Understanding Scottish Places Summary This report presents a summary of the Your Town Audit (YTA) for Busby, conducted by Scotland’s Towns Partnership and EKOS. The detailed YTA Framework and Data Workbook are provided under separate cover. The YTA was developed to provide a framework to measure and monitor the performance of Scotland’s towns and town centres using a series of Key Performance Indicators. It provides a comprehensive audit of Busby with data on up to 180 KPIs across seven themes – Locality, Accessibility, Local Services, Activities + Events, Development Capacity, Tourism, and Place + Quality Impressions. The Understanding Scottish Places (USP) data platform provides a summary analysis for Busby and identifies 14 comparator towns that have similar characteristics, with the most similar being Lossiemouth, Culloden, Aviemore and Dyce1. The SOA reflects the most important priorities of our residents. It is the core strategic document for the East Renfrewshire Community Planning Partnership (CPP) as we work to deliver excellent services that focus on the delivery of outcomes. The SOA is a key demonstration of our commitment to the people of East Renfrewshire and sets out the outcomes we plan to achieve. The Single Outcome Agreement encompasses the work of all statutory community planning partners, other key public sector agencies and the voluntary and business sectors. Each profile provides indicators for a range of health outcomes (e.g. life expectancy, mortality, hospitalisation) and health determinants (e.g. smoking levels, breastfeeding, income, employment, crime, education). These profiles build on the success of both the 2004 community health profiles published by NHS Health Scotland (www.scotpho.org.uk/communityprofiles), and of the ‘Let Glasgow Flourish’ report published by GCPH in April 2006 (www.gcph.co.uk/content/view/17/34/). Name of creator Various ratepayers' groups, residents' organisations and community councils Administrative/ This fonds is an artificial collection, comprising the records of a number of biographical distinct community groups from throughout East Renfrewshire. Ratepayers' history groups and other local organisations existed from at least the 1920's. Community Councils were established from 1977. These are distinct to, but often carry on from, the prior organisations. Archival history These records were deposited, presumably at various times, at libraries in East Renfrewshire. There is no documentation relating to those deposits. The material was held in Library stock until being transferred to "the Bothy" in Eastwood Park and to the store at Neilston Leisure Centre. Immediate source of Transferred as part of accessions 2006/02, 2007/01 and 2007/02. acquisition The Mearns Ratepayers' Association handbooks were accession 2008/06. Giffnock & Thornliebank letter file were accession 2018/07 Scope and content This collection comprises the records of various community groups including those representing Barrhead, Busby, Clarkston, Cartvale, Eaglesham, Giffnock, Linn, [Newton] Mearns, Muirend, Netherlee, Neilston, Stamperland, Thornliebank, Uplawmoor, Whitecraigs and Williamwood. It mostly comprises minutes, but also includes petitions, financial records, publications, accounts and correspondence. -

NOTICE OF ELECTION NETHERLEE & STAMPERLAND COMMUNITY COUNCIL In accordance with Clause 13.6 of East Renfrewshire Council’s Scheme for the Establishment of Community Councils, and Section 52(7) of the Local Government (Scotland) Act 1973, I hereby give notice that an election is to be held for 18 members of Netherlee & Stamperland Community Council. Persons wishing to stand for election must be resident in the community council area, aged 16 years or over and be named on the electoral register. The proposer and seconder must also be residents of the community council area and be named on the electoral register. Self-nomination is not permitted. As part of the nomination process candidates are required to submit a personal statement of up to a maximum of 250 words in support of their nomination. Copies of all nomination statements may be made publicly available. To stand as a candidate, a valid nomination form must be submitted to Council Headquarters, Eastwood Park, Giffnock, G46 6UG. NHS Greater Glasgow and Clyde Board 2o January 2015 Report by Julie Murray CHCP Director EAST RENFREWSHIRE HEALTH AND SOCIAL CARE PARTNERSHIP INTEGRATION SCHEME PURPOSE OF REPORT 1. To seek approval for the Integration Scheme to establish an East Renfrewshire Health and Social Care Partnership and agree to put forward to Scottish Ministers for approval. RECOMMENDATIONS 2. The Board is asked to approve the draft Integration Scheme for submission to the Scottish Ministers. BACKGROUND 3. The Public Bodies (Joint Working)(Scotland) Act 2014 requires health boards and local authorities to integrate planning for, and delivery of, certain adult health and social care services. Regulations made under the Act set out those functions that must be delegated by both the local authority and the health board. However it is also open to them to choose to integrate planning and delivery of other services, for example additional adult health and social care services, beyond the minimum prescribed by Scottish Ministers. 4. The Act requires health boards and local authorities to prepare jointly an integration scheme setting out how the joint working arrangements are to be achieved. There are a number of ways in which they can do this; the health board and the local authority can either delegate their functions to the other party, or both can delegate their functions to a third party known as an Integration Joint Board. This is the approach that has already been agreed by both the Council and the Health Board. The draft scheme, once approved by both parties, must be submitted to the Scottish Ministers for final approval. -

51 AGENDA ITEM No.5 EAST RENFREWSHIRE COUNCIL CABINET 7 December 2017 Joint Report by Deputy Chief Executive and Director of Environment ROADS REVENUE PROGRAMME – RESULTS OF EAST REN DECIDES: ROADS PURPOSE OF REPORT 1. The purpose of this report is to advise the Cabinet of the results of the Roads Revenue Programme participatory budgeting exercise, entitled “East Ren Decides”. RECOMMENDATIONS 2. It is recommended that the Cabinet: (a) Notes the results of the participatory budgeting exercise and the ranking of the schemes; (b) Notes the key messages and learning points from the evaluation of the process; (c) Approves the recommendation to take forward the top two schemes in each area; and (d) Authorises the Director of Environment to put the schemes out to tender and adjust the details of the schemes to ensure that the £600,000 allocation is fully committed. BACKGROUND 3. Participatory budgeting is a decision-making process in which residents decide how to allocate part of a public budget. Participatory budgeting allows local people to identify, discuss, and prioritise public spending projects, and gives them the power to make real decisions about how money is spent 4. The Cabinet, at its meeting on 22 June 2017, approved the mechanism to allow a “participatory budgeting” exercise to take place to apportion £600,000 of the Roads Revenue budget allocation. This report now details the outcome of the exercise. 5. The report made clear that it was important to note this was the first time a process of this kind had been carried out in East Renfrewshire and that it would be a learning experience. -
