Data was collected on newspaper readers and Usefulness of newspaper as information supporting agency. A sample size of 1800 rural women was taken for the study, the research identifies the general characteristics of study population, newspaper reading habits of women, preferred places for reading newspapers, categories of newspapers read by rural women, list of daily newspapers read by women, purpose of reading newspapers, newspapers as an information supporting agency and usefulness of newspapers as information supporting agency. Concludes that the onus is on libraries to prove their significance. Keywords: Newspaper, Periodical, Rural Women, Karnataka 1. Introduction: Newspapers, magazines and books are a good means of mass-communication. This is a print medium which travels far and wide. The newspapers have a very wide circulation and every literate person tries to go through them. They bring us the latest news, rates of the commodities, advertisements, employment news, matrimonial and other information [1]. Newspapers tend to reach more educated, elitist audiences in many developing countries. This may not seem the quickest way, compared with radio or TV, to reach a mass audience.

    GOVERNMENT OF KARNATAKA HOME GUARDS AND CIVIL DEFENCE DEPARTMENT CITIZEN’S CHARTER ORGANIZATION — HOME GUARDS: A new organization of volunteers called “Home Guards” was started in Bombay in 1946, primarily to assist the Police in the maintenance of law and order and in the restoration of peace and tranquility during times of civic unrest such as riots and strikes. In 1959 the Government of India felt the need to bring about uniformity in several voluntary organizations like the Home Guards Organisation through the country. The Government of Karnataka enacted the Home Guards Act in the year 1962 and sanctioned the establishment of Home Guards organization in all the districts of Karnataka State. The Government also framed the Home Guards Rules in 1963, applicable throughout the state, prescribing the duties and functions, powers and privileges of the Home Guards. At present the Home Guards organization is functioning in all the 30 districts of the state. The membership of the organization is voluntary and open to all citizens who are physically fit and willing to work with a free will for the service of community without expecting any thing form the community during their spare time under the motto “NISKAMA SEVA”. The basic qualification prescribed is a 4th standard in any language and in the age group of 20 to 50 years. Selection of the members is made by a committee consisting of the Deputy Commissioner, Superintendent of Police and DDPI of the concerned district after verification of character antecedents of the candidates by the police. In the case of the District Commandants the Government makes the appointment from among the candidates not affiliated to any political party.

It is the three-dimensional motorized and non-motorized traffic. Streets encompass more combination of forms and spaces as seen in time and over time that than 70% of public space in our cities and are very much part of defines the character of any urban area. Public realm consists of the people constituting their surroundings. They are recognized those places to which everybody has access, although this access as important axes of economic activities, social interface and may be controlled at times. This includes outdoor spaces such as streets, squares, nodes, parks. Etc. The city is indeed and will cohesion as they balance diverse users. Therefore, the design of continue to be a collage of parts, some distinctive and others a an urban street must reflect and accommodate these assorted mélange. What is imperative is that, cities provide a rich set of functions so that they act as public spaces positively impacting behavioral opportunities and aesthetic displays that augment the the quality of urban life.
