A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF NORTH , , APPROVING THE EXECUTION OF A MEMORANDUM OF AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, TO PROVIDE FOR THE CITY OF NORTH MIAMI’S PARTNERSHIP WITH THE HAITIAN AMERICAN COMPLETE COUNT COMMITTEE (“HACCC”) TO ENSURE A COMPLETE AND ACCURATE COUNT OF ’S HARD TO COUNT HAITIAN COMMUNITY DURING THE 2020 CENSUS; PROVIDING FOR AN EFFECTIVE DATE AND ALL OTHER PURPOSES.

WHEREAS, South Florida, with over 300,000 Haitians and living in Miami-Dade, Broward and Palm Beach Counties has the highest concentration of Haitians in the United States (“U.S.”); and

WHEREAS, the Decennial Census aims to count the entire US population; and

WHEREAS, federal funds, grants support to states, counties and communities are based on population totals enumerated by the Census; and

WHEREAS, South Florida’s Haitian community has been identified as hard to count; and

WHEREAS, the Haitian American Complete Count Committee (“HACCC”) recognizes that successful strategies include the alignment of multiple partners from local governments, social service, faith-based, community and professional organizations; and

WHEREAS, HACCC has officially partnered with the Census Bureau to ensure timely and accurate sharing of information; and

WHEREAS, HACC wishes to collaborate with the City of North Miami (“City”) to work collaboratively to ensure a complete and accurate count of South Florida’s Haitian Community; and

WHEREAS, the Mayor and City Council believe that the Memorandum of Agreement with HACC will benefit the residents of the City of North Miami and should be entered into.

IWO 19-559 (JLW) Page 1 of 2 NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF NORTH MIAMI, FLORIDA:

Section 1. Authority to City Manager. The Mayor and City Council of the City of North Miami, Florida, hereby authorize the City Manager to execute a Memorandum of Agreement, in substantially the attached form, between the City of North Miami and the Haitian American Complete Count Committee, to establish a partnership to ensure a complete and accurate count of South Florida’s Haitian Community.

Section 2. Section 2. Effective Date. This Resolution shall become effective immediately upon adoption.

MEMORANDUM OF AGREEMENT TO ENSURE A COMPLETE AND ACCURATE COUNT OF SOUTH FLORIDA’S HARD TO COUNT HAITIAN COMMUNITY DURING THE 2020 CENSUS

THIS MEMORANDUM OF AGREEMENT is entered this ______, 2019, by and between the undersigned parties, a network of community stakeholders who have together to constitute the Haitian American Complete Count Committee, hereinafter referred to as (HACCC 2020). Whereas, all parties are committed to develop a coordinated education and information campaign to ensure a complete and accurate count of South Florida’s Haitian community; Whereas South Florida, with over 300,000 Haitians and Haitian Americans living in Miami-Dade, Broward and Palm Beach Counties has the highest concentration of Haitians in the U.S.; Whereas the Decennial Census aims to count the entire US population; Whereas the Census’ goal is to count everyone; Whereas federal funds, grants support to states, counties and communities are based on population totals enumerated by the Census; Whereas each person counted in the Census brings an average of $1,445 to their local community; Whereas over $675 Billion a year is distributed to state and local governments using Census numbers; Whereas accurate Census data means more benefits for our local communities including schools, hospitals, roads, child-care centers, senior centers and other important services our communities need; Whereas a Census count is constitutionally mandated for re-apportionment of Congress; Whereas Census results are used for redistricting at national, state and local levels; Whereas Florida gained 2 congressional seats after the 2010 Census; Whereas South Florida’s Haitian community has been identified as hard to count; Whereas the discussion of the “citizenship” question whether it appears or not on the form may discourage participation Whereas nearly 1 million children under the age of 5 in the U.S. were not counted in the 2010 Census; Whereas undercount of young children means less federal funding for key federal programs Whereas undercount of Haitian residents would deprive communities of critically needed resources Whereas members of the HACCC 2020 recognize that a Complete Count Committee is composed of community leaders and organizations brought together to design an outreach plan for hard to count populations in their community. Whereas the members understand that the focus of the HACCC 2020 is to encourage individuals in South Florida’s Haitian community to respond to the 2020 Census by internet, mail or by phone; Whereas the HACCC 2020 recognizes that successful strategies include the alignment of multiple partners from local governments, social service, faith-based, community and professional organizations; Whereas the HACCC 2020 recognizes that successful outreach and engagement strategies must be delivered in ways that reflect the community’s social, cultural, and linguistic reality; Whereas the HACCC 2020 recognizes that subcommittees are created to marshal community assets, such as volunteers, trusted voices, media partners, grassroots leaders to ensure that hard to count communities are activated to be counted; Whereas the HACCC 2020 understands that successful strategies require the full commitment and engagement of each member; Whereas the HACCC 2020 understand that this initiative is underfunded and will rely heavily on leveraging partner assets and in-kind investments; Whereas the HACCC 2020 has officially partnered with the Census Bureau to ensure timely and accurate sharing of information; Page 1 of 2

Now, therefore, be it Resolved, that members of the Haitian American Complete Count Committee (HACC 2020) agree to uphold the following:

1. Work collaboratively to ensure a complete and accurate count of South Florida’s Haitian Community; 2. Commit to support priorities and action steps identified at the committee and subcommittee levels; 3. Commit to work actively in chosen subcommittee; and 4. Commit to identify resources when appropriate to ensure effective community outreach and engagement efforts.
