyed and unsafe for drinking o Food becomes a priority need, as their food stock pile is running very low  NEOC will collect Specification damaged report from the IRA team and then will send recommendation to responsible cluster members for technical response.

Logistics Response:  The NDC through the NDMO has deployed the RSIPFV 04 with Assessment Teams and Emergency Relief Supplies on Friday 20th March 2015 to Anuta Island Temotu

 Assessment and emergency relief distribution in the Island of Anuta has completed, and the IRA team is currently in

 The Provinces of Malaita, Makira and Isabel are deploying their respective Provincial Assessment Teams to the affected communities within their jurisdictions

 MV Florence will carry all the remaining relief supply for Temotu outer Islands including Reef Islands

 Logistic Cluster confirmed that the shipment of relief supplies to the affected Islands in Temotu will be on Saturday morning, loading will be on Thursday Gaps and constraints  The limitation of the RSIPFV to carry large volume of relief supplies to also cover other affected outer Islands of Temotu. This is understandable as the RSIPFV is not a cargo boat

 Availability of ship to remote Islands for quick relief is a difficulty.

Shelter Response:

 Emergency NFIs including shelter kits were distributed to the affected households of Anuta Island

Health and Nutrition Response:  Medical supplies/stocks replenishments and emergency health services currently conducted for the affected population on Anuta. (Please refer to the emergency supplies manifest on Annex 1)

 Medical supplies/stocks were despatched to Temotu on the RSIPFV 04 on Friday 20th March 2015 to support the replenishment of medical supplies for all the Outer Islands of Temotu

 The Ministry of Health has deployed health specialists, and environmental health officers to support the Lata health team that will be deployed to the Outer Islands.

 Medicines/Medical supplies to be distributed and coordinated by Health personnel.

Food Security Response:  The Solomon Islands Government through the NDMO have procure 120 bags of 20 kg rice as part of the emergency food relief specific for the Island of Anuta

 The support vessel is expected to deliver additional food supplies for the Island of Anuta and other affected Islands based on the IDA Report

 The Solomon Islands Government under the Ministry of Agriculture and Livestock is deploying Agriculturalists from the affected Provinces to undertake the Initial Damaged Needs Assessments and Detail Sectoral Assessments for possible recovery.

 Basic food relief for the affected outer Islands in is expected to leave on Friday evening or Saturday morning by MV Florence.

Education Response:

 Report from the multi-sectoral assessment teams on Anuta stated that the only school on the Islands including buildings receives no major damages. However, the school has not yet resumed classes due to

 The Ministry of Education has deployed two infrastructure officers from Honiara to team up with the education team at Lata to investigate and assess damaged and destroyed education facilities (buildings) reported

 Malaita and Makira will conduct their own assessments using in- Province officers

Communicating with Communities

 Communications via telephone and mobile to all Provinces are unaffected, except to communities without telecommunications infrastructures

 The multi-sectoral assessment team had established communications link to the NEOC yesterday 0810 hrs and 0945hrs via satellite-phone and report their general situational overview on the Island. A detail report is expected when the team reaches and stationed on the Island of Tikopia

 All IRA press communication regarding the affected sites will be channelled through NEOC for further consideration Funding/Donor Support Response:  The Government of Solomon Islands has approved a total of 9.5 Million Solomon Island Dollars to support the emergency response and relief phase. The funds is expected to cover the operations for all the affected Provinces

 The Government of has communicated to the NDMO an initial contribution of $250,000.00 Solomon Dollars (NZ$50,000.00)

 The Government of has covered all the logistical costs (fuel and food rations) for the RSIPFV mobilisation.

Temotu Province Response:  4 assessment teams were deployed to Reefs and its outlying atoll Islands. The team comprises of Agriculture, Police, SIRC & World Vision Solomon Islands

 Assessment for , and is still on hold waiting for the support ship to be diploid by Saturday 28th March 2015

Malaita Province Response:  Malaita has already conducted Assessments with assessments on the Southern, Central and East Are-Are completed, and that for the Northern and Eastern Regions is currently progressing

 The Assessment Teams are expected to return to by Wednesday 25th March 2015, where a formal report will be compiled and submitted to the N-DOC and PDC for deliberation

Guadalcanal Province Responses:

 Teams already completed assessments from Poha to Selwyn, however, Selwyn to Lambi is still ongoing

 Assessments on North, Central, North-east, South and east Constituencies is still progressing

 At this stage, no deployments of National Personals are required in each of the three Provinces as all have the capability to manage and coordinate their respective disaster response activities

Makira Province Response:  Briefing for the assessment teams was conducted on Sunday 22nd march 2015 at 2:00 pm

 Assessment teams were then deployed on Monday 23rd March 2015 to conduct assessments on Wards 5, 18, 19 and 20

 Assessments on Ward 10 was already completed

 PEOC requested a national staff to provide support

Isabel Province Response:  Deployed its assessment teams on Monday 23rd March 2015 to conduct assessments on three wards, Ward 13, 14 and 15

Meetings  Makira P-DOC has convened a briefing for its assessment team at 3:00pm on Sunday 22nd March 2015

 Temotu PDOC conducted briefing to the Anuta and Tikopia assessment & relief distribution team at 3:00 Pm on Saturday 21st March 2015

DM Stakeholders World Vision Solomon Islands  WVSI currently support the Assessment teams around Malaita and Temotu provinces

 Commit NFIs to support the affected population in Temotu ( refer to annex 1) Solomon Island Red Cross  12 Volunteer in Temotu and 8 Volunteers in Malaita are fully engage in carrying out assessment in the communities along with the provincial government officers

 Provincial focal points in Temotu, Malaita and Makira will be contacted through their branch officers  SIRC diploid a National officer from Honiara to provide support in Lata  SIRC has also Commit NFIs to affected population of Temotu province ( refer to annex 1) UNICEF  UNICEF is supporting the RWASH Sub-Cluster in responding to the impacts on water and sanitation.

International Support  Not required as yet

4.0 Security  A security issue around the Provinces is not a problem. However, the threat still exist, people are advice to take precautionary measure when travelling by sea or Land as strong wind and rough sea can be experienced over Solomon Islands at times

5.0 Planned intervention Logistics Response:

 The NDC through the NDMO is deploying a support vessel with relief supplies and support staff to conduct disaster relief activities on the Islands of Tikopia and Anuta, and to the rest of the Temotu outer Islands

 NDMO will also deploy its national staff to provide support to the Temotu PEOC by Wednesday 25th March, However, National officer for Malaita PEOC and Makira PEOC will be deployed at the end of this week, meanwhile, assessment teams are still on the ground

 A planned major relief operation is also planned for the affected communities of Malaita, Makira, Isabel and Guadalcanal Provinces, pending the assessment reports from the PDMO/PEOCs

6.0 Recommendation

 Anuta Island: Immediate food relief supply to be deployed to Anuta Islands as soon as possible as the entire food gardens on the Island was destroyed, and the very little food that the Islanders can salvage has now been consumed

 Anuta Island: Urgent facilitation of agricultural planting materials and cassava stocks, taro stocks, etc. This will enable the Islanders to replant their food gardens. However, the agricultural quarantine rules for the Province must also be observed to reduce bio-security threat for the Island

 Nupani Island/ Reef Islands: An immediate food relief and supplying of banana suckers for replanting is highly recommended

 Logistic cluster & NDMO: to deploy a support vessel to pick up the IRA team station at Tikopia, and to do food relief distributions to Tikopia and Anuta, as well as continuing the assessment in Vanikoro, Utupua, Duff Islands, and Reef Islands

 All PEOC of Guadalcanal, Isabel, Malaita, Makira and Temotu provinces: to collate and finalised their reports and have it submitted to the NEOC as soon as possible
